Standing Committee of Nghe An Provincial People's Council holds regular meeting in November 2023

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial Vietnam Fatherland Front Committee, Committees of the Provincial People's Council and a number of departments and branches.

ADJUSTMENT OF THE 17TH SESSION TIME

At the meeting, the Standing Committee of the Provincial People's Council heard a report on the preparation of contents and conditions for organizing the 17th Session of the Provincial People's Council (regular session at the end of 2023).

Accordingly, due to the overlapping time of the Central Committee holding the Conference to disseminate and implement the Resolution of the 8th Central Committee (term XIII) on December 4 and the morning of December 5, the 17th session of the 18th Provincial People's Council will adjust the schedule to be held from the afternoon of December 5 to 7, instead of taking place from the morning of December 4 to the end of the morning of December 6 as previously announced.

To prepare for the session, from November 23 to 27, 2023, the Standing Committee of the Provincial People's Council and the Provincial People's Council Committees reviewed reports and draft resolutions submitted by the Provincial People's Committee and branches to the session; reviewed and commented on reports and draft resolutions submitted by the Standing Committee of the Provincial People's Council to the session.

Regarding the preparation of the question and answer content, the Standing Committee of the Provincial People's Council has assigned the Economic - Budget Committee and the Cultural - Social Committee to preside over the preparation and organization of surveys at units and localities, especially on issues that need to be discussed and clarified at the Question and Answer Session. The 17th session of the 18th Nghe An Provincial People's Council will continue to be held in the form of a paperless session.

At the meeting, leaders of the Provincial People's Council's Culture - Society and Economic - Budget Committees reported on the preparation progress for the two contents of the Question and Answer Session. Delegates attending the meeting, including leaders of the Department of Home Affairs, discussed and clarified a number of related contents that still had different opinions on the subjects and policies to be issued at this meeting to concretize Decree No. 33/2023/ND-CP of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups.

CAREFULLY PREPARING FOR THE 17TH SESSION OF THE 18TH PROVINCIAL PEOPLE'S COUNCIL

Concluding this content, Provincial Party Secretary Thai Thanh Quy - Chairman of the Provincial People's Council requested the Office of the National Assembly Delegation and the Provincial People's Council to issue a Notice adjusting the time of the 17th Session of the 18th Provincial People's Council.

Regarding activities related to the session, the Chairman of the Provincial People's Council agreed that all delegates of the Provincial People's Council will offer flowers, incense, and report their achievements at the Uncle Ho Statue at Ho Chi Minh Square, Vinh City before the opening of the session.

In particular, regarding the preparation for the Question and Answer Session at the 17th Session, the Chairman of the Provincial People's Council requested that the sectors assigned to answer the questions need to carefully and thoroughly prepare the contents in the management field, to have the best mindset for answering.

At the same time, the head of Nghe An Provincial People's Council also agreed to request leaders of all departments and branches to attend the Question and Answer Session, to be ready to answer questions that provincial People's Council delegates may raise related to the fields under the responsibility of that department or branch.

Comrade Thai Thanh Quy emphasized: This is also a "preliminary" preparation step so that at the regular mid-year session in 2024, the Provincial People's Council will innovate the Question and Answer Session in the direction of questioning by groups of issues, not by specific departments and branches as has been the norm for a long time. At that time, all leaders of departments, branches and Vice Chairmen of the Provincial People's Committee in charge of the field will answer.

Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy also requested the Provincial People's Committee to focus on directing the completion of the report on acceptance and explanation after the review, reports, submissions, and draft resolutions to send to the Provincial People's Council delegates before the session to ensure the correct time according to the law.

Through the opinions at the meeting, the Chairman of the People's Council of Nghe An province also exchanged more opinions related to the most worrying and troubling issues regarding the concretization of Decree No. 33/2023/ND-CP of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups, in the province.

Also at the meeting, the Standing Committee of the Provincial People's Council assessed the results of activities in November; discussed and agreed on tasks for December 2023; and listened to reports on people's petition work.

Regarding this content, Chairman of the Provincial People's Council Thai Thanh Quy requested that the Committees and Office of the National Assembly Delegation - Provincial People's Council, based on their functions and tasks, focus on preparing and serving well for the 17th Session; at the same time, complete and soon issue the resolutions of the Provincial People's Council after the session.

At the same time, in December, it is necessary to organize the work of summarizing, evaluating, emulating and rewarding; preparing for foreign affairs; especially in December, it is necessary to complete the draft of the Coordination Regulations between the National Assembly Delegation and the Provincial People's Committee.
