Attending the conference were comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work. Also attending were comrades of the Party Central Committee: Le Quoc Minh - Deputy Head of the Central Propaganda Department, Editor-in-Chief of Nhan Dan Newspaper, President of the Vietnam Journalists Association; Lieutenant General Le Quoc Hung - Deputy Minister of Public Security . Also attending the conference were comrade Le Hai Binh - Alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department, representatives of leaders of central and local departments, ministries, branches and a number of news agencies and newspapers.

In 2023, the world situation continues to evolve rapidly, complicatedly, and unpredictably; the East Sea has many potential risks of causing security instability; the world economy is gloomy. The country faces many difficulties and major challenges, especially in the field of socio-economic development; hostile and reactionary forces are stepping up the implementation of the "peaceful evolution" strategy, inciting and distorting to sabotage the Party and State, causing division in the great national unity bloc.

In that context, with the attention and close direction of the Politburo and the Secretariat; the active coordination and implementation of tasks by central and local ministries, branches and sectors; and the efforts of the entire force, the work of foreign information and propaganda on seas, islands, demarcation, marker planting and land border management has achieved many positive results, fulfilling the set goals and requirements, effectively contributing to the socio-economic development of the whole country in 2023 and the first half of the term of implementing the Resolution of the 13th National Party Congress.

Over the past year, the work of advising, leading, directing and orienting foreign information has been carried out proactively and promptly; the coordination between agencies and units has become increasingly close and synchronous; the implementation of tasks in practice has had many innovations and creativity in content and form, bringing high efficiency.

Key contents, images of the country, people, culture, values, noble thoughts of the Vietnamese people; important political and foreign events of the country are fully and comprehensively informed.

Information is disseminated in many languages. Vietnam's prestige and international position are enhanced through bilateral and multilateral foreign affairs activities. Along with that, a lot of information is disseminated about the situation of the sea, islands, borders, combating IUU fishing, and urging the EC to remove the "yellow card" for Vietnamese seafood, which is coordinated and implemented synchronously.

Along with that, all levels and sectors have stepped up propaganda about achievements in ensuring human rights in the first year of Vietnam's membership of the United Nations Human Rights Council. Information about the lives of overseas Vietnamese and the charitable activities of the Vietnamese community about their contributions to national construction has been enhanced.

On behalf of the Party and State leaders, speaking at the conference, comrade Nguyen Trong Nghia highly appreciated the results of foreign information work and propaganda on seas, islands and borders in 2023 and the first half of the term to implement the Resolution of the 13th National Party Congress.

From the achieved results, comrade Nguyen Trong Nghia presented some experiences, which are to ensure unified and consistent leadership and direction from the central to local levels, from the provincial to the district and commune levels; synchronous and timely implementation; spirit of solidarity, unanimity from top to bottom; close, smooth and consistent coordination in implementing tasks...

That process has mobilized the participation of the entire political system and society, in which, it affirms the important and pioneering role of the press and media force, especially the key foreign press agencies. Along with that, it promotes the role and responsibility of the Propaganda Department of the Provincial Party Committee, the City Party Committee, the steering committees on foreign information, borders, seas and islands from the Central to local levels.

The Head of the Central Propaganda Department emphasized: 2024 will still face many difficulties and challenges, the Vietnamese economy will be greatly affected by all fluctuations in the world situation; hostile and reactionary forces will continue to strengthen their sabotage with increasingly sophisticated and complicated tricks; international information and public opinion will still be negative about Vietnam in some places and at some times. However, with the enhanced position and prestige of the Party and the country, we will have many favorable opportunities to better carry out foreign propaganda and information work.

Regarding the direction and tasks of work in 2024, comrade Nguyen Trong Nghia suggested spreading and taking advantage of the important foreign affairs results that have been achieved, creating important momentum in socio-economic development; protecting independence, sovereignty, and territorial integrity; building a peaceful, friendly, stable, and cooperative border area; and building a peaceful, safe, and stable East Sea.

Along with that, quickly deploy the guiding viewpoints, tasks and solutions of Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation into practice; maximize the spirit of proactiveness, creativity and flexibility in implementation methods to achieve the highest efficiency.
