( Bqp.vn ) - Administrative reform (AR) and digital transformation (DTS) are extremely important and urgent tasks, contributing to enhancing the strength and combat readiness of the Army, meeting the requirements and tasks in the new situation. However, this is a new issue, with many difficulties and challenges in terms of awareness, qualifications, skills and facilities,... requiring Party committees and commanders at all levels to have high determination, drastic actions and comprehensive, synchronous and reasonable solutions to successfully complete this important task.

Realizing the importance of administrative reform and digital transformation, in recent years, the Central Military Commission, the Ministry of National Defense, the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense have closely followed the direction of the Government and the Prime Minister, focusing on leading, directing and operating agencies and units in the entire army to implement in accordance with the action plan of the Steering Committee for Administrative Reform of the Government, the National Committee on Digital Transformation and the guidance of ministries, branches and functional agencies. With the drastic participation of Party committees and commanders at all levels, administrative reform and digital transformation work in the Army has had many positive changes. The awareness and responsibility of Party committees and commanders at all levels and officers and soldiers regarding administrative reform and digital transformation have been raised; programs and plans have been developed and implemented promptly; targets and requirements have been basically completed on schedule and quality has been ensured; The process of document processing and work settlement in the electronic environment is strictly implemented by agencies and units and gradually forms habits and routines. The development and promulgation of legal documents, regulations and instructions on administrative reform, digital transformation and implementation of Project 06 [1] of the Government are carried out strictly, in accordance with the process, creating a legal corridor for agencies and units to implement. The process and procedures for handling internal work at agencies and units are reviewed and simplified, in accordance with the method of handling work in the electronic environment, contributing to improving the effectiveness and efficiency of direction, management and operation of Party committees and commanders at all levels [2].
In addition to the achieved results, the awareness of Party committees and commanders of some agencies and units about administrative reform and digital transformation is not deep and comprehensive; the direction, management and implementation are not drastic and effective; the application of new things, changing habits and methods from manual and direct to electronic environment and reviewing and simplifying administrative procedures, digitizing records, and the results of handling administrative procedures of some agencies and units still face many difficulties and confusion,...
To promote administrative reform and digitalization to meet requirements and tasks in the new situation, Party committees and commanders of agencies and units in the entire army need to continue to promote their roles and responsibilities, clearly identify tasks, solutions, and breakthroughs; in which, focus on implementing well the following solutions:
First of all, strengthen education, thoroughly grasp, and create strong changes in awareness and responsibility of cadres, employees, and soldiers towards administrative reform and digital transformation in the Ministry of National Defense. Party committees and commanders of agencies and units continue to promote propaganda and education, making all soldiers clearly see the inevitable trend and great effectiveness that administrative reform and digital transformation bring, especially in the military and national defense fields, thereby creating strong changes in awareness, thinking, and high political determination in carrying out this important task. The content of propaganda and education needs to be comprehensive, extensive, but focused, key, and appropriate for each subject; In which, focus on resolutions and directives of the Party, Government, policies of the Central Military Commission, plans and projects of the Ministry of National Defense as well as plans and goals of agencies and units on administrative reform and digital transformation [3], especially reforming internal administrative procedures associated with digital transformation, implementing digital transformation in all aspects of work.
The process of education and propaganda of agencies and units needs to focus on innovating forms and measures, making all cadres, employees and soldiers understand clearly, apply correctly, with high responsibility in practical work, in accordance with assigned duties and tasks, in the spirit of reform to create new motivation, new values, new successes. At the same time, it must be clearly seen that administrative reform and digital transformation in each agency and unit originates from internal needs and must create specific and practical products and values. Party committees and commanders at all levels in the entire army need to closely follow the plan of the Ministry of National Defense, the guidance of the Propaganda Department (General Department of Politics) to adjust and supplement the education and propaganda plan in accordance with each type of organization and practical work activities of the agency and unit. In addition to education and dissemination through meetings, conferences, military collective activities, training, fostering, etc., agencies and units need to promote propaganda on the internal radio system, organize seminars, exchanges, and closely coordinate with news agencies and newspapers inside and outside the Army to improve the effectiveness of education and propaganda.
Second, organize the implementation of projects and plans on administrative reform and digital transformation with quality, efficiency and on schedule. Based on the targets, requirements and tasks in the projects and plans of the Ministry of National Defense and the guiding documents of the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense, Party committees and commanders at all levels in the entire army proactively review, inspect and compare the implementation of tasks of their agencies and units, promptly deploy missing, weak or uncompleted contents and tasks. For unfinished targets, it is necessary to have a specific plan to "make up" for the progress, ensuring the completion of all assigned tasks and targets. It is necessary to resolutely overcome the shortcomings and limitations that have been pointed out by the competent agencies of the Ministry of National Defense in the notices and inspection conclusions related to the 06 contents of administrative reform and digital transformation [4]. Continue to review and promptly detect difficulties and "bottlenecks" to proactively remove them or advise, propose and recommend competent authorities to remove them, complete all assigned targets and tasks, ensure quality, progress and efficiency. At the same time, identify and select breakthroughs that have a wide range of impact on issues and fields that agencies and units are in charge of to prioritize the implementation of administrative reform and digital transformation.
Continue to promote the sending and receiving of electronic documents using digital signatures, especially the use of personal digital signatures for commanders of agencies and units and for processing work in the electronic environment. Expand, exploit and regularly use the common applications of the Ministry of National Defense and specialized applications in agencies and units throughout the army. Gradually deploy the sending and receiving of confidential documents on the military data transmission network; continue to test the Digital Ecosystem on secure wireless transmission infrastructure.
Third, research, review, supplement, adjust and promulgate legal documents, regulations and guidelines on administrative reform and digital transformation. Agencies and units focus on researching and reviewing the system of documents, promptly advising and proposing to the Ministry of National Defense and relevant agencies, directly the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense to supplement and amend legal documents, regulations and guidelines that are no longer suitable, creating a synchronous and tight legal corridor, bringing administrative reform and digital transformation work, implementing Project 06 in the entire army into order, achieving practical results. Complete the development of e-Government Architecture framework documents version 3.0 towards digital government in the Ministry of National Defense; planning data centers in the Ministry of National Defense; master databases in the Ministry of National Defense [5]. Organize the construction and replication of pilot units on digital transformation in the entire army.
At the same time, proactively review and report to the Prime Minister and the Minister of National Defense to issue, within their authority, decisions on plans to reduce and simplify administrative procedures [6], internal administrative procedures within the scope and management responsibilities of the Ministry of National Defense and agencies and units. Strictly implement the decisions of the Minister of National Defense on assessing and ranking the PAR index; the digital transformation index for agencies and units under the Ministry of National Defense; the index measuring the satisfaction of agencies and units under the Ministry of National Defense with a number of functional agencies of the Ministry of National Defense [7]. Competent agencies shall review and carefully study the Digital Transformation Project in the Ministry of National Defense and Directive No. 34/CT-TTg dated September 16, 2024 of the Prime Minister to propose to the Head of the Ministry of National Defense, the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense the contents that need to be breakthroughs, as well as tasks that have a wide range of impacts on the industry and fields under their management that need to be adjusted and supplemented regarding digital transformation for implementation.
Fourth, mobilize resources to serve the tasks of administrative reform and digital transformation. This is considered a fundamental solution, creating a combined strength for the entire army to complete the tasks of administrative reform and digital transformation according to the set schedule and quality. Accordingly, the Party committees and commanders of agencies and units continue to closely coordinate with functional agencies inside and outside the Army to focus on researching, proposing, mobilizing resources, investing in facilities, technical equipment, especially modern technical equipment to serve the tasks of administrative reform and digital transformation. Focus on removing and resolving problems related to technology infrastructure, security, data transmission lines; organize connections and share original data to maximize the value of data, avoid waste. Organize selection, recruitment, and training to improve the qualifications and ability to master science and technology for the team of cadres and professional staff directly performing the tasks of administrative reform and digital transformation. Focus on training and education in science, technology, and new and modern technologies, ensuring that this team has the capacity to manage, use, and operate information technology sites and equipment, digital infrastructure, and handle work in the electronic environment, meeting the requirements and tasks in the new situation.
Agencies and units shall research and propose to the Central Military Commission and the Ministry of National Defense to ensure the budget for implementing the Digital Transformation Project in the Ministry of National Defense and digital transformation tasks, implementing Project 06 for the period 2026 - 2030. Reporting and proposing resources to implement administrative reform and digital transformation plans and projects must closely follow the direction of the Government, the Prime Minister, and instructions of relevant ministries and branches, in accordance with legal regulations, but must ensure optimal and effective use of resources in implementation, avoiding overlapping investment and waste.
Fifth, do a good job of ensuring information security and network security to serve administrative reform and digital transformation. The functional agencies of the Ministry of National Defense, often directly the 86th Command, the specialized information technology forces of military regions, army corps, military services, arms, academies, schools, etc., strengthen guidance, monitoring, supervision, and inspection of compliance with regulations on information security and network security; require agencies and units to strictly implement regulations on information security and network security for all equipment, products, software and information systems as well as investment projects on information technology, digital transformation, etc. in accordance with the provisions of law and strengthen the security of information systems according to levels. Continue to assess, determine the level of information security and fully implement the plan to ensure information security according to the approved level for information systems within the scope of management; Closely monitor military computer networks, promptly detect, warn, verify, and handle vulnerabilities and risks that cause information insecurity.
Deploying a secure connection gateway to serve the connection and data sharing between the military data transmission network and the specialized data transmission network of the Party and the State; completing the process, organizing training and exercises to ensure information security and incident response; conducting assessments and improving the capacity of the incident response force, ensuring information security at agencies and units in the entire army. Focusing on closely and effectively implementing solutions to ensure information security and network security for agencies: the Central Party Office, the National Assembly Office, the President's Office, the Government Office; promoting the expansion of military computer network infrastructure, monitoring services to ensure information security at agencies and units in the entire army.
Administrative reform and industrialization in the Ministry of National Defense are important and regular tasks aimed at building a regular and modern army. This is also an important basis for agencies and units to improve their overall quality and combat strength to meet the requirements and tasks of the new period. Therefore, Party committees and commanders of agencies and units in the entire army need to have higher political determination, take more drastic actions with a strategic vision and specific roadmap, promote the role and responsibility of the leader, and successfully carry out administrative reform and industrialization in the army.
