On August 21, the Provincial Party Committee held a conference to review 5 years of implementing Resolution 16-NQ/TU dated May 9, 2019 of the Provincial Party Committee on strengthening the Party's leadership in the management of coal and mineral resources in the province. Attending and chairing the conference were comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending were leaders of the Vietnam National Coal-Mineral Industries Group; Dong Bac Corporation; Quang Ninh Coal Party Committee and leaders of departments, branches and localities in the province.
The report and opinions at the conference all agreed that in the spirit of continuing to inherit and promote the spirit of Resolution No. 12-NQ/TU dated January 12, 2014, after 5 years of implementing Resolution 16-NQ/TU dated May 9, 2019 of the Provincial Party Committee, it has brought about very important significance, creating a positive change in awareness for state management agencies, the Coal industry and mineral operating units in the task of managing the exploitation, transportation, processing and trading of minerals, protecting resources and the environment. The responsibility and role of the head in the management of mineral resources are focused on and enhanced. The work of inspection, supervision, audit, detection, investigation, prosecution and trial of cases and cases related to the field of mineral resources is directed to be strengthened. Coordination between local authorities in detecting and handling cases with signs of crime in the field of coal and mineral resources is carried out regularly, proactively, effectively, and violations are strictly handled. Up to now, the whole province has formed and operated well the responsibility mechanism in a specific direction, with clear focal points associated with promoting the role of Party committees and heads of Party committees; continuing to control the situation well and not allowing the formation of hot spots of illegal exploitation, transportation, processing and trading of coal and minerals; strengthening control, detection and strict handling of violations; strictly managing ports and coal transport routes in the area, basically eliminating illegal exploitation and transportation activities. For other minerals, management has been strengthened, with directions for adjusting plans to ensure sustainability; closely monitoring exploitation activities at quarries of stone, sand, clay, and soil for site leveling to ensure compliance with regulations; socio-economic development projects with resources and minerals are strictly controlled. Coal industry units and mineral exploitation units must uphold their responsibility in managing resources within assigned mine boundaries, and actively coordinate with localities in inspecting and handling violations according to the provisions of law.
In her concluding remarks at the conference, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, emphasized: The results achieved in the implementation of Resolution 16-NQ/TU are the result of the efforts and drastic participation of the entire political system, especially the Coal industry. Over the past time, the Coal industry has always accompanied the province in the process of promoting economic development, maintaining stable production and business activities, ensuring social security, security and order, and improving the effectiveness of environmental protection in the area.
It is forecasted that in the coming time, the management of natural resources and minerals in the province will still face many difficulties and challenges, with potential complications, violations, errors, negativity, corruption, and waste in the field of natural resources, coal, and minerals. Therefore, in order to continue to strengthen the Party's leadership in the management of coal and mineral resources in the province, the Provincial Party Committee unanimously issued a new resolution to replace Resolution 16. The Standing Deputy Secretary of the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to direct the research and consultation on the development of a project, a submission, and a draft of a new resolution to replace Resolution No. 16-NQ/TU; assigned the Provincial Party Committee's Internal Affairs Committee to preside over and appraise the content of the project and the draft of the new resolution to submit to the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee to ensure compliance with regulations and completion before the year-end meeting of the Provincial Party Committee Executive Committee in November 2024.
In the process of drafting a new resolution, it is necessary to closely follow the practical situation of the locality, the provisions of newly promulgated laws such as the Land Law, the Investment Law, the Mineral Law and approved plans. At the same time, strengthen the work of preventing and combating corruption and negativity in the field of natural resources and minerals. Timely resolve the shortcomings, limitations, obstacles, difficulties and inadequacies that have been pointed out related to the management work in the field of natural resources and minerals.
While waiting for the issuance of a new resolution, the Standing Deputy Secretary of the Provincial Party Committee requested relevant Party committees, Party organizations, authorities, agencies, units and localities to continue to review and seriously, synchronously and effectively implement the targets, objectives, tasks and solutions in Resolution No. 16, the conclusions of the Provincial Party Committee and the contents agreed upon by the conference and specified in the Conclusion of the Provincial Party Committee. In particular, it is necessary to identify the management of natural resources and minerals as an important political task of the entire political system. Synchronously and drastically deploy solutions towards sustainable and transparent management of minerals, removing obstacles and difficulties in procedures; strengthening coordination between departments, branches, agencies and units in organizing the implementation of planning, inspection, examination, statistics and inventory of mineral reserves, in the licensing of mineral exploration and exploitation. Review, amend, supplement, and develop regulations, rules, mechanisms, policies, and administrative procedures under the authority and responsibility of the province in accordance with central regulations and local realities.
Encourage research and application of advanced and modern science and technology in mineral exploration, exploitation and processing, associated with circular economic models, green economy, adaptation to climate change; protect and limit impacts on the environment, especially the environment of residential areas. Continue to improve the effectiveness and efficiency of inspection, supervision and examination to promptly detect and strictly handle violations, effectively prevent violations of the law in natural resources and mineral activities.
Vietnam National Coal-Mineral Industries Group continues to strengthen close coordination with Quang Ninh province in implementing Resolution No. 16 in 2024 and the new resolution replacing it in the new period. Thereby, promptly detecting shortcomings and potential risks that are forecasted to negatively impact the development of the coal industry as well as Quang Ninh province to jointly agree on coordination mechanisms and measures, unify handling viewpoints, promptly resolve, and ensure strict compliance with Party regulations and State laws.
On this occasion, many collectives and individuals with outstanding achievements in the 5 years of implementing Resolution 16-NQ/TU were awarded Certificates of Merit by the Provincial Party Executive Committee and the Provincial People's Committee.
