General Secretary Nguyen Phu Trong requested that there be no violations or abuse of the vote of confidence to cause division and loss of internal solidarity.
On the morning of May 15, speaking at the opening of the 13th mid-term Central Committee conference, General Secretary Nguyen Phu Trong said that after summarizing the vote of confidence according to the regulations of the 11th and 12th Politburo, on February 2, the 13th Politburo issued regulation 96 and on April 6 issued a plan to take the vote of confidence of the Central Executive Committee for Politburo and Secretariat members.
The Politburo and Secretariat members then prepared and submitted to the Central Committee a personal review report. In it, each member self-assessed and evaluated his/her political qualities, ethics, lifestyle, sense of organization and discipline; results of performing assigned duties and tasks; pointed out limitations and solutions to overcome them; and explained issues requested by competent authorities or the person writing the ballot.
"Based on the significance, importance and sensitivity of the issue, we request that Central Committee members carefully study the personal review reports of each member of the Politburo and Secretariat and, based on the actual working relationship, clearly express their opinions on the level of trust in each person," said the General Secretary.
He also proposed ensuring the leadership of the Politburo and the Central Executive Committee, strictly implementing the principles of centralism, democracy, self-criticism and criticism; promoting the responsibility and constructive spirit of the Party Central Committee members in reviewing and demonstrating their trust; respecting the right to report and explain of the members of the Politburo and the Secretariat of the 13th tenure.
The vote of confidence "needs to properly assess the qualities, capacity, specific results in performing assigned duties and the prestige of the person being voted for; ensuring democracy, objectivity, impartiality, publicity and transparency in the vote and use of the results of the vote of confidence".
According to the General Secretary, the Central Executive Committee's vote of confidence for Politburo and Secretariat members is a very important innovation in personnel work. This work has been started since the 11th term.
The purpose of the vote of confidence is to better and more effectively implement the Central Committee's policies, guidelines, resolutions and conclusions on building and rectifying the Party and a comprehensively clean and strong political system; and to build a contingent of high-ranking Party officials with adequate qualities and capacities, equal to the tasks.
In addition, those who are voted for will also self-reflect, self-correct, continue to strive, cultivate, practice moral qualities, lifestyle and constantly improve their exemplary responsibility, qualifications and working capacity.

The General Secretary said that recently, the Politburo has directed the Party Central Office to preside over and coordinate with agencies to prepare a draft report reviewing the leadership and direction of the Politburo and the Secretariat in the mid-term and propose a number of key tasks until the end of the 13th Party Congress term.
The draft has been sent to the Politburo and Secretariat members for comments to complete the initial steps. On May 8, the Politburo and Secretariat met, "thoroughly discussed and gave many appropriate instructions" to complete the Report to submit to the Central Committee.
The report presents advantages, limitations, analyzes causes, and draws lessons in leadership, Party building and rectification; socio-economic development; ensuring national defense, security, foreign affairs and international integration... The report also analyzes and forecasts the world and domestic situation from now until the end of the term, and sets out key tasks that need to be focused on directing and implementing in the second half of the 13th term.

General Secretary Nguyen Phu Trong requested the Central Committee to frankly and objectively discuss and give opinions on the content and issues raised in the report; clearly express agreement or disagreement with the comments and assessments of the Politburo and the Secretariat; and make specific proposals and recommendations on the content and issues that need to be supplemented, clarified, adjusted or revised.
He also noted the need to link the review of the leadership and direction of the Politburo and Secretariat with the assessment of the implementation of the Resolution of the 13th National Party Congress in the context of many new and more complex and severe difficulties and challenges in the country and the world.
"Focus on analyzing and clarifying, creating high consensus on the advantages, results and achievements that have been achieved; at the same time frankly pointing out the remaining limitations and weaknesses; analyzing the causes and drawing lessons from the 13th Congress to date," said the General Secretary.
The 13th mid-term Central Conference is scheduled to last 3 days and close on May 17.
According to Regulation 96 dated February 2, 2023 of the Politburo, the vote of confidence is conducted periodically in the third year - the middle year of the term of the Party Congress at all levels. The results of the vote of confidence for Politburo and Secretariat members are made public in the Party Central Committee; used to evaluate cadres, as a basis for planning, mobilizing, appointing, recommending candidates, dismissing and implementing regimes and policies for cadres.
The Central Executive Committee has twice held a vote of confidence for Politburo and Secretariat members. The first time was at the 10th Central Conference of the 11th tenure (January 2015); the second time was at the 9th Central Conference of the 12th tenure (December 2018).
