On the morning of December 8, the Government held a national online conference to deploy the construction and management of job positions in administrative agencies, organizations, and public service units. Deputy Prime Minister Tran Luu Quang chaired the conference.
At Nghe An province, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference. Attending the conference were representatives of departments, branches and sectors.

Deputy Minister of Home Affairs Nguyen Trong Thua said that the development of the list of job positions, job descriptions and competency frameworks for positions of cadres, civil servants, public employees and commune-level cadres and civil servants from 2019 to present is under the unified direction of the Standing Secretariat and guidance of the Central Organization Committee.
The list of job positions, job descriptions and competency frameworks of job positions are built to ensure compliance with the provisions of the Law on Cadres and Civil Servants; the Law on Public Employees; Government Decrees and instructions of the Ministry managing the industry and field.
Job positions are built with a high level of generalization according to the functions and tasks of each sector and field from the central to local levels, taking into account the complexity, nature, characteristics, scale of operations, scope of service objects, professional and technical management processes of the work according to the functions and tasks corresponding to each civil servant rank and professional title of public employees.

Accordingly, job positions in administrative agencies and organizations include 840 positions, including 122 leadership and management positions; 656 specialized professional civil servant positions; 40 shared professional civil servant positions; and 22 support and service positions.
Job positions in government agencies include 31 leadership and management positions; Job positions in specialized fields, shared professional fields, and support and service are applied according to the guidance of the Ministry managing the industry and field.
Job positions in public service units include 559 positions, including 110 leadership and management positions; 392 specialized job title positions; 30 shared specialized job title positions, and 27 support and service positions.

Commune-level civil servant positions include 17 positions, including 11 full-time positions; 6 commune-level civil servant positions.
Job positions are designed in conjunction with output requirements according to each function and task corresponding to each civil servant rank and professional title of public employees, which will contribute to achieving the three goals of building job positions in the political system.
The three goals are: Innovating the classification, evaluation, recruitment, management and use of cadres, civil servants and public employees; Implementing salary policy reform according to Resolution No. 27 of the 7th Central Conference, term XII; Restructuring and improving the quality of cadres, civil servants and public employees according to job positions.

Determining job positions according to unified instructions of ministries, branches and sectors ensures consistency and connectivity in the system of administrative agencies and public service units, overcoming all existing problems and limitations in determining job positions associated with minimum ranks as previously prescribed.
At the conference, representatives of ministries, departments, branches and localities reported on the results of the implementation of the project on job positions in administrative agencies, organizations and public service units; at the same time, they raised difficulties, inadequacies and challenges and proposed solutions to overcome them.

Concluding the conference, Deputy Prime Minister Tran Luu Quang emphasized that the policies, guidelines and goals are clear and the implementation is meeting the aspirations of everyone. In recent times, this work has moved positively, ministries, branches and localities have taken part and issued guiding circulars.
Emphasizing that this is a difficult, complicated, and sensitive task, the Deputy Prime Minister said that even though it is difficult, it must still be done. In the coming time, ministries, branches, units, and localities must be more determined and drastic. The heads of localities, branches, and units must take primary responsibility for this task; strive for the highest quality in specific conditions, ensuring general principles, but need to be flexible, not subjective, not superficial. Within the allowed framework, there will be strong decentralization to localities, ministries, and branches.

On the other hand, coordination needs to be better between top and bottom, horizontally and vertically. Localities continue to implement the Project and if there are any problems, they should report to the Ministry of Home Affairs for guidance and resolution. Ministries and branches continue to study, review and implement in accordance with the Circular.
Deputy Prime Minister Tran Luu Quang requested the Ministry of Home Affairs to oversee the work, urge implementation and promptly report to the Steering Committee on issues within its authority; coordinate well with the Central Organizing Committee to prepare reports to send to the Steering Committee.
In particular, the Deputy Prime Minister requested that the approval of all job position projects in administrative agencies, organizations and public service units of ministries, branches, units and localities must be completed before March 31, 2024.
