Overview of the Meeting

The meeting considered and collected opinions on the following contents: Report explaining some contents of the draft Decision (QD) on decentralization of authority to promulgate standards and norms for the use of specialized machinery and equipment at agencies, organizations and units under the management of Binh Duong province; report on funding for extra teaching and learning in schools according to Circular No. 29/2024/TT-BGDDT; draft Resolution (NQ) adjusting the Medium-term Public Investment Plan for the period 2021-2025 with local budget capital; Resolution adjusting the Public Investment Plan for 2025 with state budget capital; Resolution adjusting the investment policy of the project to upgrade and expand DT.746 road from Tan Thanh intersection to Hoi Nghia intersection; Resolution approving the Task of 1/2,000 scale construction zoning plan for the Ecotourism, resort and entertainment service area at Tha La peninsula, Dau Tieng lake; Decision on investment policy for the Project to Upgrade and Expand An Binh Road and Connect Song Than Overpass; Decision on adjusting the investment policy for the Project to Clear the Land of National Highway 13 from Ong Bo Bridge to Huu Nghi Intersection; Master Plan for Thu Dau Mot City until 2045; Decision on authorizing the approval of the inspection plan and conducting surprise inspections of compliance with the law on water resources for production, business and service establishments in the province...

Accordingly, the Project to Upgrade and Expand An Binh Road and Connect Song Than Overpass has the beginning of the route intersecting with Song Than Overpass Parallel Road to the end of the route intersecting with Tran Thi Vung Street (border of Binh Duong Province and Ho Chi Minh City) with a route length of about 1.10km, a route cross-section of 34m, and the intersection between An Binh Street and Le Trong Tan Street has a cross-section of 41m. The total investment of the project is 2,755 billion VND from the provincial budget.

The legal contents considered at the meeting include: Draft Resolution on land rent exemption incentives for projects using land for production and business purposes in investment incentive sectors (investment incentive sectors and occupations) or in investment incentive areas in the province; draft Decision on agricultural land allocation limits for households and individuals using agricultural land that is self-reclaimed and has no disputes; land area used to build works directly serving agricultural production in the province; draft Decision on economic and technical norms for training for 20 intermediate and college-level occupations and occupations in the field of vocational education in the province.

In addition, the Session also considered a group of Resolutions on the establishment of specialized agencies under the Provincial People's Committee: Department of Finance, Department of Construction, Department of Agriculture and Environment, Department of Science and Technology, Department of Home Affairs, Department of Ethnic Minorities and Religions...; draft Decision promulgating the Project to promote decentralization of state management in the province.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Minh basically agreed with the draft contents and comments, requesting specialized agencies to continue reviewing and completing the contents based on comments at the meeting to soon submit to the superior agency for consideration and promulgation according to regulations.

The project to upgrade and expand An Binh road and connect Song Than overpass is an important project that needs to be implemented soon. However, to be truly effective and avoid too high investment costs, the Provincial Traffic Construction Investment Project Management Board It is necessary to develop additional options for the cross-section of the route to evaluate and select the most suitable option.

Appreciating the Master Plan of Thu Dau Mot City to 2045, the Chairman of the Provincial People's Committee requested Thu Dau Mot City and the consulting unit to continue to receive opinions from professional units and departments to soon complete the draft and submit it for comments from the Ministry of Construction.
