Full text of Vietnam-Cuba Joint Statement on comprehensive cooperation in the new period

General Secretary and President To Lam reaffirmed the special nature of the Vietnam-Cuba friendship and the development of solidarity, cooperation and mutual trust in all fields between the two countries.

According to the special correspondent of the Vietnam News Agency, on the occasion of the successful conclusion of the State visit to Cuba by General Secretary and President To Lam and his wife, along with the high-ranking Vietnamese delegation, at the invitation of the First Secretary of the Central Committee of the Communist Party of Cuba, President of the Republic of Cuba Miguel Diaz Canel Bermudez and his wife, the two sides issued a Joint Statement on strengthening the traditional solidarity, special friendship, and comprehensive cooperation in the new period.

Vietnam News Agency respectfully introduces the full text of the Vietnam-Cuba Joint Statement:

"1. At the invitation of the First Secretary of the Central Committee of the Communist Party of Cuba, President of the Republic of Cuba Miguel Diaz Canel Bermudez and his wife, General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam and his wife paid a State visit to the Republic of Cuba from September 25-27, 2024.

During the visit, General Secretary and President To Lam held talks with First Secretary and President of Cuba Miguel Diaz Canel Bermudez; had meetings with Politburo member, Chairman of the National Assembly of People's Power, Chairman of the Council of State Esteban Lazo Hernandez and Politburo member, Prime Minister of the Republic of Cuba Manuel Marrero Cruz.

General Secretary and President To Lam paid a courtesy call to Cuban Revolutionary Leader General Raul Castro Ruz and reaffirmed the special nature of the Vietnam-Cuba friendship and the development of solidarity, cooperation and mutual trust in all areas between the Parties, States and peoples of the two countries.

Comrade Raul Castro Ruz emphasized his admiration for the resilient struggle history of the Vietnamese people, recalling profound memories of his first visit to the heroic country of Vietnam in 1966, including an unforgettable meeting with President Ho Chi Minh.

General Secretary and President To Lam laid wreaths at the Monument to Cuban National Hero Jose Marti and at the Statue of President Ho Chi Minh; and visited the Mariel Special Development Zone.

He had an emotional meeting with Cuban friends and the young generation; he sincerely thanked Cuban friends for promoting the historic brotherhood that leaders Fidel, Raul and Ho Chi Minh had worked hard to cultivate.

In recognition of Comrade To Lam's valuable contributions to the relationship between the two sides over the past years, the President of the Republic of Cuba awarded General Secretary and President To Lam the Jose Marti Medal, Cuba's highest award.

2. First Secretary and President of Cuba Miguel Diaz Canel Bermudez once again sent condolences from the Party, State and People of Cuba on the passing of the late General Secretary Nguyen Phu Trong, an exceptionally outstanding leader of the Communist Party of Vietnam, a shining example of studying and following the ideology, morality and style of Ho Chi Minh, an unconditional friend of Cuba, Fidel and Raul, a steadfast revolutionary for the cause of building socialism in the world.

On behalf of the Party, State and People of Cuba, Comrade Miguel Diaz Canel Bermudez once again sent his deep condolences and expressed solidarity with the Vietnamese people for the human and property losses caused by Typhoon Yagi.

3. The two sides highly appreciated the results of the State visit to Cuba by General Secretary and President To Lam. This was the first visit to Cuba by the General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam.

The visit is an important milestone in the bilateral relationship, bringing the Vietnam-Cuba relationship to a new stage of substantial and sustainable development, for the benefit of the people of the two countries, for socialism, for peace, cooperation and development in each region and in the world.

The visit demonstrated the respect, deep affection, and consistent support of the Party, State, and People of Vietnam for Cuba's noble revolutionary cause.

4. The Vietnamese side warmly congratulated the 65th anniversary of the Cuban Revolution and the results achieved by the Party, State and People of Cuba in implementing the resolution of the 8th Congress, the resolutions of the eight Central Conferences of the Communist Party of Cuba over the past three years, the National Socio-Economic Development Plan to 2030 and its update; as well as the discussions agreed upon in the current National Assembly sessions.

Vietnam reaffirms its solidarity and steadfast support for efforts to overcome the difficulties and challenges that Cuba is facing; believes that under the leadership of the Communist Party of Cuba, the direction of Revolutionary Leader, General Raul Castro Ruz and First Secretary, President Miguel Diaz Canel Bermudez, the Party, State and People of Cuba will continue to adhere to their goals, maintain national unity, and continue to consolidate their position and role in the region and the world.

5. The Cuban side congratulated Vietnam on the great and historic achievements after nearly 40 years of Doi Moi and nearly 15 years of implementing the "Platform for National Construction in the Transitional Period to Socialism" (supplemented and developed in 2011), bringing Vietnam's foundation, potential, position and international prestige to unprecedented heights.

Cuba highly appreciated the practical and theoretical experiences on socialism and the path to socialism in Vietnam; expressed its support and firm belief that under the correct leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, the Party, State and People of Vietnam will successfully implement the Resolution of the 13th National Party Congress and successfully organize the 14th National Congress in early 2026, realizing the goal of turning Vietnam into a high-income developed country with a socialist orientation by 2045.

6. The two leaders reaffirmed that the special friendship, cooperation and traditional solidarity between Vietnam and Cuba is a symbol of the times and a priceless asset of the two Parties and Peoples; determined to continue to inherit and promote the everlasting legacy of President Ho Chi Minh and the historic leader of the Cuban Revolution, Fidel Castro, the pioneers in preserving and promoting the good, special, traditional friendship and cooperation that unites the two peoples of Vietnam and Cuba.

7. The two leaders expressed their satisfaction with the good development of Vietnam-Cuba relations and cooperation at all levels and in all fields; affirmed their determination to bring the special relationship between the two countries to a new height, developing it more comprehensively, substantially, effectively and sustainably; further strengthen the close relationship and mutual trust between the Parties, States and People of the two countries, actively contributing to the cause of protecting and building socialism in each country, for peace, stability, cooperation and development.

8. The two sides agreed to promote delegation exchanges, especially high-level delegations; emphasizing that the relationship between the two Parties plays a political foundation and strategic orientation for the development of bilateral relations.

The two sides agreed on the importance of promoting theoretical exchanges and sharing experiences in building socialism and Party building.

The two sides agreed to enhance the effectiveness of cooperation mechanisms between the two Parties and their advisory boards, including the Cooperation Agreement between the Communist Party of Vietnam and the Communist Party of Cuba, the Theoretical Workshop between the two Parties, the Memorandum of Understanding between the Ho Chi Minh National Academy of Politics and the Ñico Lopez Advanced Party School of the Communist Party of Cuba, and the Cooperation Agreement between the Central Propaganda Department of the Communist Party of Vietnam and the Central Ideological Department of the Communist Party of Cuba.

The two sides welcomed the signing of the Coordination Plan between the Central External Relations Commissions of the two Parties, the exchange and cooperation agreements between the Central Economic Commission of the Communist Party of Vietnam and the Central Economic Production Commission of the Communist Party of Cuba, and between the Communist Review of Vietnam and the Socialist Cuba Review.

The two sides agreed to successfully organize the 6th Theoretical Workshop between the two Parties and the 2nd Scientific Workshop on the revolutionary vision of President Ho Chi Minh and the historical leader of the Cuban Revolution Fidel Castro Ruz, scheduled for 2025 in Cuba.

The two sides also agreed on the importance of continuing to promote exchanges and cooperation between provincial, municipal Party Committees, localities and specialized agencies of each country; welcomed the signing of cooperation documents between Vinh Phuc Provincial Party Committee and Mayabeque Provincial Party Committee, between Quang Tri Provincial People's Committee and Cuba's Ministry of Health, between the State Bank of Vietnam and Cuba's Central Bank, and between Vietnam's Ministry of Agriculture and Rural Development and Cuba's Ministry of Agriculture.

9. The two leaders welcomed the results of the first meeting of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee to implement the Cooperation Protocol between the National Assembly of Vietnam and the National Assembly of the People's Power of Cuba.

The two sides focused on coordination between the two National Assemblies, agreed to strengthen legal and judicial cooperation, create a legal corridor for bilateral economic, trade and investment activities, and ensure that commitments can be implemented feasibly and sustainably in practice.

10. The top leaders of the two countries agreed to continue close cooperation in defense, security, and foreign affairs, emphasizing the importance and effectiveness of political consultation mechanisms between the two Foreign Ministries, defense policy dialogue between the Vietnamese Ministry of National Defense and the Cuban Ministry of the Revolutionary Armed Forces, and cooperation between the Vietnamese Ministry of Public Security and the Cuban Ministry of the Interior.

11. The two sides pledged to make joint efforts to promote and deepen bilateral economic, trade and investment cooperation; requested relevant agencies of the two countries to increase exchanges and coordination to remove difficulties and obstacles; and make the most of the Vietnam-Cuba Trade Agreement to increase turnover and diversify bilateral trade.

The two sides highly appreciated the results of the 41st meeting of the Intergovernmental Committee on Economic, Scientific and Technical Cooperation; agreed to assign departments, ministries, branches and localities of the two countries to promote and deepen existing cooperation mechanisms and agreements, expand cooperation in potential areas, including investment in priority areas such as agriculture, food processing industry, pharmaceuticals, biotechnology, medical services, energy, telecommunications, tourism, construction, transportation, high technology, digital transformation and other fields.

Cuba supports and encourages the presence and participation of Vietnamese businesses and projects in Cuba's socio-economic development process and will prioritize creating favorable conditions.

12. The Cuban side expressed gratitude for the support of the Party, State and People of Vietnam for Cuba in the field of food security.

The two sides reviewed and evaluated the effectiveness of agricultural cooperation projects in recent times, agreed to strengthen coordination in research and propose the implementation of new models of agricultural production cooperation to support Cuba in increasing output and local production capacity, developing the agricultural sector, and ensuring food security in accordance with the characteristics and conditions of each country.

13. The two sides highly appreciated the results of people-to-people exchange activities between the two countries in recent times, agreed to enhance exchanges between socio-political organizations and localities of the two countries; and paid attention to nurturing and educating the young generation of the two countries to always cherish, preserve and further develop the special, exemplary and loyal relationship between the two peoples.

The two sides declared 2025 as the “Vietnam-Cuba Friendship Year,” agreed to coordinate in organizing practical activities to celebrate the 65th anniversary of the establishment of diplomatic relations (December 2, 1960 - December 2, 2025), and to increase information and propaganda about the significance and importance of the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba.

14. The two sides emphasized the complete similarity in international issues of common concern; agreed that international disputes must be resolved by peaceful means, on the basis of respect for international law and the United Nations Charter.

The two sides agreed that relations between countries must be built on the basis of respect for independence, sovereignty, equality, self-determination of peoples and the fundamental principles of international law, including respect for each other's territorial integrity and non-interference in each other's internal affairs.

15. The two sides reaffirmed the inalienable right of all countries to develop equally in accordance with their national conditions, without discrimination or external interference.

At the same time, the two sides highlighted the need to enhance the responsible use of information technology, communications, the Internet of Things, especially artificial intelligence, and social networks to promote development, happiness, harmony, peace and knowledge.

The two leaders expressed satisfaction with the active support and mutual assistance at international organizations and multilateral forums of which both sides are members, especially the United Nations and international political party multilateral forums.

16. Vietnam consistently supports the just cause of the Cuban people, demands immediate and unconditional lifting of unilateral and unjustified economic, trade and financial embargoes against Cuba; calls for the immediate removal of Cuba from the unilateral list of state sponsors of terrorism. Vietnam supports efforts to improve Cuba-US relations, as well as expand cooperation between the two countries on issues of mutual concern, on the basis of equality, respect for independence, sovereignty and political institutions of each country.

17. The two sides acknowledged the role of the Community of Latin American and Caribbean States (CELAC), the Association of Southeast Asian Nations (ASEAN) and the Forum for East Asia-Latin America Cooperation (FEALAC) in promoting friendly relations, peace and cooperation, based on mutual respect, non-interference, tolerance and peaceful coexistence as stated in the Declaration of Latin America and the Caribbean as a Zone of Peace.

General Secretary and President To Lam sincerely thanked the Party, State and People of Cuba for the warm, thoughtful, comradely and fraternal reception given to the General Secretary and President and the high-ranking Vietnamese delegation; respectfully invited First Secretary and President of Cuba Miguel Diaz Canel Bermudez to pay an official visit to Vietnam in 2025 - the Year of Vietnam-Cuba Friendship.

Comrade Miguel Diaz Canel Bermudez expressed his gratitude and happily accepted the invitation. The visit will be arranged through diplomatic channels.
