Unexpected details of the case of the Head of the Department of Education and Training of Quang Ngai City being falsely accused of receiving money to "buy school places"

Specifically, according to the decision approving the enrollment plan for grade 6 in the 2024-2025 school year signed by Vice Chairman of Quang Ngai City People's Committee Nguyen Van Anh (signed on May 10, 2024), the target assigned to Nguyen Nghiem Secondary School is 326 students/8 classes.

The basis for assigning the enrollment quota for the first level (grade 6) to Nguyen Nghiem Secondary School is based on statistics of the total number of current grade 5 students (school year 2023 - 2024) in Nguyen Nghiem ward.

The leader of the Department of Education and Training of Quang Ngai City said that this is also the first school year that the Department of Education of Quang Ngai City has implemented the policy that students (grade 5) from a ward or commune will be admitted to grade 6 of that ward or commune; no students from other communes or wards in Quang Ngai city will be accepted.

In special cases such as families or parents from localities outside Quang Ngai City moving to live, reside or work in Quang Ngai City, please consult the People's Committee of Quang Ngai City to increase the quota.

Returning to the case of Nguyen Nghiem Secondary School, compared to the quota assigned and approved by the Quang Ngai City government (May 10, 2024, 326 students/8 classes), the actual number of students enrolled in the 2024-2025 school year was only 325 students/8 classes (1 case did not submit an application).

Another notable issue, through inspection and verification, in the 2024-2025 school year, Nguyen Nghiem Secondary School also did not accept any 5th grade students from other schools in Quang Ngai city.

"The enrollment quota for the first grade of the 2024-2025 school year at Nguyen Nghiem Secondary School has not increased, but on the contrary, decreased; there are also no 5th grade students transferring from other schools in the inner city. So how can you say that I received 30 million VND/student to help get into 6th grade at this school?", Head of the Department of Education of Quang Ngai City Nguyen Van Hung expressed.

It is known that for a long time before that, Nguyen Nghiem Secondary School, Quang Ngai City, was ranked in the "top" of the provincial education sector.

Therefore, Nguyen Nghiem Secondary School, Quang Ngai City is always a "hot spot" in admissions for the first level (grade 6), with many rumors about the "cost" of up to several tens of millions of VND/slot (?), that parents have to spend to "run" for their children to study at this school.

However, in recent years, in order to cool down the enrollment of Nguyen Nghiem Secondary School for the new school year, the authorities and the management agencies of Quang Ngai City have applied a series of measures to overcome the problem, such as minimizing out-of-area enrollment; closely monitoring and supervising the enrollment process for the new school year, especially grade 6.

In addition, to gradually improve and narrow the quality gap between schools in the inner city, along with enhancing professional training and education for teachers, the education sector of Quang Ngai City has implemented a policy of rotating teachers from Nguyen Nghiem Secondary School to schools of the same level according to regulations.

Thanks to this, up to now, along with the "heat" in the new school year's enrollment has cooled down a lot, the leader of the Department of Education and Training of Quang Ngai City affirmed that the quality of teaching and learning between Nguyen Nghiem Secondary School, compared to the same level schools in the inner city, is no longer as different as before.
