Continue to effectively implement the 2023 activity theme

That was the direction of comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the meeting of the Provincial People's Committee listening to the Department of Planning and Investment report on the socio-economic situation in July and key tasks in August 2023 on the afternoon of July 27. Attending the meeting were comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee and departments, branches, districts and cities.

In July 2023, localities focused on sowing and caring for winter-spring rice; harvesting summer crops and planting summer-autumn crops. By July 20, the whole province had sown and planted 72,380 hectares of winter-spring rice, reaching 95% of the plan. Up to now, production activities of enterprises have been basically stable; industrial production has maintained growth with a total value of 7 months estimated at 54,574 billion VND, up 9.8% over the same period in 2022. Trade and service activities are relatively stable, with total retail sales of goods and service revenue in 7 months estimated at 39,263 billion VND, up 17.5% over the same period in 2022; Transport revenue is estimated to increase by 15.4% over the same period in 2022. The disbursement rate of public investment capital in the first 7 months is estimated to reach 63.2% of the capital plan assigned by the Prime Minister and equal to 37.2% of the capital plan allocated by the province. Total state budget revenue is estimated to be more than 14,300 billion VND, reaching 68.2% of the estimate; total local budget expenditure is estimated to be nearly 9,150 billion VND, reaching 54% of the estimate, up 18% over the same period in 2022. Attention has been paid to promoting, attracting investment and developing enterprises. By July 20, the whole province had approved/adjusted investment policies for 72 projects with a total registered capital of more than 5,605 billion VND. Cultural, physical training, sports, information, propaganda and visual agitation activities have been maintained, meeting the needs of the people. Administrative reform continues to be focused on and implemented seriously according to the set plan. National defense and military work is strengthened; political security is maintained; social order, traffic safety, and fire prevention are ensured, especially during important events.

In his concluding remarks, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested that in the coming time, departments, branches, districts and cities continue to thoroughly grasp and seriously, fully, promptly and qualitatively implement the directions of the Central Government and the Provincial Party Committee, People's Council and People's Committee, especially the resolutions passed at the 6th session of the 17th Provincial People's Council, and at the same time strengthen the inspection of the implementation of the resolutions that have just been passed; continue to effectively implement the 2023 working theme; focus on directing the task of budget collection, speeding up the progress of auctions to collect land use fees; make efforts and be urgent in attracting investment, specifying the contents and tasks after conferences and seminars on trade and investment promotion; closely coordinate with the Provincial Business Association in the process of implementing the DDCI index set in 2023; actively direct the acceleration of the progress of key projects and works; Focus on reviewing outstanding and difficult work, on that basis, find timely solutions; strengthen review and reduce time for administrative procedures; focus on ensuring security, social order and safety in the area.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also requested departments and branches to proactively propose decentralization of administrative procedure settlement to district and city levels; resolutely not to let administrative procedures cause obstacles and inconvenience to organizations, businesses and people.

Also at the meeting, delegates listened to and gave their opinions on the report on the drafting of regulations on sales hours, cases of stopping sales, regulations on registration, registration of changes in sales hours and notification procedures before stopping sales at retail gasoline stores in the province, which was consulted and developed by the Department of Industry and Trade.
