Binh Thuan currently has 9 industrial parks (IPs) with a total area of over 3,000 hectares approved by the Prime Minister for development planning, including: 1 IP specializing in titanium processing and 8 multi-industry IPs.
According to the Management Board of Binh Thuan Industrial Parks, up to now, there are 6 industrial parks in the province with a total area of nearly 1,100 hectares that have invested and are building technical infrastructure: Phan Thiet Industrial Park Phase 1 (68 hectares), Phan Thiet Industrial Park Phase 2 (40.7 hectares), Ham Kiem I Industrial Park (132.67 hectares), Ham Kiem II Industrial Park (402.06 hectares), Tuy Phong Industrial Park (150 hectares), Song Binh Industrial Park (300 hectares)... In the past, the industrial parks have attracted 86 valid secondary investment projects, including 58 domestic investment projects and 28 foreign investment projects. Of these, 66 projects have come into production and business (44 domestic investment projects, 22 foreign investment projects), contributing to creating jobs for about 12,000 workers. Thanks to the relatively stable operations of enterprises in the industrial park, it has contributed to the achievement of targets on revenue, export turnover and budget contribution, increasing by an average of 10 - 16%/year.
The remaining Son My I Industrial Park (1,070 ha) has started construction, Tan Duc Industrial Park (300 ha) is in the investment preparation and compensation and clearance stage, while Son My II Industrial Park (540 ha) is currently completing its documents to submit to the Prime Minister for approval of the investment policy. However, in reality, the investment and construction situation of industrial parks in Binh Thuan in recent times has also had some difficulties and problems that need to be addressed. Such as the appraisal work, submission of land allocation/lease, determination of specific land prices for compensation and clearance in industrial parks, the intersection connecting Tan Duc Industrial Park with National Highway 1A, land lease contracts for BOT projects in Son My I Industrial Park... Regarding this issue, the Binh Thuan Industrial Park Management Board has compiled a report and recommended the Provincial People's Committee to direct specialized departments, functional agencies, and related localities to coordinate to effectively resolve it.
Regarding the implementation of state land leasing and land subleasing, the Binh Thuan Industrial Park Management Board has recently issued an official dispatch on removing difficulties related to land leasing with one-time payment for investment projects in industrial parks. Specifically, it creates conditions for industrial park infrastructure investors to change the form of state land leasing with annual land rental payment to land leasing with one-time payment for the entire lease period. At the same time, it also removes difficulties and obstacles that have existed for many years for secondary enterprises that have subleased land with one-time payment from infrastructure investors but have not been granted a certificate of land use rights with one-time payment. Accordingly, it has recommended that the Provincial People's Committee consider directing specialized departments in land management, finance, tax, etc. to pay attention to coordinating and advising on appropriate solutions, contributing to improving the investment attraction environment in industrial parks as well as creating a source of budget revenue for the province.
In parallel with removing obstacles, the Management Board of Binh Thuan Industrial Parks will coordinate with relevant departments and localities to urge investors to speed up the progress of compensation, site clearance, land allocation and land lease to implement infrastructure investment in industrial parks to ensure the set progress. On the other hand, promptly report, coordinate and recommend all levels of departments to continue supporting to solve difficulties of infrastructure investors and secondary enterprises in promoting investment preparation, investment in construction of industrial parks as well as attracting occupancy in industrial parks according to the development orientation of the province...
Except for Song Binh Industrial Park (specializing in processing titanium minerals), the remaining industrial parks in Binh Thuan are all multi-industry industrial parks, focusing on attracting projects to produce and process the following goods and products: Agriculture - forestry - seafood, mechanics, electronics, consumer products, construction materials and interior decoration industries...
