In a recent meeting, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the policy of supporting subscription fees for satellite services and vehicle tracking devices (VMS) for fishing vessels in the province as requested in Official Dispatch No. 281-CV/BCS, dated October 19, 2023 of the Party Committee of the Provincial People's Committee.
After listening to the reports and comments of the meeting participants, the Standing Committee of the Provincial Party Committee unanimously concluded the issuance of a policy to support the subscription fee for satellite services and VMS equipment for fishing vessels in the province. This policy aims to strictly implement the direction of the Prime Minister and the National Steering Committee on combating illegal, unreported and unregulated fishing (IUU), together with the whole country to remove the "Yellow Card" of the European Commission (EC), towards building a responsible and sustainable fishing industry. At the same time, it is very necessary to contribute to supporting fishermen to stay at sea, affirming the sovereignty and sacred sovereignty of the sea and islands of the Fatherland.
The Standing Committee of the Provincial Party Committee agreed in principle to let the Party Committee of the Provincial People's Committee lead the Provincial People's Committee to develop a policy to support the subscription fee for satellite services and VMS equipment for fishing vessels in the province, and submit it to the Provincial People's Council for approval to organize implementation in accordance with regulations. During that process, it is necessary to pay attention to a number of issues, it is necessary to correctly identify the support subjects as the legal owners of fishing vessels registered in Binh Thuan province and the appropriate size of fishing vessels according to regulations. Clearly define the cases of subjects being supported, not being supported, and stopping support (transfer to owners outside the province, violating IUU fishing regulations in foreign waters, when fishing vessels stop operating...) to ensure publicity and transparency. In addition, determine the appropriate form of support payment (direct payment to the legal owner of the fishing vessel or payment to the satellite service provider). Regarding the support level, research should increase the support level appropriately but not higher than the subscription fee of the satellite service provider for VMS equipment.
According to the plan, it is expected that 1,950 fishing vessels registered in Binh Thuan that have installed the voyage monitoring device (VMS) according to regulations will be supported with a subscription fee of 2.2 million VND/1 vessel/1 year. The support period is 3 years, from January 2024 to December 2026.
