Implementing the Notice of Conclusion of Prime Minister Pham Minh Chinh at the meeting of the Central Emulation and Reward Council (October 19, 2023), the People's Committee of Ha Tinh province has just issued a document urging emulation clusters/blocks; departments, branches, sectors and localities to well implement the requirements and tasks.

Specifically, emulation clusters and blocks of the province; provincial departments, branches and sectors; agencies and units of emulation blocks of the province; People's Committees of districts, cities and towns, according to their functions, tasks and scope of management, continue to promote dissemination, propaganda and implementation of patriotic emulation movements to complete the targets and tasks of 2023.

In particular, focusing on reviewing the emulation targets and tasks for socio-economic development of the province in 2023 and in the emulation movements: "The whole province joins hands to build Ha Tinh province to meet new rural standards"; "Ha Tinh for the poor - leaving no one behind"; "Promoting the development of synchronous and modern infrastructure and practicing thrift and fighting waste"; identifying low-achievement targets, inadequate and weak contents to have effective remedial measures, striving to achieve the highest results in implementing the targets and tasks in 2023, creating a premise for growth in the coming years.

Strive to compete and contribute to the successful implementation of targets and tasks in 2023.

Promote the dissemination of the Party's guidelines and policies, new legal regulations on emulation, rewards, and patriotic emulation movements to agencies, localities, units, cadres, civil servants, public employees, workers, and the People. Strengthen the dissemination and replication of good models, typical advanced models, good people, good deeds in patriotic emulation movements; regularly coordinate with information and communication agencies in discovering and disseminating collectives and individuals with outstanding achievements, typical examples in work, labor, and study associated with the effective implementation of patriotic emulation movements; celebrate major holidays of the homeland and country.

Prepare well the contents to organize the summary of emulation and reward work in 2023. Further promote the role and responsibility of leaders in discovering, praising, rewarding and proposing competent authorities to reward typical collectives and individuals, direct laborers, workers, farmers... Pay attention to rewarding collectives and individuals at the grassroots level, in particularly difficult areas, typical women, and disadvantaged people with the will to rise up in life. Proactively reward and propose to reward enterprises, businessmen; Vietnamese collectives and individuals abroad, foreign collectives and individuals who have made many contributions to socio-economic development in the area. The work of evaluating, honoring and rewarding must ensure publicity, transparency and comprehensiveness in all fields.

The Department of Home Affairs (Provincial Emulation and Reward Board) strengthens the State management of emulation and rewards; promptly reviews, advises on the development, amendment and supplementation of legal documents of the province on the field of emulation and rewards (Emulation and Reward Regulations; Regulations on considering and honoring typical enterprises and entrepreneurs...) in accordance with the Law on Emulation and Rewards 2022 to organize implementation after the law comes into effect.

Coordinate and urge agencies, units and localities to advise on the effective implementation of the emulation movements: "The whole province joins hands to build Ha Tinh province to meet new rural standards"; "Ha Tinh for the poor - leaving no one behind"; "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste" and Decision No. 1315/QD-TTg dated November 9, 2023 of the Prime Minister on promulgating the Plan to organize the emulation movement "The whole country competes to build a learning society, promoting lifelong learning in the period 2023 - 2030".

Promote administrative procedure reform and digital transformation in the field of emulation and rewards. Strengthen professional guidance, urge, inspect and supervise the implementation of emulation movements and rewards at agencies, units and localities to improve the quality of activities of the Emulation and Reward Councils at all levels and sectors; further promote the role and responsibility of Council members in advising Party committees and authorities at all levels in emulation and rewards.

The Department of Education and Training shall preside over and coordinate with the Department of Home Affairs (Provincial Emulation and Reward Board), the Provincial Association for Promotion of Education and related units to develop a Plan to organize and implement Decision No. 1315/QD-TTg dated November 9, 2023 of the Prime Minister on promulgating the Plan to organize the emulation movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023 - 2030", report to the Provincial People's Committee before December 15, 2023 (according to the direction of the Provincial People's Committee in Document No. 6443/UBND-VX ₁ dated November 15, 2023)...
