Following is the full text of the closing speech by National Assembly Chairman Vuong Dinh Hue:

Dear Comrade Nguyen Phu Trong, General Secretary of the Central Executive Committee of the Communist Party of Vietnam,

Dear leaders and former leaders of the Party, State and Vietnam Fatherland Front,

Dear Congress,

Dear guests,

Dear compatriots and voters nationwide,

After 23 days of serious, urgent, scientific, democratic and highly responsible work, today, the 5th Session of the 15th National Assembly has completed the entire proposed program and held the closing session. On behalf of the National Assembly Standing Committee, I would like to report the general results of the Session as follows:

First, on legislative work

Continuing to thoroughly grasp Conclusion No. 19-KL/TW of the Politburo, closely following Plan No. 81/KH-UBTVQH15 of the National Assembly Standing Committee on the orientation of the entire term's law-making program, at this session, the National Assembly carefully considered and voted to pass 8 laws, including 6 laws that were first commented on at the 4th session: (1) Law on Consumer Rights Protection; (2) Law on Bidding; (3) Law on Prices; (4) Law on Electronic Transactions; (5) Law on Cooperatives; (6) Law on Civil Defense; at the same time, commented on and passed according to the procedure at one session for 2 draft laws: (1) Law amending and supplementing a number of articles of the Law on People's Public Security; (2) Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

The National Assembly also passed three legal resolutions, including: (1) Resolution on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; (2) Resolution on the 2024 Law and Ordinance Development Program, adjusting the 2023 Law and Ordinance Development Program; (3) Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The National Assembly listened to the Government report on the results of collecting public opinions on the draft Law on Land (amended) with more than 12 million opinions, giving opinions for the second time, completing a basic step for the draft Law on Land (amended); giving many very important first opinions for 08 other draft laws, including: (1) Law on Credit Institutions (amended); (2) Law on Citizen Identification (amended); (3) Law on Real Estate Business (amended); (4) Law on Housing (amended); (5) Law on Water Resources (amended); (6) Law on Telecommunications (amended); (7) Law on Management and Protection of National Defense Works and Military Zones; (8) Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

With the results of the legislative work at this Session, up to now, the National Assembly, National Assembly agencies, relevant agencies and organizations have completed 112/137 legislative research tasks of the entire term, reaching a rate of 81.8%; of which, 32 tasks have been promulgated into laws, ordinances, and legal normative resolutions; 29 draft laws, ordinances, and resolutions have been included in the Law and Ordinance Development Program for 2023 and 2024.

Since the beginning of the 15th National Assembly's term, despite facing many difficulties due to the impact of the COVID-19 pandemic, the complicated and unpredictable developments of the world and regional situation, and many new issues arising, the National Assembly, the National Assembly Standing Committee, the Government, relevant agencies and organizations have closely followed reality, given strong direction, been proactive and flexible, had many new, creative and effective ways of doing things, promoted responsibility with a proactive spirit, and participated "early and from afar," achieving many important results in legislative work.

The remaining time of the term, the workload is very large, requiring very high requirements in terms of both quality and progress. It is recommended that the Government, agencies of the National Assembly, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, relevant agencies and organizations focus on directing the completion of the Law and Ordinance Development Program, the remaining legislative tasks of the term that are included in the plan and research, propose additional necessary legislative tasks to continue to synchronously perfect the development institutions, ensure human rights, civil rights, meet the requirements of socio-economic recovery and development, ensure national defense, security, international integration, continue to build and perfect the Socialist Republic of Vietnam.

At the same time, it is necessary to continue to tighten discipline, strengthen the prevention and fight against corruption and negativity in law-making work; absolutely do not allow the situation of "policy corruption", the integration of "group interests", and local interests of state management agencies in legal documents or only favoring the management agencies without properly considering the legitimate rights and interests of people and businesses.

Second, on monitoring activities

The National Assembly conducted supreme supervision on the topic of "mobilizing, managing and using resources for COVID-19 prevention and control, and implementing policies and laws on grassroots health and preventive medicine."

The National Assembly respectfully thanks, commends and acknowledges the participation of the entire political system, the solidarity, joint efforts and unanimity of the people nationwide and our compatriots abroad; and the enthusiastic support and assistance of international friends in the work of preventing and fighting the COVID-19 pandemic - which are decisive factors helping Vietnam overcome many difficulties and severe challenges, successfully control the pandemic and quickly recover and develop the socio-economy.

The National Assembly also pointed out and requested to overcome the shortcomings, limitations, weaknesses, and shortcomings in the management and use of resources for COVID-19 prevention and control and in the implementation of policies and laws on grassroots health care and preventive medicine; speed up the preparation and submission to the National Assembly for amendments, supplements, or new promulgation of laws such as the Law on Health Insurance, the Law on Pharmacy, the Law on Prevention and Control of Infectious Diseases, the Law on Medical Equipment, the Law on Food Safety and laws related to grassroots health care and preventive medicine; urgently review, synthesize, and classify to thoroughly handle the backlog and problems in the management, use, and settlement of resources for COVID-19 prevention and control; strengthen the capacity to provide grassroots health care and preventive medicine services; Improve the capacity to prevent and control epidemics and diseases associated with training, improve the quality of human resources in the health sector and invest in completing and upgrading facilities and equipment for primary health care, preventive medicine... to achieve the goal of all people being monitored and comprehensively managed for their health according to the roadmap determined in Resolution No. 20-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on strengthening the work of protecting, caring for and improving people's health in the new situation.

The National Assembly spent 2.5 days questioning Government members on four groups of fields: Labor, War Invalids and Social Affairs, Ethnicity, Science and Technology, and Transportation.

The issues questioned and many other issues raised by voters, people, and National Assembly deputies have been given attention and promoted for resolution by the Government, the Prime Minister, ministries, and branches, creating a change right before the questioning session, receiving the consensus of National Assembly deputies, voters, and public opinion.

The National Assembly passed a Resolution on questioning activities at the Session, specifically identifying targets, tasks, solutions and completion deadlines, as a basis for monitoring implementation, requiring the Government, the Prime Minister, ministers and heads of sectors to strictly implement commitments to the National Assembly and voters nationwide, both promptly and effectively overcoming immediate weaknesses and limitations, and creating substantial, fundamental and long-term changes in each field being questioned.

In particular, it is necessary to focus on monitoring and closely following developments in the economy and labor market to proactively and promptly have solutions in management, policy planning, ensuring social security, reducing difficulties for employees and employers; thoroughly resolving problems in cases of illegal collection and payment of social insurance; considering timely and strict prosecution, investigation, prosecution, and trial of acts of evading payment of social insurance, unemployment insurance, and health insurance.

Focus on thoroughly removing bottlenecks, overcoming delays, overlaps and obstacles to speed up progress, creating clear changes in the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas and other national target programs.

Research, develop and perfect mechanisms and policies so that science, technology and innovation are truly strategic breakthroughs and decisive factors in improving labor productivity, quality, efficiency and competitiveness of the economy.

Speed ​​up construction progress, ensure quality of important national projects, key projects on transport infrastructure; thoroughly handle in 2023 the difficulties, shortcomings, and problems of a number of BOT projects and vehicle inspection activities; separate and improve the quality and efficiency of state management and provision of public services in the field of transport.

At this Session, for the first time, the National Assembly discussed in the Hall the report on the results of monitoring the settlement of voters' petitions sent to the 4th Session and the report summarizing voters' and people's opinions and petitions sent to the 5th Session of the 15th National Assembly; reviewed the report on the practice of thrift and anti-waste in 2022 and a number of other reports as prescribed; passed the Resolution on the National Assembly's Supervisory Program in 2024 and resolutions to establish the National Assembly's Supervisory Delegation for two very important contents, including: (1) Implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects, (2) Implementation of policies and laws on real estate market management and social housing development.

The innovations, improvements and important results achieved in the National Assembly's supervisory work in recent times have further affirmed that supervision is a central and key step in innovating and improving the quality and effectiveness of the National Assembly's operations; at the same time, it is an important basis for research agencies to propose to the National Assembly to decide on important issues of the country and amend and perfect the legal system, including the Law on Supervisory Activities of the National Assembly and People's Councils, which will be considered, amended and supplemented in the coming time.

Third, on socio-economics, state budget and deciding on important issues of the country

The National Assembly spent a lot of time discussing reports and submissions of the Government on additional assessments of the results of the implementation of the Socio-Economic Development Plan and State Budget for 2022; the implementation of the Socio-Economic Development Plan and State Budget estimates for 2023.

The National Assembly highly appreciated the direction and drastic implementation of tasks and solutions of the Government, the Prime Minister, all levels, sectors and localities, and commended the efforts of the business community and people of all walks of life who have basically completed all socio-economic development tasks and the state budget in 2022 with high GDP growth (8.02%) and low CPI inflation (3.15%).

In the first months of 2023, our country's macro-economy was basically stable, inflation was controlled, major balances were ensured, agriculture grew steadily, trade and services tended to increase; social security, social welfare and people's lives continued to receive attention; the fields of culture, education, sports, tourism, information and propaganda were promoted; national defense and security were basically ensured; foreign affairs and international integration were expanded and strengthened; Party building and rectification, anti-corruption and negativity work achieved many important results.

In addition to the achieved results, due to the unfavorable impact of the context, the world's geopolitical, economic and financial situation and the limitations and weaknesses that are accumulating in the domestic economy, macroeconomic stability is not really solid; economic growth is low; import-export turnover, industrial production index, foreign direct investment capital decline; bad debt risks increase; state budget revenue decreases compared to the same period last year; allocation and disbursement of public investment are still slow, not achieving the target; production and life of people and businesses still face many difficulties, socio-economic security, rural security sometimes and in some places still have complicated developments...

In that context, the National Assembly and the Government are still determined to adhere to the goals and targets set for 2023. Along with efforts to improve the legal system, enhance the effectiveness and efficiency of supervision, at this Session, the National Assembly promptly made many very important decisions to promote socio-economic recovery and development and support people and businesses, such as: (i) continuing to reduce the value-added tax rate by 2% until the end of 2023 to stimulate demand and promote the domestic market; (ii) allowing the continued allocation of the remaining VND 100,000 billion of the medium-term public investment plan with central budget capital for the 2021-2025 period, the Socio-Economic Recovery and Development Program and National Target Programs to ministries, central agencies and localities to supplement additional capital for the economy, at the same time, allowing flexible capital adjustment between tasks and projects of the Socio-Economic Recovery and Development Program with tasks and projects under the Medium-Term Public Investment Plan for the 2021-2025 period to accelerate the allocation and disbursement of public investment capital; (iii) deciding and adjusting investment policies for a number of important projects under the authority of the National Assembly, (iv) deciding on additional investment in charter capital for the Bank for Agriculture and Rural Development; (v) fundamentally amend and supplement procedures and regulations on entry and exit of Vietnamese citizens and foreigners in Vietnam to create maximum convenience for citizens and stimulate tourism..."

"The National Assembly requests the Government, relevant agencies, levels and sectors to continue to synchronously, promptly and comprehensively implement policies, tasks and solutions according to the goals set by the Party Central Committee, the National Assembly and the Government, improve the capacity to analyze and forecast the domestic and international situation, have quick and appropriate policy responses, and practical, specific and highly feasible management solutions to maintain and consolidate the macroeconomic foundation, control inflation, and enhance the economy's adaptability and resilience to negative external impacts.

Implement fiscal policy with focus and key points, creating fundamental changes in disbursement of public investment capital, important national projects and works, 3 national target programs and the Socio-Economic Recovery and Development Program; promptly resolve value-added tax refund dossiers for people and businesses; implement monetary policy proactively, flexibly and effectively, closely coordinating with fiscal policy and other macroeconomic policies to promote growth.

Synchronously implement solutions, promptly remove difficulties and obstacles, restructure the market of goods, services, science and technology, and labor markets; promote development and strictly manage the markets of currency, securities, insurance, corporate bonds, and real estate.

Strengthen administrative reform, improve the investment and business environment, tighten administrative discipline, civil servants and public service; promptly detect, handle or replace cadres and civil servants who shirk, avoid, lack responsibility, or fail to fulfill assigned duties and tasks, especially heads of units, agencies, organizations and units.

Timely remove difficulties and obstacles in fire prevention and fighting regulations; thoroughly resolve shortcomings and obstacles in motor vehicle inspection. Have timely and fundamental solutions to overcome power shortages, ensure stable power supply for production, business, daily life and living; thoroughly remove and thoroughly resolve obstacles in bidding and purchasing medicines and medical supplies, strengthen grassroots healthcare and preventive healthcare, improve the quality of medical examination and treatment.

Continue to do well in social security, social welfare, care for people with revolutionary contributions; harmoniously combine economic development with culture, society and environment; promote foreign affairs, international integration, strengthen national defense and security, maintain political stability, order and social safety in all situations, proactively respond effectively and promptly to the harsh developments of climate change, prevent and combat natural disasters, epidemics, etc.

To fundamentally resolve the shortcomings of mechanisms and policies, the National Assembly decided to assign the Government to preside over and coordinate with National Assembly agencies, relevant agencies, and localities to review the system of legal documents, focusing on laws on bidding, auctions, planning, management, land use, public assets, state budget, public finance, public-private partnership, socialization of public services, investment, environment, construction, real estate business, banking, finance, financial autonomy, securities, bonds, enterprises, appraisal, valuation, etc.; specifically identify unclear, contradictory, overlapping or loopholes, inadequacies, and problems in laws, decrees, circulars, and guiding documents, etc., and report the review results at the 6th Session of the National Assembly (October 2023); promptly direct the amendment and supplementation of sub-law documents that are no longer appropriate, and recommend the National Assembly and the National Assembly Standing Committee to amend, supplement, and promulgate new relevant laws and resolutions.

Fourth, about human resources work

With strict procedures and processes, based on Party regulations and State laws, the National Assembly reviewed and decided on personnel work for the positions of Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee, Minister of Natural Resources and Environment for the 2021-2026 term, and approved the proposal to appoint 1 judge of the Supreme People's Court.

In order for the laws and resolutions of the National Assembly passed at the 5th Session to soon come into effect and be effective, ensuring the requirement of "closely linking law-making with law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently," the National Assembly Standing Committee will coordinate with the Government, the Supreme People's Court, the Supreme People's Procuracy, relevant agencies and organizations to organize conferences to disseminate and implement the laws and resolutions passed at this Session in the third quarter of 2023, and at the same time review and urge the implementation of the laws and resolutions of the National Assembly and the National Assembly Standing Committee issued since the beginning of the 15th term and will make this content a periodic activity after each session of the National Assembly.

We request that National Assembly deputies promptly report to voters nationwide on the results of the Session, regularly maintain close contact, listen to and honestly reflect voters' opinions and aspirations, encourage people to well implement the Party's guidelines and policies, the State's policies and laws; actively supervise the organization and implementation of the Constitution and laws, including the laws and resolutions just passed by the National Assembly at this session.

Dear Congress,

With the achieved results, it can be affirmed that the 5th Session of the 15th National Assembly was a great success, continuing to innovate and create, increasingly better meeting practical requirements.

During this Session, 1,533 National Assembly deputies spoke at 10 group discussion sessions, 3 discussion sessions at the National Assembly delegation; 1,415 registered, 695 National Assembly deputies spoke and discussed, and 107 debated at 30 discussion sessions at the Hall; 454 National Assembly deputies registered, 112 deputies raised questions, and 49 deputies debated at the question and answer sessions.

During the one-week period between the two sessions of the Session, the agencies of the National Assembly, the Government, relevant agencies and organizations worked urgently and continuously. The National Assembly Standing Committee held meetings for 4 days to give opinions, receive and thoroughly explain the opinions of National Assembly deputies on draft laws and draft resolutions, especially on major issues, contents with different opinions as well as on legislative techniques, provisions on law application, transition, etc. to ensure the highest quality of the contents submitted to the National Assembly for consideration and approval.

With a very lively, democratic and united working atmosphere, during the 23 working days of the Session, the National Assembly voted to pass 8 laws and 17 resolutions, all with a very high approval rate; gave initial opinions on 8 draft laws, discussed and resolved many other important contents.

Representatives of the People's Councils of 63 provinces and cities attended to directly monitor a number of plenary sessions of the National Assembly, continuing to further strengthen the relationship of coordination, close ties and sharing of operational experiences of elected bodies at the central and local levels.

To achieve this result, the National Assembly acknowledged and highly appreciated the agencies of the National Assembly, the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations for their close coordination, careful preparation and quality of content; ensuring smoothness and efficiency in management and creating conditions for innovation and flexibility in organizing the Session.

The National Assembly respectfully thanks the Politburo, Party and State leaders for their close and timely leadership and direction, as well as the revolutionary veterans, experts, scientists, managers, the business community, voters and people nationwide who participated and contributed many dedicated, responsible and valuable opinions during the preparation and holding of the Session.

We would like to sincerely thank the central and local news agencies and press, with more than 30,000 news and articles (some days more than 3,000 news and articles) for quickly, accurately, promptly, fully and objectively reporting the developments and results of the Session; we would like to sincerely thank and commend the central ministries, departments and branches and Hanoi city for coordinating with the National Assembly Office and the National Assembly agencies to organize the most thoughtful service, ensuring absolute safety for the Session.

Dear Congress,

The mid -term conference of the XIII Party Central Committee has been very successful and set out the key directions and tasks in the second half of the term.

Based on the results of the Conference, continued and promoted through the good success of the 5th Session, the XV National Assembly, we believe that, under the right and wise leadership of the Party, closely coordinated, rhythmic and active, proactive of all levels, branches and political systems, support, unanimity, efforts and dedication The task of socio-economic development in 2023 and the period of 2021-2025, gradually realizing the goals set out in the Resolution of the 13th Congress of the Party.

With that spirit, I would like to announce the closing of the 5th session, the XV National Assembly
