Implementing the Resolution of the 25th District Party Congress, term 2020-2025, the Party Committee, government and people of all ethnic groups in Tien Yen district have promoted the spirit of solidarity, effort, innovation, creativity, daring to think, daring to do, daring to take responsibility, choosing the right focus, key points, and effectively using resources for development. After half a term, with the highest political determination, the district has achieved many outstanding results in all fields.
In the first half of the 2020-2025 term, Tien Yen district encountered many difficulties and challenges. The resources needed for investment in development and upgrading infrastructure are very large, while the ability to balance from the internal resources of the economy is limited, the district still lacks dynamic projects. In addition, the Covid-19 pandemic broke out with a rapid and unpredictable spread; weather, natural disasters, and abnormal fluctuations in commodity prices have greatly affected production, economic activities and all aspects of people's lives.
The challenge is not small, however, with the highest political determination, Tien Yen has done well right from the propaganda work, thoroughly grasping and implementing the resolutions of the Central Committee and the Provincial Party Committee. The district seriously and fully implemented the concretization of the resolutions of the Party Congresses at all levels and thematic resolutions issued during the 2020-2025 term.
Thanks to the close direction and leadership of the Party Committee, Tien Yen has basically achieved 19/23 targets set by the Resolution of the District Party Congress. The work of developing new party members reached 3.69% (exceeding the target set by the resolution). The district also directed and successfully organized the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2021-2026 term with a voter turnout rate of 99.98%.
At the same time, review, arrange and merge villages and neighborhoods in the district. After the merger, the number of villages and neighborhoods will be reduced from 119 to 76; successfully organize the election of village and neighborhood heads and the Party cell congresses under the grassroots Party Committee for the 2022-2025 term, with the result that 76/76 (100%) of Party cell secretaries are also village and neighborhood heads with high trust results.
Tien Yen has always been determined in the prevention and control of Covid-19. The locality has successfully implemented a comprehensive and early vaccination strategy with over 50 vaccinations for 3 age groups, contributing to maintaining the achievements and goals of a safe and stable locality.
Notably, the average economic growth rate in the 2020-2022 period of the district reached 21.1%/year. Agriculture, forestry and fishery is estimated at 10.7%/year, equal to 119% of the set target. Trade and services are estimated at 16.2%/year, an increase of 0.34 times compared to the beginning of the term; industry, handicrafts and construction reached 35.9%, exceeding the congress target. The total flock of Tien Yen chickens has increased by 1.13 times compared to the first year of the term; shrimp output has increased by 1.28 times. Total aquatic product output in 2022 reached 14,316 tons, an increase of 1.39 times compared to the beginning of the term. The total area of newly planted forests in the 2020-2022 period reached 5,678 hectares; 452 hectares of production forests have been converted to grow large timber trees such as Lim, Doi, Lat. Forest cover is maintained at 60% annually. Social security is ensured; national target programs are effectively implemented. By 2023, the entire district will complete sustainable multidimensional poverty reduction; reducing an average of 0.3% of poor households per year. Budget management is also carried out in a proactive and flexible manner. Total budget revenue compared to the provincial estimate increases by an average of 25% per year.
With great efforts, Tien Yen has been recognized as a district meeting the NTM standards; 5 communes have achieved the model NTM standards, 3 communes have achieved the advanced NTM standards; and the President has awarded the Third Class Labor Medal. Tien Yen has also been approved by the Provincial People's Committee for the District Construction Plan to 2040, with a vision to 2050, and the Project to adjust the general planning for the expansion of Tien Yen town to 2040.
Secretary of Tien Yen District Party Committee Nguyen Chi Thanh said: From now until the end of the term, the district will continue to promote the role of decentralization, delegation of authority, responsibility of leaders, strengthen regular inspection, supervision and monitoring; focus on improving the quality of consulting, appraisal, organizing and implementing effective resolutions, plans, works, projects and proposals. On the other hand, grasp and promptly remove barriers and obstacles in regulations, mechanisms and policies in key areas, reduce overlap in the assignment of responsibilities, powers and coordination mechanisms, in order to unleash social resources to promote the rapid completion of socio-economic development orientations, upgrade urban and rural infrastructure, improve the quality of life and income for people...
