On the afternoon of June 21, Thanh Hoa Provincial Inspectorate held a conference to review the first 6 months of 2024 on implementing the inspection plan, receiving citizens, handling complaints and denunciations (KNTC) and preventing and combating corruption and negativity (TNTC).

Deputy Chief Inspector of the province Pham Xuan Dung presented a report summarizing inspection, citizen reception, handling complaints and denunciations, and preventing and combating corruption in the first 6 months of 2024.

Pursuant to Decision No. 4902/QD-UBND dated December 21, 2023 of the Provincial People's Committee Chairman "on approving the plan for inspection, citizen reception, complaint settlement and prevention of corruption in 2024 of the Thanh Hoa Provincial Inspection Department", in the first 6 months of 2024, all levels and sectors have paid attention to leading and directing the synchronous and effective implementation of inspection, citizen reception, complaint settlement and corruption prevention and control, ensuring proactiveness, flexibility, timeliness, focus, key points and correct orientation.

In the first 6 months of 2024, the Provincial Inspectorate has conducted 29/44 inspections as planned. Of which, conclusions have been issued for 20/29 inspections; and a surprise inspection is being conducted as assigned by the Chairman of the Provincial People's Committee. Thereby, the Provincial Inspectorate has discovered economic violations of VND 25,913 billion. Of which, it recommended recovering more than VND 11,898 billion to the State budget; recommended deductions when finalizing more than VND 3,583 billion and recommended other handling of VND 10,430 billion.

In addition, the inspectorates of districts, towns and cities have carried out 62/167 inspections according to the approved plan; issued inspection conclusions of 28 inspections. At the same time, they have carried out 12 extraordinary tasks assigned by the People's Committees and Chairmen of the People's Committees at the district level. Thereby, the inspectorates of districts, towns and cities have discovered economic violations of 517.8 million VND.

Inspectors of departments and branches have carried out 84/252 approved inspections; concluded 59/84 inspections, including 53 specialized inspections and 6 administrative inspections. Through the inspection work, economic violations with a total amount of 2,320 billion VND were discovered. At the same time, conclusions and recommendations were made to strictly handle violations of the law, ensuring objectivity, accuracy and compliance with the law.

Also in the first 6 months of 2024, Chairmen of People's Committees at all levels; Directors of departments and branches; Heads of State administrative agencies; Heads of agencies and units received 7,806 citizens, with 6,188 cases reported. Officers who regularly receive citizens of agencies and units received 4,252 visits with 4,919 citizens. The number of large delegations in the whole province was 43 delegations with 452 people received.

Along with that, administrative agencies in the province have received 7,148 petitions, letters of complaint, recommendations and reflections from organizations and citizens. After classification, there are 6,387 petitions, letters with 5,853 cases eligible for handling. Of which, 4,387 petitions, letters with 3,979 cases are under the jurisdiction of administrative agencies. Accordingly, administrative agencies in the province have resolved 3,687 cases, reaching 93% of the total number of petitions, recommendations and reflections under their jurisdiction. The above results show that the work of receiving citizens and resolving petitions and reflections in the province continues to have many positive changes, there are no more complicated and prolonged complaints and denunciations that require the Central Government to direct handling.

Regarding the implementation of solutions to prevent and combat TNTC, in the first 6 months of 2024, the Provincial People's Committee and the Chairman of the Provincial People's Committee will continue to focus on leading and directing all levels, departments and branches to thoroughly grasp and seriously implement the Party's directives and resolutions and the State's laws on preventing and combating TNTC to ensure consistency and comprehensiveness. At the same time, amend and supplement to perfect the mechanisms and laws on socio-economic management to prevent and combat TNTC.

From the practical work at the local level and units, the delegates also proposed many solutions to effectively implement inspection work, receive people, resolve complaints and denunciations, and prevent and combat corruption according to the 2024 plan.

The focus is to continue improving the quality of socio-economic inspections; agencies and units need to uphold their sense of responsibility in receiving citizens and resolving complaints and denunciations within their authority; focus on leading and directing the improvement of the effectiveness of propaganda and education on preventing and combating corruption; tighten administrative discipline and order, promptly detect and strictly handle acts of harassment and negativity.

Praising the results achieved by the inspection sector, contributing to the overall socio-economic development of the whole province, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi emphasized: 2024 is identified as the year of "acceleration, breakthrough and finishing", which is of special importance to successfully complete the goals and tasks set out in the Resolution of the 19th Provincial Party Congress, term 2020-2025. 2024 is also an important year in continuing to implement Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045.
