The above direction was given by Minister of Industry and Trade Nguyen Hong Dien at a meeting on August 21 on the implementation status of the 500kV line projects, circuit 3, Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh 1 - Pho Noi section.
According to the report of the National Power Transmission Corporation (EVNNPT), the 500kV Nam Dinh I - Pho Noi Thermal Power Plant (NMNĐ) transmission line project and the 500kV Nam Dinh I - Thanh Hoa Thermal Power Plant (NMNĐ) transmission line project have been submitted by EVNNPT to the Ministry of Planning and Investment.
The Ministry has sent a document asking for opinions from ministries and localities to synthesize and report to the Prime Minister.
The 500kV line 3 extension project has a length of 514km, connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total estimated investment of 23,000 billion VND.
Regarding the 500kV Quang Trach - Quynh Luu Line and the 500kV Quynh Luu - Thanh Hoa Line, the Ministry of Planning and Investment submitted reports to the Prime Minister on August 18 on the results of the appraisal and approval of the investment policy.
To implement the projects according to the plan, EVNNPT proposed that the Ministry of Industry and Trade report to the Prime Minister for approval of projects that are urgent construction works as prescribed in Point b, Clause 1, Article 130 of the Construction Law; approve the investment policy of the projects before approving the policy of changing the purpose of forest use, allowing the project investors to complete the dossier of changing the purpose of forest use to submit to the Ministry of Agriculture and Rural Development for appraisal and submit to the Prime Minister for approval.
At the meeting, Minister of Industry and Trade Nguyen Hong Dien assessed that the 500kV line 3 circuit plays a particularly important role in connecting the inter-regional power grid, contributing to ensuring electricity supply for the North and ensuring energy security.
The Minister requested to update and complete the Pre-Feasibility Study (PreFS) Report, collect opinions from relevant agencies before August 25 to submit to the Prime Minister.
Regarding issues related to the Ministry of Agriculture and Rural Development regarding the conversion of forest land and rice land in provinces related to the projects, EVNNPT needs to continue to coordinate and work closely with localities where the projects pass through to carry out necessary tasks. In addition, investors also need to actively coordinate with the Ministry of Natural Resources and Environment to complete the Environmental Impact Assessment Report of the projects to submit to the Prime Minister.
The Minister requested the State Capital Management Committee at Enterprises to coordinate with the Ministry of Industry and Trade and relevant ministries and branches to continue directing and urging investors to implement projects, ensuring quality and progress as assigned; study the proposals of EVN and EVNNPT on specific mechanisms to report to the Prime Minister for consideration and decision because this is an urgent and especially important project.
The leaders of the Ministry of Industry and Trade also requested the Department of Electricity and Renewable Energy and the Office of the National Steering Committee for Electricity Development to closely coordinate with investors to carry out related work in parallel according to assigned functions and tasks, in order to quickly complete project investment procedures.
