In the atmosphere of the whole country being excited, proud, and joyful towards the 50th anniversary of the liberation of the South, national reunification as well as the important events of the country in 2025, I and my comrades in the Central working delegation are very moved to attend the meeting with you today.
On behalf of the Party and State leaders, I would like to send my warm regards and best wishes to the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, revolutionary veterans, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, war veterans, wounded and sick soldiers, families of martyrs, people with meritorious services to the revolution, exemplary families of policy beneficiaries, and all comrades, compatriots, and distinguished guests.
I wish you, comrades and delegates, good health and happiness, and to continue to pay attention and contribute your enthusiastic and intellectual opinions to the glorious revolutionary cause of our Party, our people and to the locality where you reside.

We organize meetings, first of all, to listen to the opinions of comrades who are very passionate about the development of the country.
Second, to express gratitude for the great contributions of comrades to the revolutionary cause of the Party and the cause of liberating the South and reunifying the country.
Third, take time to report to comrades about the situation of the country that is of great concern to the people of the whole country.
In this warm, emotional atmosphere, listening directly to the speeches of historical witnesses, the pride of the victors, I heard it as if a march was echoing. “To liberate the South, we are determined to move forward together/To destroy the American imperialists, To destroy the traitors,” “Here is the majestic Mekong Delta/Here is the glorious Truong Son/Urges our troops to charge forward to kill the enemy/Shoulder to shoulder, under the same flag” ... and I believe that these lyrics have been sung many times by you, my uncles, aunts, and comrades, and that is the source of spiritual strength, motivation, and belief that helps you overcome all hardships, difficulties, and dangers to fight and defeat the enemy.
No piece of literature can fully reflect the greatness of the Vietnamese nation, of the Vietnamese people, of Uncle Ho's soldiers in the two sacred resistance wars of the nation; no work can fully express the great will and strength of our people, our country in the aspiration "Vietnam is one, the Vietnamese people are one."
From the storm of war, our people became the victors, became the "conscience and reason for living" of many countries fighting for national liberation, and became the symbol of the era.
The history of the Vietnamese revolution records the especially heroic and loyal role of veteran revolutionary cadres, veterans, former youth volunteers and militiamen, those who participated in the revolution in the resistance zones - those who fought on every battlefield, on every front - from the fiery front line to the solid rear, from the fierce battlefields of Truong Son, Tay Nguyen, Nam Bo to the war zones, swamps, in the enemy's rear, even in prison.
Comrades, Uncle Ho's soldiers, overcame countless hardships, difficulties, and dangers to write golden pages of history about the long-term resistance war, creating "Vietnam's standing" in the flow of the times.
During the arduous years of war, you, with your ardent patriotism, courageous spirit and steadfast will, overcame all losses and sacrifices to contribute to the victory of the Vietnamese revolution.
Many comrades have fallen, forever remaining in the motherland's heart on fierce battlefields, from North to South, from high mountains to vast seas, from the Central Highlands mountains and forests to coastal plains.
Your footsteps have traveled all over the beloved roads of the Fatherland, from the North to the South, from the South to the North. Some of you have returned with wounds and illnesses on your bodies, with memories of war deeply imprinted in your minds. Some have continued to silently contribute to the country in peacetime, from social work, economic development, building new rural areas to educating the younger generation.
In that arduous and heroic journey, we once again affirmed the historical role of the National Liberation Front of South Vietnam; the Provisional Revolutionary Government of the Republic of South Vietnam and the Liberation Army of South Vietnam. They were the core political-military forces of the revolutionary movement in the South, a part of the “living body” of the national resistance movement of the Vietnamese people, playing a particularly important role in leading, organizing and directly fighting against the Saigon government and the US army, contributing greatly to the cause of liberating the South and unifying the country.
Meeting you today, we seem to see again the fierceness of the war, see before our eyes the battles of Ap Bac, Binh Gia, Ba Gia; see the victory of Van Tuong, see the mothers of Nam Can, see the Saigon girls carrying ammunition, giving first aid, delivering messages, see the student movement against the US and the puppets; see the general offensive and uprising of Tet Mau Than, remember the Route 9 campaign in Southern Laos, the Quang Tri campaign, the Tay Nguyen campaign, the Xuan Loc battle, the scene of the US and the puppets frantically jostling, fighting to get on the helicopter on the roof of the US Embassy in Saigon, see the 5 liberation army wings approaching Saigon, heroically entering the Independence Palace at noon on April 30, 1975.
In this sacred moment filled with memories, we remember the feelings that Uncle Ho had for his fellow countrymen in the South. He once said: “The South is in my heart. Every day I think of my fellow countrymen and soldiers in the South. I love the South very much, I miss the South very much” and “The compatriots of the North and the South will definitely reunite as one family… I intend that on that day, I will travel across the North and the South to congratulate our heroic compatriots, cadres and soldiers, and visit our beloved elders, youths and children.”
All of us sitting here today would like to report to Uncle Ho that his wishes and aspirations for the liberation of the South and the reunification of the country have been fulfilled by generations of descendants. All of the invited delegates today are the ones who directly carried out Uncle Ho's wishes.
The historical journey of the revolutionary army is an epic in the history of the struggle for national liberation, to protect the country and protect the people.
The Party and State have decided to invest in building the Vietnam Military Museum to permanently preserve hundreds of thousands of artifacts, documents, and records related to the history of the birth, combat, victory, and growth of the Vietnam People's Army.
Phase 1 of the Museum has been completed and put into use since November 1, 2024. To date, there have been nearly 2.5 million visitors, including 12,000 international visitors, with an average of over 20,000 visitors/day
The museum has become a "red address" for Vietnamese people and international friends. (In my opinion, the Ministry of National Defense should have a plan to organize for all veterans, members of the Youth Volunteer Force, frontline workers, militia, and guerrillas who participated in the fight against the US to visit the Vietnam Military History Museum this year, on the occasion of the 80th anniversary of the country's founding).
The Politburo has also decided to build the Museum of the History of the Communist Party of Vietnam, expected to be inaugurated on the occasion of the 100th anniversary of our Party (February 3, 2030). This will also be a red address, where historical artifacts of the Communist Party of Vietnam are preserved. And I believe that both museums mentioned above have many artifacts left from the contributions of the comrades sitting here today.
Through listening to your comments, I really respect, admire and appreciate your great achievements and contributions in the struggle for national liberation, national reunification, and in building and defending the Fatherland.
Throughout their lives, wherever they are and in whatever positions they hold, comrades have always demonstrated the mettle, intelligence, talent and dedication of soldiers and communist party members; dedicating and sacrificing themselves for the glorious revolutionary cause of our Party, our People and our Army.
I am very grateful for your heartfelt statements, your thoughts, your very responsible assessments of the Party and the people, and your feelings and aspirations to contribute to the development of the country through your statements today. These are great messages, encouragements, and motivations for the future development of the nation. I appreciate your heartfelt contributions.

Today, I would like to report to you comrades on a number of issues that the people are very concerned about, especially policies related to "national security and people's livelihood."
The Central Executive Committee identified the current key tasks as:
First of all, maintain a peaceful, stable, secure and orderly environment in the country and the region. On the occasion of the 50th anniversary of the liberation of the South, we clearly see the value of independence and freedom, so maintaining a peaceful and secure environment is very important for the development of the country.
In which, we focus on 5 tasks:
(a) Continue to build a clean and strong Party capable of leading the country.
(b) Unite all classes of people under the leadership of the Party, creating strength for victory.
(c) Building a lean, strong, creative, people-serving State apparatus.
(d) Building a revolutionary, regular, elite, modern armed force capable of overcoming all difficulties and hardships, and not being surprised or passive in any situation.
(e) Have a suitable foreign policy, for the national interest, for the people's interest, maintain peace within the country, maintain national stability, ensure to repel conflicts and risks of war, so that people can live in peace and stability.
Monday That is, rapid and sustainable socio-economic development. The Resolution of the 13th National Party Congress has identified two 100-year goals: by 2030, to become a modern industrialized country with an upper middle income; by 2045, our country will become a developed country with a high income. Thus, we must have a rapid growth rate to achieve these goals.
Tuesday is, to improve people's lives. This is also the goal of socialist society, to meet the increasing needs of the people.
In 2025, we have three important tasks: The first is to prepare well for the Party Congresses at all levels and the 14th National Party Congress, scheduled to take place in the first quarter of 2016.
All work must proceed on schedule. The documents have been basically prepared and will be sent to party organizations to disseminate and discuss the major orientations of the Party. The spirit is that the documents must be very concise, easy to understand, easy to remember, easy to do, easy to organize, easy to check, and truly reach the people. To organize the Congress well, the organizational apparatus must be very clear and distinct from the commune level, the provincial level, and all branches.
The second thing is that the recent 11th Central Conference of the 13th tenure discussed in detail the policy of streamlining the organizational apparatus to build a constructive State serving the people. All Party members and people nationwide have known and supported this policy to realize the country's development goals.
The third thing is, by 2025, strive to achieve the economic growth target of 8% or more. To achieve this goal, we must complete synchronous strategic infrastructure such as transportation infrastructure, energy and digital infrastructure.
The Politburo will also soon issue a Resolution on the private economy, considering the private economy as the most important driving force of the national economy, creating conditions for the private economy to participate more deeply in the national economy, so that everyone has a job, everyone is enthusiastic about working and producing, creating more material wealth for society.
Uncle Ho once advised before he passed away: "The Party must have a good plan to develop the economy and culture, in order to constantly improve the people's lives."
Therefore, the biggest, most important, and most urgent goal at this time is to develop the socio-economy to improve people's lives, so that everyone from rural to urban areas, from farmers to workers, from the elderly to children must have food and clothing, and a safe and happy life; not only enough to eat and warmly to wear, but also delicious food, clean food, beautiful clothes, and a happy and healthy life. The Party has the responsibility to satisfy the increasingly higher needs for spiritual and material life for all people. That is Uncle Ho's wish, that is the goal of the Socialist Society.
Decisions to exempt tuition fees for students from kindergarten to high school; increase health insurance support for people in difficult circumstances, strive for each person to have annual health check-ups; eliminate temporary and dilapidated houses nationwide by 2025; implement social policies demonstrating the superiority of socialism for workers, people in difficult circumstances, people with meritorious services to the Revolution, people in resistance zones during the war, war-torn areas... are all "immediate tasks" that the Central and Government have proposed.
Regarding the policy of rearranging and reorganizing administrative units and building a two-level local government. This is a policy originating from a strategic vision for the country's long-term development.
The overarching goal of this policy is to quickly bring a truly prosperous and happy life to the people, making the country increasingly powerful; for Vietnam to integrate more strongly into world politics, the international economy and human civilization; expand development space, create comparative advantages and new development space for new administrative units.
The Party Central Committee, the Politburo, and the Secretariat have discussed and evaluated carefully, considered many aspects, and reached a high consensus on implementing this policy. The people of the whole country agreed to support and consider this a true revolution.
After the arrangement and merger of the Southern provinces (from Binh Thuan onwards, including Lam Dong and Dak Nong) from 22 provinces and cities to 9 provinces and cities, this created a diverse development space, both in terms of nature, economy, culture, especially making the most of the marine spatial morphology to activate the connection between mountains, forests, plains, and islands to supplement, interact, and support each other to develop while still preserving the cultural identity of the region and locality; creating new momentum for some provinces to become centrally-run cities. At the same time, it created the foundation for the formation of a large economic center in the near future similar to Singapore, Shanghai, Dubai, London, New York...
The merger of provinces aims to create new dynamics, new potentials, and new space for development. It is not simply “two plus two equals four” but “two plus two is greater than four.”
Can Tho-Hau Giang-Soc Trang; Ben Tre-Tra Vinh-Vinh Long become 2 new provinces with the "Tripod" position Steadily enter the era of development, prosperity and wealth. The new power will certainly multiply many times.
The people of Binh Duong, Dong Thap, Vinh Long, Can Tho, Hau Giang provinces will become people with sea, mountains and forests. Tay Ninh will have a large river mouth leading to the sea. The “Highland people” of Gia Lai, Dak Lak, Lam Dong and the “Lowland people” of Dong Thap, Dong Nai, Vinh Long will become “People with sea.”
For the Party Committee, government and people of Ho Chi Minh City: The city has been liberated for 50 years, the city has bloomed 50 seasons and the city has had remarkable achievements in the task of socio-economic development, improving the lives of the people.
The face of the city has changed positively, becoming more modern, more civilized, and more prosperous. But to make “Ho Chi Minh City shine with its golden name”, the Party Committee, the government, and the people of the City must make more efforts, faster, more determined, and stronger.
I have discussed with the City leaders that there needs to be greater solidarity and unity; stronger political determination; more dynamism and creativity; proactively seizing opportunities and overcoming challenges; maintaining political and social stability; building and developing the City quickly and sustainably with quality and speed higher than the national average; building a healthy cultural environment; constantly improving the material and spiritual life of the people, ensuring security and national defense. Building a civilized and modern Ho Chi Minh City with the role of a special urban area, leading the industrialization and modernization cause, making increasingly greater contributions to the region and the country.
In the new development space, localities will supplement, support, link, and move forward together. The expanded Ho Chi Minh City will not only include the current Ho Chi Minh City along with Binh Duong, Ba Ria-Vung Tau, but also be more closely connected with all provinces and cities such as Dong Nai, Tay Ninh, Dong Thap, Vinh Long, Can Tho, An Giang... to "redesign the regional development strategy," aiming to maximize the unique advantages of each locality to create a new whole that is superior to the sum of its parts.
The new Ho Chi Minh City will become the locomotive, the driving force for strong development in the entire Southeast, Southwest, Central Highlands and South Central regions. But at the same time, the participation, cooperation and additional resources from the Southern provinces - with strengths in land, labor, industry, agriculture, logistics, tourism, culture - will also be essential resources, strengthening the resilience and stature of the expanded Ho Chi Minh City. This is a process of "developing together", "raising the level together", with a relationship of mutual support and complementarity, together towards the common goal of forming a new growth pole with global competitiveness, friendliness, sustainability, and rich identity.
The new mission for the expanded Ho Chi Minh City is not only to become an international megacity leading the region, but also to be a comprehensive development link between the city and the region, in which the southern provinces not only "accompany" but also proactively play the role of strategic partners, together creating a common economic, cultural and social space.
The new Ho Chi Minh City will be successful if the whole region develops together; and the region will flourish when Ho Chi Minh City leads, cooperates, shares, and moves forward together.
The expanded Ho Chi Minh City will be a regional center of finance, trade, logistics, high-tech industry and marine tourism, playing a key role in the national and regional economic and innovation network.
The city's development orientation is based on digital technology, green economy, circular economy, promoting sustainable environmental development, building a harmonious, open, cohesive and civilized society, integrating and crystallizing the most advanced and quintessential values of Asia and the world.
The expanded Ho Chi Minh City will play a core role, a driving force for the comprehensive development of the Southeast and Southwest regions . and more broadly, the Central Highlands and the South Central Coast. The city's development is closely linked and mutually supportive with the development of the provinces and cities in the region; Ho Chi Minh City not only "leads," but also closely links, maximizing the complementary advantages of each other, building an inter-regional economic-cultural space, forming a new growth pole of regional and international stature.
During the process of provincial merger, it is necessary to ensure:
(1) Promoting high-quality human resources from all all localities In relation, the arrangement of cadres must select people with good capacity, ensuring balance, harmony and solidarity, maximizing the exploitation of talent and management experience from many localities; cadres who dare to think, dare to speak, dare to do, dare to take responsibility, dare to sacrifice for the common good.
(2) Synchronize spatial development planning, build a modern and integrated infrastructure system, including transport infrastructure, telecommunications infrastructure, urban infrastructure, industrial infrastructure... not only within the new administrative unit but also effectively connect with provinces in the region, forming a synchronous infrastructure network for the whole region.
(3) Unify the legal system and administrative procedures: Develop a common set of standards for the new administrative unit on the basis of harmonization, inheritance and upgrading from the practices of each locality. At the same time, review all current regulations to ensure transparency, convenience and best support for people and businesses both inside and outside the new administrative unit.
(4) Manage land and public assets in an open, transparent and professional manner: Pay special attention to areas with great development potential to avoid loss, waste and vested interests.
(5) Listening, explaining, dialogue and accompanying the people, businesses and localities in the region. Making people understand correctly, trust, be proud and actively participate in the process of restructuring new administrative units is a common task and opportunity for everyone.
After merger, requirements:
(1) Forming a closely linked and synchronous development space between new and old areas, in terms of spatial planning, finance, technical infrastructure, social infrastructure and urban management; at the same time, establishing regional coordination mechanisms to ensure sustainable, stable and long-term development for the entire Southeast and Southwest regions.
(2) Adjust and optimize the budget and investment resources, with the principle of reasonable and effective allocation for the development of inter-regional transport infrastructure and high-quality public services; at the same time, encourage the participation of resources among southern provinces and cities according to the regional investment linkage mechanism.
(3) Comprehensively care for social security, ensuring that no one is left behind in the development process; prioritize narrowing the development gap between localities, especially newly merged areas and disadvantaged areas.
(4) Strictly protect natural resources and ecological environment, especially in merged provinces with both forests and seas; development must be sustainable, harmonizing economy, society and environment for present and future generations.
(5) Improve the quality of education, healthcare, culture and sports, gradually narrow the gap in public service quality between regions and merged units; build a civilized, modern lifestyle imbued with national cultural identity; better ensure social security and safety so that every citizen has the right to be proud, responsible for contributing and enjoying the fruits of development.
(6) Firmly consolidate national defense, security and order, ensure political and social stability in all situations, especially in the context of large-scale localities, high regional connectivity and deep international integration.
(7) Continuously innovate leadership methods, improve the capacity and fighting strength of Party committees at all levels. Expand and build a truly clean and strong political system; organize a streamlined, efficient, effective, and modern government apparatus, imbued with the motto "of the people, by the people, for the people," to meet the increasingly high demands of the people in the new development context.

In the common achievements of the country, the veteran revolutionaries, generals, officers, heroes of the armed forces, heroic Vietnamese mothers, exemplary families of policy beneficiaries, especially the great sacrifices of soldiers and people of all classes have made the country resound with triumph, survive and develop.
On behalf of the Party and State leaders, I sincerely thank you and hope that with your enthusiasm and responsibility, depending on each person's conditions, you will continue to make more practical contributions to the glorious revolutionary cause of our Party, people and nation.
