Vietnam and Mongolia have a long-standing traditional friendship. The two countries officially established diplomatic relations on November 17, 1954. One year later, in July 1955, President Ho Chi Minh led a delegation of the Vietnamese Party and Government to visit Mongolia for the first time. In September 1959, First Secretary of the Mongolian People's Revolutionary Party and Chairman of the Council of Ministers Yu. Tsedenbal led a delegation of the Mongolian Party and Government to visit Vietnam. Since then, the two countries have regularly exchanged delegations at all levels, especially high-level delegations.
Mongolia opened a permanent representative office in Hanoi on June 9, 1959 and Vietnam opened a permanent representative office in Ulaanbaatar on February 13, 1960.
In terms of politics, security and defense cooperation, delegation exchanges and bilateral contacts are maintained regularly. The two countries always help and support each other at regional and international forums.
Since 1992, despite the transition to a multi-party pluralism, Mongolia still considers Vietnam an important partner in the Southeast Asian region. In recent contacts, Mongolia has repeatedly emphasized the importance of its relationship with Vietnam, considering Vietnam an important partner in the Asia-Pacific region and emphasizing that Vietnam is the most important partner in the Southeast Asian region. Currently, the two sides are considering and studying to establish a framework for the relationship to a "Comprehensive Partnership".
Regarding economic and trade cooperation, due to many objective reasons, especially geography and transportation, cooperation in this field between the two countries remains modest. In 1996, the two sides signed an Agreement on Trade Cooperation. Foreign trade in 1994-1995 reached 5-6 million USD, and has recently grown rapidly, reaching about 50 million USD in 2020, about 80 million USD in 2021, 85 million USD in 2022, and expected to reach 75 million USD in the first 8 months of 2023...
Regarding cultural, artistic and sports cooperation: in 2009, the two sides installed a statue of President Ho Chi Minh and opened a gallery about President Ho Chi Minh at Ho Chi Minh High School No. 14 in the capital city of Ulaanbaatar. In 2013, Vietnam and Mongolia jointly produced the Mongolian film “Life is like a movie” with scenes shot in Vietnam and widely shown in Mongolia and Vietnam. Since 2014, Mongolia has regularly sent art troupes to participate in the Hue Festival...
The two sides maintain close coordination and support each other in international activities and forums. Mongolia supports Vietnam's accession to the WTO, becoming a non-permanent member of the UN Security Council for the 2008-2009 and 2020-2021 terms, supporting Vietnam's entry into the UNESCO Executive Council for the 2010-2013 term and the United Nations on International Trade Law for the 2019-2025 term, and supporting Vietnam into the Commission on the Limits of the Continental Shelf (CLCS) for the 2023-2028 term. Vietnam supports Mongolia's participation in the ECOSOC Executive Committee for the 2010-2013 term, and is ready to support and help Mongolia expand relations with ASEAN countries and join APEC when this organization admits new members.
