According to the announcement of the Secretary General of the National Assembly, the 5th extraordinary session of the 15th National Assembly will take place in 2.5 days in the form of a centralized meeting.
The session opened on the morning of January 15 and is expected to close on the morning of January 18. The National Assembly will take a one-day break (January 17) for the National Assembly agencies, the Government and relevant agencies to absorb, revise and complete the draft law and draft Resolution.
The opening session on the morning of January 15 was broadcast live on radio and television. Attending the meeting were General Secretary Nguyen Phu Trong and many other Party and State leaders.
Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that based on the provisions of the Constitution, laws and practical situation after a process of urgent, thorough preparation, responsibility and high determination, today the 15th National Assembly solemnly opened the 5th extraordinary session to consider and decide on 4 very important contents, aiming to contribute to perfecting the legal system on land, credit institutions and promptly solving important urgent issues, contributing to the socio-economic development of the country and successfully implementing the Resolution of the 13th National Party Congress.
After the opening speech by National Assembly Chairman Vuong Dinh Hue, the National Assembly is expected to discuss the draft Land Law (amended) in the morning and the Law on Credit Institutions (amended) in the afternoon.
At this extraordinary session, the National Assembly will consider and approve four contents, specifically: Draft Law on Land (amended); Draft Law on Credit Institutions (amended).
Along with that is a draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of national target programs (according to shortened procedures and order).
In addition, the National Assembly also considered supplementing the Central Budget Medium-Term Public Investment Plan for the 2021-2025 period from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects and supplementing the Vietnam Electricity Medium-Term Public Investment Plan from the reserve source of the medium-term public investment plan.
Regarding the draft Land Law (amended), according to the announcement of the Secretary General of the National Assembly, after being received and revised, the bill submitted to the National Assembly at this extraordinary session consists of 16 chapters and 260 articles (5 articles removed, 250 articles amended and supplemented compared to the draft law submitted to the National Assembly at the 6th Session).
According to the announcement with major contents asking for opinions and discussion at the 6th session, on the basis of research, discussion, exchange and careful review, relevant agencies have agreed to revise and complete 18 contents.
With the draft Law on Credit Institutions (amended), after being accepted and revised, it includes 15 chapters and 210 articles (7 articles more than the draft law submitted to the National Assembly at the 6th session) .
