Economic growth rate in the first 6 months of the year has not reached the set plan.

Comrade Pham Duc Toan, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee presented the results of the implementation of the socio-economic development plan in the first 6 months of the year at the meeting.

According to the report of the Provincial People's Committee, the main goals and tasks of socio-economic development and ensuring national defense and security in the first 6 months of 2024 have basically achieved positive results. GRDP growth rate reached 8.75% (same period in 2023 reached 7.06%). Economic structure shifted in the right direction. Tourism continued to be a bright spot in economic growth, the number of tourists to Dien Bien increased by 2.18 times, total revenue from tourism activities increased by 2.26 times over the same period last year, exceeding the annual plan by 12.5%. The province's Provincial Competitiveness Index (PCI) in 2023 increased by 31 places compared to 2022; the Public Administration Reform Index (PAR Index) in 2023 ranked 20/63 provinces and cities (up 2 places compared to the previous year); Events and activities within the framework of National Tourism Year - Dien Bien 2024 and the 70th Anniversary of Dien Bien Phu Victory were organized solemnly, thoughtfully, and safely...

However, the socio-economic development situation in the first 6 months of the year still has limitations. That is, the economic growth rate has not reached the plan, lower than the expected scenario by 1.39 percentage points (growth scenario of 10.14%); budget revenue in the area is lower than the planned progress; the progress of disbursement of public investment capital has not met expectations. The implementation of some key projects is still slow; the progress of some non-budget projects implemented by investors is still slow, mainly in the fields of agriculture, hydropower, petroleum, urban areas... The progress of land allocation, forest allocation, and granting of forest land use right certificates is very slow, not meeting the requirements of the plan. The implementation of the National Target Program on New Rural Development and the One Commune One Product Project by 2024 is still limited, and has not yet exploited and developed the potentials, advantages and investment resources, especially development projects to support production...

The Provincial People's Committee has clearly stated the subjective causes of the limitations: The leadership, direction and implementation of tasks in some localities and units are sometimes not close and drastic. The implementation of projects granted investment policies in the agricultural and rural areas is still slow, especially macadamia planting investment projects, leading to the GRDP growth rate of Region I not reaching the required scenario. The capacity of localities to organize and implement programs and projects has not met the requirements, there are still many difficulties.
