Continue to focus on and synchronously deploy tasks and solutions to combat IUU fishing

BTO-UBND of the province has just received Official Dispatch No. 3481/VPCP-NN dated May 21, 2024 of the Government Office on the working results of the Ministry of Agriculture and Rural Development's working delegation with the EC on combating IUU fishing.

The Chairman of the Provincial People's Committee has assigned the Department of Agriculture and Rural Development to preside over, together with the Provincial Border Guard Command, relevant departments, branches and localities to thoroughly grasp the direction of Deputy Prime Minister Tran Luu Quang in the above Official Dispatch. Proactively review all tasks assigned to localities to proactively organize and implement them to achieve results.

Accordingly, Deputy Prime Minister Tran Luu Quang directed the Ministry of Agriculture and Rural Development to preside over and coordinate with the Government Office, People's Committees of coastal provinces and centrally run cities and relevant agencies to carefully prepare the location, content and schedule of the survey to ensure effectiveness; the program of the National Steering Committee on IUU review conference, develop a report assessing the results of the implementation of the task of combating IUU fishing, removing the EC's "Yellow Card" warning in the past time. At the same time, report on the results of the implementation of the directions of the Secretariat, the Government, the Prime Minister, the conclusions of the Head of the National Steering Committee on IUU in previous directive documents. Propose key tasks and specific solutions that need to be focused on from now until the EC Inspection Delegation visits for the 5th inspection (expected in October 2024).

Along with the whole country, Binh Thuan is making great efforts to overcome the EC's recommendations. Previously, the Chairman of the Binh Thuan Provincial People's Committee requested departments, branches, units and People's Committees of coastal districts, towns and cities to continue to thoroughly grasp and seriously implement Directive No. 45/CT-TTg dated December 13, 2017 of the Prime Minister on a number of urgent tasks and solutions to combat illegal, unreported and unregulated (IUU) fishing; Directive No. 17/CT-TTg dated June 24, 2021 of the Prime Minister on the inter-sectoral coordination mechanism between departments, ministries, branches and People's Committees of 28 coastal provinces and cities directly under the Central Government. In particular, resolutely direct and seriously implement each specific task assigned in Notice No. 389-TB/TU dated April 17, 2024 of the Provincial Party Standing Committee. This must be considered an urgent, regular, and continuous political task of the entire political system. Leaders must uphold their sense of responsibility, directly lead, direct, and take responsibility for the work of combating IUU fishing.

In addition, the Provincial Border Guard Command and the Provincial Police shall preside over and coordinate with agencies, units and localities to deploy strong measures to prevent and stop fishing vessels and fishermen in the province from illegally exploiting in foreign waters. The Department of Agriculture and Rural Development - the Standing Agency of the Provincial Steering Committee for Combating IUU Fishing, needs to strengthen the management and control of fishing vessels in accordance with the law. Strictly implement the registration, inspection, issuance of fishing licenses, installation and use of voyage monitoring equipment on fishing vessels; strictly inspect and control fishing vessels entering and leaving ports, monitor the volume of aquatic products unloaded through ports and trace their origin in accordance with regulations; Ensure that 100% of fishing vessels must maintain VMS device connection from the time they leave the port until they arrive at the port... Focus on the peak, mobilize all resources to the maximum, promptly overcome existing limitations, prepare well for working with the EC Inspection Team for the 5th inspection...

It is known that the EC is very willing to support the removal of the "Yellow Card" warning for Vietnam. However, to ensure persuasiveness and long-term effectiveness, it is recommended that Vietnam urgently resolve the existing problems, prevent and handle the situation of fishing vessels violating illegal fishing in foreign waters and be more drastic in sanctioning violations of IUU fishing, especially violations of VMS disconnection and illegal fishing in foreign waters. At the same time, it is urgent to synchronously and uniformly deploy the electronic traceability system for exploited aquatic products (eCDT).
