Working with the delegation, on the side of Dien Bien province, there were Central Party Committee member, Provincial Party Secretary Tran Quoc Cuong; leaders of the People's Council, People's Committee, and Vietnam Fatherland Front Committee of Dien Bien province.

Reporting at the meeting, Chairman of Dien Bien Provincial People's Committee Le Thanh Do said that although focusing on activities and work to prepare for the 70th anniversary of Dien Bien Phu Victory, the provincial Party Committee and government always closely lead, direct and implement the tasks of socio-economic development, ensuring national defense and security, building the Party and building the political system to ensure comprehensive and consistent leadership.

The province's economy continued to grow, with an estimated growth of 6.07% in the first quarter (ranked 4th out of 14 provinces in the Northern midland and mountainous region and 25th out of 63 provinces and cities in the country); state budget revenue in the area reached 18.03% of the annual plan; disbursement of public investment capital reached 18.58% of the capital plan assigned by the Prime Minister. The total number of tourists to the area reached nearly 450 thousand (1.46 times higher than the same period last year), total revenue from tourism activities was estimated at 777 billion VND (1.48 times higher than the plan).

The progress of organizing cultural, sports and tourism activities and implementing 18 urban beautification projects and projects to celebrate the 70th anniversary of Dien Bien Phu Victory has been and is being implemented by Dien Bien province with the highest sense of responsibility.

Up to now, 5 urban beautification projects have started construction, expected to be completed before April 10, 2024; 5 urban beautification projects are in the stage of selecting construction contractors; projects in the public investment plan to serve the anniversary, including: repairing and upgrading Hanoi - Dien Bien Phu Primary School; project to repair and upgrade the provincial stadium; repairing works and relic sites; the Provincial Guest House project has completed 80% or more of the volume, expected to be completed in mid-April and before May 7 in time to serve the anniversary activities...

At the meeting, delegates discussed and gave opinions on the contents related to the 70th Anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).

Speaking at the meeting, Secretary of the Party Central Committee, Chairman of the Vietnam Fatherland Front Central Committee Do Van Chien said that to practically celebrate the 70th anniversary of the Dien Bien Phu Victory, with the consent of the Standing Committee of the Party Central Committee Secretariat, after reaching an agreement with relevant agencies and Dien Bien province, the Standing Committee of the Vietnam Fatherland Front Central Committee has developed Project No. 09/DA-MTTW-BTT dated April 25, 2023 on mobilizing support for building Great Unity houses for poor households in Dien Bien province. To date, the program has mobilized over 278 billion VND in support. From this resource, the Standing Committee of the Vietnam Fatherland Front Central Committee has completed the target of 5,000 houses for Dien Bien province; at the same time, the next phase is allocated to 5 localities in the Northwest region (including Lai Chau, Son La, Hoa Binh, Lao Cai, Yen Bai provinces) each province has 100 houses, worth 5 billion VND.

Another practical activity, according to Chairman Do Van Chien, is that the Standing Committee of the Vietnam Fatherland Front Central Committee presides over and coordinates with relevant agencies to mobilize socialization, organize meetings with Dien Bien soldiers, youth volunteers, and frontline laborers (who directly participated in the Dien Bien Phu campaign) in Thanh Hoa and Dien Bien provinces. The Vietnam Fatherland Front Central Committee has coordinated with the Central Military Commission, the Ministry of National Defense, the Veterans Association, the Veterans Association, the Ministry of Labor, War Invalids and Social Affairs to collect statistics from localities with a total of 19,640 people. Specifically, there are 9,214 veterans, 3,306 youth volunteers, and 7,120 frontline laborers.

In addition, the Vietnam Fatherland Front has coordinated with the Party Executive Committee and the Trade Union of Vietnam Bank to mobilize cadres, party members and workers of the entire system nationwide to support one day's income with an amount of about 22 billion VND, this amount will basically meet the need for organizing gift giving and gratitude on the occasion of the 70th anniversary of Dien Bien Phu Victory.

Chairman Do Van Chien hopes that, from the success of the project to mobilize and support the construction of solidarity houses for poor households in Dien Bien province, the Standing member of the Secretariat and Head of the Central Steering Committee will continue to support the program "Eliminating temporary and dilapidated houses" nationwide. The launching ceremony will be organized by the Presidium of the Central Committee of the Vietnam Fatherland Front in coordination with the Central Emulation and Reward Council in mid-April 2024 and strive to be basically completed by December 31, 2025.

“With a large volume, the Vietnam Fatherland Front has planned to conduct the first preliminary review on the occasion of the 50th anniversary of the Liberation of the South, and organize the summary at the end of 2025. This is a practical project to welcome the 14th National Party Congress,” Chairman Do Van Chien informed and emphasized that the program requires the participation of the entire political system, a comprehensive approach to the entire population, and diversification of resources for it to be successful.

Commenting on the content of the activities of the 70th Anniversary of Dien Bien Phu Victory, Chairman Do Van Chien said that from practical experience working in the locality, it is necessary to establish an information center of Dien Bien province. In reality, these days, the number of visitors to Dien Bien is very large, so an information center is needed to solve unexpected problems, guide visitors to visit, pay tribute to heroes and martyrs; provide information about places of residence. Along with that, there needs to be a volunteer force, organize training to assist visitors. For works ensuring environmental sanitation for visitors, there must be mobile places, otherwise it will be very difficult...

Speaking at the meeting, Standing member of the Secretariat Truong Thi Mai acknowledged the great efforts of Dien Bien province in preparing necessary conditions for the celebration. In addition, the province has continued to lead and direct the implementation of socio-economic development and Party building tasks, achieving outstanding results.

Agreeing with the plan and program of the 70th Anniversary of Dien Bien Phu Victory to be held on May 7, 2024, Standing member of the Secretariat Truong Thi Mai requested that the advisory agencies develop a detailed and specific general scenario for the Anniversary, starting from the incense offering and flower offering ceremony... until the end of the Anniversary.

Emphasizing the special significance of the 70th Anniversary of Dien Bien Phu Victory and the commemorative activities to continue affirming the significance, great stature and great value of Dien Bien Phu Victory in the history of national construction and defense, Standing member of the Secretariat Truong Thi Mai requested that agencies and each individual wholeheartedly and wholeheartedly promote their responsibility and capacity to perform well the assigned tasks, ensuring the success of the Anniversary.
