Implementation process of the investment project to build Ho Chi Minh City Ring Road 3

- On July 29, 2021, the Ministry of Transport issued Official Dispatch No. 7770 handing over project documents to the city to serve investment preparation work.

- On November 20, 2021, the People's Committees of 4 provinces and cities (Ho Chi Minh City, Dong Nai, Binh Duong, Long An) signed a record on the necessity and investment plan of the project, agreeing that the Ho Chi Minh City People's Committee report to the Prime Minister.

- On November 24, 2021, Ho Chi Minh City People's Committee issued Document No. 3923 reporting to the Prime Minister on the investment plan and proposed capital sources for the project.

- On January 15, 2022, at the meeting on the Ring Road 3 and Ring Road 4 projects of Ho Chi Minh City, Prime Minister Pham Minh Chinh approved the investment plan for the Ring Road 3 project in the form of public investment, assigning the City People's Committee to preside over the preparation of a pre-feasibility study report to submit to the competent authority to decide on the project policy.

- On January 28, 2022, Ho Chi Minh City People's Committee issued Document No. 312 on the project's pre-feasibility study report after reaching an agreement with 4 provinces and the Ministry of Transport.

- On February 9, 2022, the Prime Minister issued Decision No. 171 establishing the State Appraisal Council to conduct project appraisal.

- On March 10, 2022, the State Appraisal Council has a Report on the appraisal of the project's pre-feasibility study report.

- On May 23, 2022, the Government issued Document No. 206 to submit to the National Assembly the Pre-Feasibility Study Report.

- On June 5, 2022, the Economic Committee of the 15th National Assembly issued Report No. 950 examining the Ho Chi Minh City Ring Road 3 project.

- On June 16, 2022, the National Assembly issued Resolution No. 57 approving the project investment policy.

- On July 15, 2022, the City People's Committee chaired a conference to implement the project and signed a plan and regulations for coordination of implementation with the three provinces of Dong Nai, Binh Duong, and Long An.

- On August 15, 2022, the Government issued Resolution No. 105 implementing the Resolution of the National Assembly.

- On September 30, 2022, Ho Chi Minh City People's Committee issued Decision No. 3279 approving the project's land acquisition boundary.

- On October 16, 2022, the Investor completed the handover of the land acquisition boundary, and the localities organized the signing of a competition agreement to carry out land acquisition, compensation and resettlement support for the construction project of Ho Chi Minh City Ring Road 3.

- On December 6, 2022, the City People's Committee approved 2 road component projects in the city.

- On December 22, 2022, the City People's Committee approved the Contractor Selection Plan for 2 component projects.

- On April 12, 2023, the Traffic Department has 4 submissions for design appraisal after the basic design of 4 bid packages.

- On April 28, 2023, the Department of Transport issued 4 Notices of appraisal of 4 bid packages submitted by the Transport Department.

- On May 5, 2023, the Traffic Department approved the Technical Design and Estimates of 4 bid packages (XL3, XL6, XL8 and XL9).

- Contractor selection will be carried out from May 12 to June 16, 2023.

- Project start date: June 18, 2023.

- Project construction starts on June 19, 2023, expected to complete the expressway section by the end of 2025, and the entire project by 2026.
