General Secretary Nguyen Phu Trong, on behalf of the Party Central Committee, has just signed and issued Resolution of the 8th Conference of the 13th Party Central Committee.

Through the basic content of the conclusion on the socio-economic situation in 2023-2024, the Central Executive Committee assigned the Politburo to direct the Government Party Personnel Committee to complete the report on the socio-economic situation and the State budget in 2023; the 2024 plan, the 3-year financial and State budget plan for 2024-2026 and the roadmap for implementing the new salary regime to be submitted to the 6th session of the 15th National Assembly for consideration and decision.

In the recently issued Resolution, the Central Committee clearly stated the decision to establish 5 sub-committees to prepare for the 14th National Party Congress.

Accordingly, General Secretary Nguyen Phu Trong is the Head of the 14th Party Congress Document Subcommittee. This subcommittee is responsible for drafting a political report and a summary report on the achievements and results of 40 years of renovation (1986-2026), to be submitted to the 14th Party Congress.

General Secretary Nguyen Phu Trong is also Head of the Personnel Subcommittee of the 14th Party Congress.

The Personnel Subcommittee is responsible for developing the direction of personnel work for the Central Executive Committee; the plan to introduce personnel for the Central Executive Committee, the Politburo, the Secretariat and key leadership positions of the Party for the 2026-2031 term; and reporting on personnel work for the new Central Executive Committee to the 14th National Party Congress.

The Socio-Economic Subcommittee is headed by Politburo member and Prime Minister Pham Minh Chinh. The Subcommittee is responsible for developing a report on the implementation of the 10-year socio-economic development strategy (2021-2030); developing a 5-year socio-economic development plan for the 2026-2030 period to be submitted to the 14th National Party Congress.

The Party Charter Subcommittee, headed by Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai, is responsible for developing and reporting on the Party building work for the 5 years (2021-2025) and the Summary Report on the implementation of the Party Charter and supplementing and amending the Party Charter.

The Head of the Congress Organization Subcommittee is also Ms. Truong Thi Mai, whose task is to develop a Plan to organize, implement and serve the 14th National Party Congress.

In addition, at the 8th Conference, the Central Committee also considered and gave opinions on introducing personnel planning for the Central Executive Committee for the 2026-2031 term for the Politburo to consider and decide according to its authority.

The Central Committee also approved a number of contents related to personnel work; approved the Politburo's report on important tasks that the Politburo has resolved since the mid-term Central Committee Conference.

Speaking at the closing ceremony of the 8th Central Committee Conference, General Secretary Nguyen Phu Trong requested that based on the results of the Central Committee's recommendations, the Politburo should promptly consider and decide on the planning of the Party Central Committee for the 2026-2031 term.

According to the direction of the Party leader, if any cadre is found to have committed violations or not meet the standards or conditions, he/she must be promptly removed from the planning.

In addition, the General Secretary emphasized the need to continue to carefully review and analyze the quality, structure, and composition of all areas of work to promptly detect, recommend, and introduce additional planning reports for the Politburo to submit to the Central Committee for consideration at the following conferences.

According to the Party leader, this is an important initial step in the process of building a strategic-level cadre planning for the 14th term, with the spirit of doing each step, each task, firmly and closely.

The process mentioned by the General Secretary is to plan the Central Executive Committee first, then plan the Politburo and Secretariat, and then plan key leadership positions.

The Party leader emphasized that the planning of the Party Central Committee, the Politburo, the Secretariat and key leadership positions of the Party and State should be used as the basis for the personnel work of the Party Central Committee at the 14th National Party Congress.

The 8th Central Conference also approved the basic content of many documents, including:

- Resolution on the Strategy for National Defense in the New Situation

- Resolution on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and protection in the new period.

- Resolution on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period.

- Resolution on continuing to promote the tradition of great national unity, building our country to be increasingly rich, prosperous, civilized and happy.
