Arriving in the UK, Ukrainian President Volodymyr Zelensky discussed with host country Prime Minister Keir Starmer and NATO Secretary General Mark Rutte a plan to end the conflict, in the context that Kiev is seeking military support from allies.
At the British Prime Minister's Office, leaders discussed the possibility of Ukraine being allowed to use Western missiles to attack military targets deep inside Russian territory.
According to NATO Secretary General Mark Rutte, although this issue is discussed, the final decision belongs to each ally.
Meanwhile, Prime Minister Starmer's spokesman confirmed that the country's stance on the use of long-range Storm Shadow missiles remains unchanged.
In August, the Telegraph , citing unnamed sources, reported that Britain had secretly supported allowing Ukraine to use Storm Shadow missiles to attack Russia, but was reluctant to publicly push for such a policy change for fear of a backlash from the United States.
In France , President Zelensky met with his French counterpart Emmanuel Macron. During the meeting, Macron affirmed that he would support Ukraine in the conflict despite Paris' current political difficulties, and emphasized that he would comply with commitments, including 3 billion euros ($3.28 billion) to support Ukraine this year.
France is training and equipping a 3,000-strong Ukrainian brigade and plans to deliver Mirage fighter jets to Kiev by early 2025.
For his part, speaking to reporters in Paris, President Zelensky said the next peace conference will take place in November and a detailed plan to end the conflict will be presented early that month.
However, he did not give any specific details about his plans to end the conflict while in Paris and London, and ruled out negotiating a ceasefire.
The statement about the peace conference differs from the announcement two days earlier by the advisor to the Chief of Staff of the Ukrainian President that the second peace summit would not take place in November.
At a meeting between Italian Prime Minister Giorgia Meloni and President Zelensky in Rome, Ms. Meloni announced that the country will hold a Conference on the Reconstruction of Ukraine in July 2025.
Although he did not agree to allow Ukraine to use cruise missiles to attack Russia, Prime Minister Meloni affirmed that "Ukraine is not alone and we will stand together when needed."
Meanwhile, at the Ukraine-Southeast Europe summit, held in the Croatian city of Dubrovnik, countries signed a statement expressing support for Ukraine's territorial integrity and opposition to Russia's military campaign.
The document also expressed support for Ukraine's roadmap towards integration into the European Union (EU) and membership in the North Atlantic Treaty Organization (NATO).
Serbian President Aleksandar Vucic also signed the statement, but made it clear: "We support the territorial integrity of Ukraine in accordance with the UN Charter, which, unfortunately, does not apply to some countries attending the summit. However, we will not impose sanctions on Russia, as this is part of the policy pursued by Serbia."
