Attending the opening ceremony were Colonel Vu Van Cuong, Deputy Director of Politics of the General Department of Technology; leaders of the National Defense Trade Union, the Army Youth Union, the Army Women's Union (General Department of Politics); and the Board of Directors of the Military Technical Officer School.

Attending the training conference were delegates who were heads of political agencies, political assistants of agencies and units under the General Department of Techniques; officers in charge of mass work, grassroots youth unions, grassroots youth unions, grassroots women's unions, and grassroots trade unions of units throughout the General Department.

The conference aims to unify awareness, content, equip skills to organize activities for cadres in charge of mass work, create conditions for cadres in charge of mass work of units to exchange, learn from each other's experiences, replicate typical models and activities in each type of unit. From there, it will be the basis to improve the ability to organize and effectively implement mass work in the coming time.

Speaking at the opening ceremony, Colonel Vu Van Cuong emphasized that over the years, the mass work in the General Department of Engineering has always thoroughly grasped and effectively implemented resolutions and directives from above. The youth union, trade union and women's union at the grassroots level have closely followed the practical situation and political tasks of agencies and units to set out appropriate action programs, bringing about practical results. The propaganda and education work of mass organizations has contributed to changing the ideology and awareness of the masses in the unit, building strong mass organizations.

Conference to study and discuss the 5-year Action Program for Youth Union and Military Youth Movement (2022 - 2027).

Immediately after the opening ceremony, during the 3-day conference, the conference will introduce, research, and discuss topics on key contents in the Resolution of the 12th National Youth Union Congress, the 10th Military Youth Union Congress, the work of the Army's trade unions, the work of women in the Army; methods and skills in organizing movement activities; some basic skills in organizing mass work activities; some new contents on youth, trade union, and women's work in the General Department of Engineering.
