On August 20, the Center for Science, Technology and Young Talent Development - the permanent unit of the Golden Globe Science and Technology Award - responded to Tuoi Tre newspaper about the case of Dr. Nguyen Hoang Chinh - the individual who won the award in 2020, the author of the international article that was removed.

Evaluation of candidate's performance up to the year of award consideration

The Golden Globe Award's permanent unit said it had received information about the case of Dr. Nguyen Hoang Chinh - the author of the international article that was recently removed through the reflection of Tuoi Tre newspaper in the article Author of the international article that was removed: 'The teacher wrote my name himself'.

Mr. Nguyen Hoang Chinh won the Golden Globe Award in 2020. The article with Mr. Chinh's name as author was published in 2022 and was just removed in July 2024.

Regarding whether the removal of the above article will affect Mr. Chinh's personal reputation and the reputation of the award, and whether Mr. Chinh will be subject to any action, the Golden Globe Award's permanent unit said that based on the Golden Globe Science and Technology Award regulations, the award council is established, consisting of prestigious experts and scientists in the fields of award selection.

The Council evaluates the candidates' achievements based on the candidates' achievements up to the year of award consideration, that is, Dr. Nguyen Hoang Chinh's achievements from November 2020 (the time the award council met) and before.

Therefore, with the achievements of Dr. Nguyen Hoang Chinh during this period, the council selected and proposed that the Central Secretariat of the Ho Chi Minh Communist Youth Union consider awarding the 2020 Golden Globe Award to Mr. Chinh.

"The removal of the article published in 2022 by Dr. Nguyen Hoang Chinh is not a basis for the standing body to consider proposing the Central Secretariat of the Youth Union to strip the award title.

Because the article that was removed (in 2022) was not the article that the candidate declared as a scientific achievement when submitting the award application," the award's standing unit explained.

Also according to the Center for Science, Technology and Young Talent Development, according to the award regulations (Article 10) issued under Decision No. 1186-QD/TWĐTN-KHCN dated August 19, 2021 of the Central Secretariat of the Youth Union, only violations (falsification of documents, false declaration of achievements, achievements with signs of violations of scientific integrity confirmed by specialized agencies, fraudulent acts during the online voting process or affecting the transparency and quality of the award) will be considered for achievements in the candidate's application for the award.

"However, up to now, these achievements (in the period before November 2020) have not been found to have any signs of violations. Therefore, implementing the Golden Globe regulations, up to this point, Dr. Nguyen Hoang Chinh is not subject to consideration for revocation of the title," this unit affirmed.

Previously, speaking with Tuoi Tre about the article being removed, Dr. Nguyen Hoang Chinh explained: "I am only a secondary author, so I did not participate in any of the processes related to writing, submitting, reviewing, and editing the article."

Commenting on the above incident, the Golden Globe Award's permanent unit said: "We think this is a lesson for Dr. Nguyen Hoang Chinh personally and young people participating in scientific research.

As the permanent organizer of the award, to improve the quality of the award, we always listen and absorb opinions from scientists, experts, managers and the community to continue to perfect the regulations.

This ensures that it is consistent with the reality of scientific and technological development, and research has sanctions to ensure that award-winning individuals are selected who not only have high achievements but also ensure ethics and scientific integrity, so that the Golden Globe Award increasingly affirms its prestige in the community of young scientists and the whole society."

Typical Golden Globe Faces

Dr. Nguyen Hoang Chinh was a lecturer in biotechnology at the Faculty of Applied Sciences, Ton Duc Thang University from August 2015 to November 2022 before moving to become a researcher at Deakin University, Australia.

While working at Ton Duc Thang University, Mr. Chinh was awarded a scholarship to study for a master's degree in Taiwan (China).

In 2020, with 38 international articles, Dr. Nguyen Hoang Chinh, then 30 years old, became the youngest scientist among those honored with the Golden Globe Award of the year.

This is an annual award jointly organized by the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Science and Technology, to honor young talents with outstanding achievements in the field of science and technology.

Currently, there is the name of Dr. Nguyen Hoang Chinh (QCV2020) Deakin University, Australia in the category "Working at educational institutions and research institutes abroad".
