In recent days, localities in Ha Tinh city have accelerated the implementation of target programs on building new rural areas and civilized urban areas, completing the socio-economic plan targets for 2023.
The road to Quyet Tien village (Dong Mon commune) has just been paved, serving the people's daily needs.
This is the final stage to complete the criteria for building a commune that meets advanced NTM standards by the end of 2023 in Dong Mon. The commune has conducted a self-assessment and so far, 13/20 criteria have met the standards according to new regulations; 7 criteria have not been met, including: transportation, education, culture, production organization and rural economic development, health, environment, and model NTM residential areas.
Mr. Nguyen Tuan Anh - Chairman of Dong Mon Commune People's Committee said: "Since the beginning of the year, the commune has received a lot of attention and resources from the city to invest in and build basic infrastructure such as: building primary and preschool facilities; investing in building roads, cultural houses, etc. The total investment from the city is about 30 billion VND, helping the commune firmly achieve a number of criteria on infrastructure and cultural institutions. With the determination not to "miss the appointment" to achieve the standards of an advanced new-style rural commune this year, the Party Committee and the Steering Committee for building new-style rural communes have deployed and propagated to all cadres, party members and people to focus on speeding up the implementation of the remaining criteria; mobilizing the total participation of the entire political system and people to create a great spread throughout the commune in the remaining months of 2023".
To complete these routes, people in Quyet Tien village voluntarily contributed funds, with one household contributing 12 million VND/route.
The most exciting movement is the asphalt paving and concrete pouring movement for rural roads and intra-field traffic and irrigation. In just over a month, all villages have basically completed the traffic targets according to the 2023 plan. Not only the main roads, people also voluntarily contributed funds to "cover" the alleys and lanes with asphalt.
Mr. Nguyen Van Khoan - Head of Quyet Tien village shared: “The village will meet the standards of a model new-style rural residential area in 2021. With the goal of building a new-style rural area without an end point, we always promote movements to gradually improve the quality of the criteria. Particularly, the asphalt paving of traffic roads is very popular with the people. Since the beginning of the year, we have completed an additional 1,100m (4,800 m2 ) of asphalt roads and are continuing to register for 2 more routes (about 3,600 m2 ). If approved by the City People's Committee this year, the village will cover over 60% of the village's main roads and alleys with asphalt. It is worth mentioning that this criterion mobilizes large resources from socialization, with some households contributing up to 10 - 12 million VND/route".
Binh Minh Cooperative (Dong Mon) is one of the rural economic models with high economic efficiency, both increasing people's income and being the "nucleus" of urban agriculture.
From now until the end of the year, Dong Mon commune will focus on installing signs and speed bumps on commune, inter-commune and inter-village axes to complete the traffic criteria as planned. Along with developing infrastructure, cultural and educational institutions, the commune also promotes production development and promotes rural economy. Currently, the commune has 4 products meeting 3-star OCOP standards; 3 closed pig farms; initially forming effective cooperative models and concentrated raw material production models, which are factors for the city's urban agricultural center.
Nguyen Du Ward continues to expand asphalt paving in alleys and lanes of residential areas.
Meanwhile, in the inner city wards, the movement to build civilized urban areas is also urgent and vibrant. In recent days, taking advantage of favorable weather, the volume of asphalt paving; sidewalk construction, sidewalk curbing, construction of ditches, drainage ditches, aerial garbage treatment, etc. has continuously increased. In particular, to make the movement practical and sustainable, on the basis of the city's general plan, the wards have identified key tasks for each locality to truly change the quality of life of the people. For example: aerial garbage treatment model; "My house has a fire extinguisher" model (Bac Ha ward); collection and classification of garbage at source (Tran Phu ward); specialized streets (Nguyen Du ward) ...
For many months, Bac Ha ward has been implementing the collection and dredging of garbage in drainage ditches to cope with the upcoming storm season.
Mr. Tran Quoc Toan - Chairman of Tran Phu Ward People's Committee said: "In 2022, the ward will meet the city's model urban civilization standards and is one of the localities that has completed this goal early. The main lesson is to focus, mobilize, and maximize resources and take democracy as the top priority. We have established community construction teams in residential groups, both to mobilize resources, select construction solutions and supervise the community. Therefore, the projects not only meet the schedule but also ensure quality and sustainability.
Currently, the teams continue to review and implement target projects to improve the quality of criteria. In particular, the ward is focusing on the collection and classification of waste at source and implementing the model "My house has a fire extinguisher". Up to now, about 85% of households in the ward have participated in the model "My house has a fire extinguisher"; collection and classification of waste at source has reached nearly 60%.
Ha Huy Tap Ward coordinated with functional forces to take action and restore urban order in the area.
In Ha Huy Tap ward, in the period of 2022 - 2023, the ward area is like a large construction site. Dozens of urban development investment projects are being implemented simultaneously, not only opening up modern spaces but also contributing to creating synchronization in infrastructure. This is also a great driving force for the movement to build target programs in the locality.
Mr. Nguyen Van Huyen - Chairman of the People's Committee of Ha Huy Tap Ward said: "From the beginning of the year, the ward conducted a survey of criteria to develop an implementation plan close to reality. Along with that, we organized meetings with people, thoroughly grasped the policies and mechanisms so that people could understand, agree and contribute resources, and be ready to simultaneously implement tasks when the weather is favorable. Up to now, we have completed 5,562 m2 of asphalt roads, reaching 66%; other works such as: making ditches, drainage ditches; sidewalks; curbs... are still being accelerated, striving to complete the plan in 2023".
According to the City People's Committee, in the first 7 months of the year, the progress of implementing target projects was quite low, not meeting requirements. Some localities still have many construction items that have not been implemented. The City People's Committee has seriously criticized units that are not determined and focused; at the same time, strongly urged wards and communes to take advantage of the weather to speed up the progress of implementing target programs. Determined that by August 31, wards and communes will achieve at least 80% of the target program plan; continue to review and supplement in a timely manner to complete the targets and criteria, determined to complete the local socio-economic targets and plans for 2023.
