Successfully and comprehensively implement the Resolution of the 13th National Party Congress

(Speech by General Secretary Nguyen Phu Trong summarizing the mid-term conference of the 13th Party Central Committee - Hanoi, May 17, 2023)

Dear Central Committee,

Dear conference attendees,

After two and a half days of urgent, serious and responsible work, our 13th Central Committee's mid-term meeting has been a great success. The Central Committee highly appreciated the preparation and agreed with the contents stated in the Report reviewing the leadership and direction of the Politburo and the Secretariat since the 13th National Party Congress and believed that the review by the Politburo and the Secretariat as a whole and individually had been prepared very seriously, thoughtfully, methodically, receptively and with deep self-criticism; the review and comments took place in an atmosphere of frankness, sincerity and high responsibility.

Now, on behalf of the Politburo and the Secretariat, I would like to summarize the main results of this conference of special importance.

I- LOOKING BACK AT THE FIRST HALF OF THE XIII TERM

The Central Executive Committee highly agreed that: Since the 13th Congress, the world and regional situation has undergone many rapid, complex, and unpredictable developments; new difficulties and challenges have emerged, becoming more severe and severe than forecast, as well as compared to the same period of some recent terms.

The Covid-19 pandemic has been prolonged, causing serious consequences; strategic competition between major countries is increasingly fierce; the Russia-Ukraine conflict is complicated; most supply chains are broken; inflation is high, countries are tightening monetary policies, raising interest rates, leading to a decline in growth and increased risks in international financial, monetary and real estate markets; traditional and non-traditional security challenges; climate change, natural disasters, earthquakes, etc. are occurring with higher frequency, causing serious consequences in many countries and regions; deeply affecting political, economic and social security on a global scale.

Domestically, under the impact of the world situation and the severe consequences of the Covid-19 pandemic, climate change, natural disasters, storms and floods,... our country's socio-economy is facing many great, very severe and severe difficulties and challenges; most sectors and fields are seriously affected; we must both focus on solving newly arising complex problems and deal with weaknesses and backlogs left over from many years ago. Meanwhile, bad, hostile and reactionary forces continue to take advantage of this situation to promote the implementation of the "peaceful evolution" strategy, promote "self-evolution" and "self-transformation" within us, aiming to sabotage our Party, State and regime.

In that context, with high will and determination and the spirit of "First support, then support", "One call, all respond", "Unanimity from top to bottom", "Consistency across the board", the Central Executive Committee, the Politburo and the Secretariat have led, directed and deployed the implementation of the Resolution of the 13th National Party Congress in a drastic, synchronous and effective manner. Our Party and our Country have steadfastly overcome all difficulties and challenges, continuing to achieve important, quite comprehensive and commendable results in many fields. Notably:

1. On socio-economic issues: We have basically achieved the goals and tasks: Focusing on disease prevention, control and control; promoting socio-economic recovery and development; building an independent and self-reliant economy associated with proactive, active and deep international integration. Up to now, the Covid-19 epidemic and other epidemics have been basically controlled; social life and production and business activities have returned to relatively normal.

In the context of the global economic and trade situation declining, with many risks, our country's economy continues to grow quite well. The International Monetary Fund (IMF) has commented: Vietnam is a bright spot "in the gray picture" of the global economy. Economic growth in 2021 reached 2.56%, while many economies in the world experienced negative growth; economic growth in 2022 reached 8.02%, much higher than the plan of 6-6.5%, and a high increase compared to countries in the region and the world; GDP growth in the first quarter of 2023, although only reached 3.2% over the same period, but according to forecasts of many international organizations, Vietnam can still reach from 6 to 6.5% for the whole year. Important indicators of state budget revenue and total social investment capital still increased; Total import-export turnover, trade balance,... all reached and exceeded the set plan.

In particular, the macro economy remains basically stable; inflation is controlled at 4%; major balances of the economy are generally guaranteed; the financial and monetary market remains basically stable. Many long-standing problems, especially the handling of weak commercial banks; enterprises and projects with slow progress and low efficiency have been focused on resolving, initially achieving positive results.

In particular, a very important new point of this term is that we have issued and directed the very successful organization of National Conferences to thoroughly grasp and implement the new resolutions of the Politburo on socio-economic development, ensuring national defense and security in all 6 socio-economic regions of the country, actively contributing to the successful implementation of the innovation policy of the 13th National Party Congress on regional development - an issue of strategic significance, very important, both in theory and practice, in the rapid and sustainable development of the regions in particular and the whole country in general.

In the midst of difficulties, the cultural and social sectors continue to receive attention, care, investment and development, achieving many important and clear results. The first National Cultural Conference was held very successfully, creating a new source of vitality and new momentum for the cause of building and reviving an advanced Vietnamese culture imbued with national identity, which has been widely welcomed, agreed upon and highly supported by public opinion throughout the country.

Thereby, all levels, sectors and the entire political system have increasingly had a more correct perception and acted more positively and effectively on the issue of cultural and social development in accordance with the spirit of the Resolution of the 13th National Party Congress: Comprehensive and synchronous economic and social development; closely and harmoniously combining economic development with cultural and social development; implementing social progress and equity in every policy and every step.

The results are: Social security is guaranteed; people's lives are improved; social policies have been promptly implemented, especially policies for people with revolutionary contributions; social protection policies and policies and measures to support businesses, workers, and people in remote areas with difficult circumstances and severely affected by the Covid-19 pandemic. In particular, in the prevention and fight against the Covid-19 pandemic, the heroic, patriotic tradition, "loving others as you love yourself" of our nation and the superiority of our regime have been promoted to a new level (disbursed 104 trillion VND, supporting nearly 58 million people, workers and 1.4 million employers).

2. Regarding national defense, security, and foreign affairs: The Central Executive Committee, the Politburo, and the Secretariat have continued to pay attention to leading and directing the fields of national defense, security, and foreign affairs; gradually perfecting and developing the Party's theoretical thinking, policies, and guidelines on building and organizing the implementation of the Fatherland Protection Strategy in the direction of: Strengthening the people's hearts and minds; proactively and promptly detecting, preventing, and repelling the risks of war and conflict; protecting the Fatherland early and from afar; and defending the country when it is not yet in danger.

Continue to consolidate and strengthen national defense and security; maintain a peaceful and stable environment for national development. Flexibly, balanced and harmoniously handle relations with neighboring countries, major countries, countries in the region as well as complicated situations at sea and on the border. Ensure political security, order, social safety, security and safety for important political events of the country. Proactively and actively fight and refute false and distorted arguments of hostile and reactionary forces. Foreign affairs and international integration activities continue to be expanded and achieve many important results; continue to consolidate and enhance the position and prestige of our country in the international arena.

The first national foreign affairs conference to implement the Resolution of the 13th National Party Congress thoroughly grasped, raised awareness, and unified action in inheriting and promoting the strength of the very special and unique foreign affairs and diplomacy school of the Ho Chi Minh era, imbued with the identity of the "Vietnamese bamboo tree", "firm roots, strong trunk, flexible branches"; imbued with the soul, character and spirit of the Vietnamese people: Soft, clever, but very resilient. The success of the visits and phone calls of Party and State leaders, especially the visits to China, the permanent members of the United Nations Security Council, neighboring countries, and countries in the region, is a testament to the success of foreign affairs activities in recent times.

3. On building the Socialist Republic of Vietnam and the great national unity bloc: We have successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in the context of the complicated and very serious developments of the Covid-19 pandemic, ensuring democracy, equality, legality, safety, and economy, truly a festival for all people. On that basis, the 15th National Assembly and Government have promptly completed the organizational apparatus and personnel of leadership positions of state agencies for the 2021-2026 term at the central and local levels, meeting the requirements and tasks in the new period.

Resolution of the 13th Central Committee, Session 6, "On continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period" has set out viewpoints, guiding thoughts, tasks, and appropriate solutions to realize the goal: "Perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people, led by the Communist Party of Vietnam; having a complete legal system, strictly and consistently implemented; upholding the Constitution and laws; respecting, ensuring and effectively protecting human rights and citizens' rights; state power is unified, clearly assigned, closely coordinated, decentralized, delegated and effectively controlled; professional, rule-of-law, modern administration and judiciary; a streamlined, clean, effective and efficient state apparatus; a contingent of cadres, civil servants and public employees with adequate qualities and capacity, truly honest and professional; modern and effective national governance, meeting the requirements of national development. "Fast, sustainable, becoming a developed, high-income country with socialist orientation by 2045".

In particular, the national conferences to implement the Resolution of the 13th National Congress of the National Assembly, the 15th Government and the blocs such as: Internal Affairs, Vietnam Fatherland Front, National Defense, Security, Foreign Affairs, Anti-corruption, Negativity, etc. were organized very synchronously, methodically and successfully right from the beginning of the term, which soon provided clear and correct directions for continuing to innovate, build and perfect the Vietnamese socialist rule-of-law State and consolidate and strengthen the great national unity bloc.

With 8 sessions, including 4 extraordinary sessions, the National Assembly discussed and approved 16 draft laws and 84 resolutions; the National Assembly Standing Committee passed 4 ordinances and 29 resolutions. The Government and authorities at all levels continued to promote administrative reforms, especially administrative procedure reform, building the government and e-government; resolutely directed and successfully implemented the program of disease prevention, control and control and promoted socio-economic recovery and development. The system of judicial agencies has made many efforts to promote judicial reforms; continued to improve the quality, effectiveness and efficiency of judicial activities, and fight against corruption and negativity. The activities of the Vietnam Fatherland Front and socio-political organizations have been promoted, contributing significantly to strengthening social consensus and promoting the strength of great national unity.

4. Regarding the fight against corruption and negativity: The Politburo and the Secretariat always closely follow the viewpoints, guiding thoughts, goals and tasks on the work of preventing and combating corruption and negativity stated in the Documents of the 13th National Party Congress to concretize them into annual, quarterly, monthly and weekly work programs and lead and direct Party committees and organizations at all levels to implement them, achieving many important results.

There have been many positive innovations in this field of work such as: Issuing new regulations on functions, tasks, powers, working regimes, and working relationships of the Central Steering Committee on anti-corruption and anti-negativity, which have supplemented and expanded the functions and tasks of the Steering Committee, including directing anti-corruption and anti-negativity, focusing on preventing and combating ideological, moral, and lifestyle degradation among cadres and party members, considering this the root of all problems.

At the same time, direct the effective implementation of the Project to establish Provincial Steering Committees on preventing and combating corruption and negativity in all 63 provinces and centrally-run cities, with initial good results, gradually overcoming the previous situation of "hot above, cold below"; promulgate regulations on controlling the power to prevent and combat corruption and negativity in investigation, prosecution, trial, and execution of judgments; in inspection, supervision, and enforcement of party discipline; in inspection and auditing activities and many other important documents related to internal affairs, preventing and combating corruption and negativity...

At the same time, the work of building and perfecting institutions and policies on socio-economic management and preventing and combating corruption and negativity has also been focused on and promoted to gradually move towards: "not daring", "not able", "not wanting", "not needing" corruption. The improvement of the organizational apparatus, cadres, administrative reform, ensuring publicity and transparency; improving the quality, efficiency of operations and coordination between agencies and functional units to prevent and combat corruption and negativity and information, propaganda and education on preventing and combating corruption and negativity have also made much progress.

Up to now, it can be affirmed that never before has the fight against corruption and negativity in our country been directed in such a strong, systematic, synchronous, drastic, and clearly effective manner as in recent times; leaving a prominent mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in our Party, State and regime.

The work of detecting and handling corruption has been directed and implemented in a methodical, synchronous, drastic and effective manner, creating a breakthrough in the work of preventing and combating corruption and negativity; affirming the very high determination of our Party, State and people in the fight against corruption and negativity, and "there are no forbidden zones, no exceptions, regardless of who the person is; and not subject to pressure from any organization or individual".

5. Regarding Party building and rectification: We have also created very positive changes, with many outstanding marks in the more harmonious and smooth combination between "building" and "fighting", more comprehensively in all aspects of Party building work. In particular, cadre work continues to be given more importance, more appropriately with its position and role as the "key of the key"; there are many new ways of doing things, regulations, higher efficiency, closely linked with the work of Party building and rectification in general; resolutely prevent, repel and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifested "self-evolution", "self-transformation", regardless of who they are; there are no forbidden areas, no exceptions.

Up to now, the Central Executive Committee, the Politburo, and the Secretariat have considered removing from office, suspending work, retiring, and assigning other jobs to 14 cadres under the Central management; localities have also arranged work and implemented policies for 22 cadres after being disciplined in accordance with the Party's policy on "some in, some out; some up, some down"; demonstrating a resolute, exemplary, strict, and humane spirit, which has an educational, alerting, warning, and deterrent effect on cadres, civil servants, and party members; at the same time, they have urgently directed the completion of replacement leadership personnel, which has been highly appreciated and agreed upon by public opinion among cadres, party members, and the people. The quality of grassroots party organizations and party members has also been gradually improved, on the basis of strictly implementing the Party's regulations, especially the Conclusion of the 4th Central Conference of the 13th tenure on this issue.

The Party's inspection, supervision and discipline work continues to be innovated and strengthened on the basis of issuing quality regulations and seriously and synchronously implementing many new Party regulations, contributing to building a clean and strong Party and political system; restraining, preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; corruption, "group interests", "term thinking"; "individualism", "power degeneration" among a significant number of cadres and Party members; at the same time, improving the Party's leadership capacity and fighting strength, strengthening solidarity and unity within the Party, consolidating people's trust, maintaining political stability, order and discipline, promoting the country's socio-economic development."

“The main results and achievements since the beginning of the term, as mentioned above, have many causes, both objective and subjective, but the most important is the great success of the 13th National Party Congress with policies and guidelines that have been proven correct and appropriate by reality over time; the firm and wise leadership and direction of the Central Executive Committee, the Politburo, the Secretariat and Party committees and organizations at all levels in implementing the Resolution of the 13th National Party Congress, promptly and effectively handling many new issues arising in practice; the sharp, drastic and effective management and administration of the Government, the Prime Minister and authorities at all levels; the efforts to synchronously and effectively innovate the content and methods of operation of the National Assembly and People's Councils at all levels; the solidarity, unity, synchronous and harmonious coordination of the entire political system; promoting the tradition of patriotism and the strength of great national unity; the efforts of the contingent of cadres, civil servants and public employees; cadres and party members; the people's spirit of active, creative and responsible work; the trust, consensus and support of the international community.

However, in addition to the advantages and achievements, we must also admit that there are still some limitations and shortcomings, such as: Leadership and direction in the work of grasping the situation; strategic research, theoretical research, and summarizing practical experiences are present, and sometimes do not meet the requirements of practice. The work of combating and refuting erroneous and hostile viewpoints in cyberspace is sometimes and in some places not timely, not strong, and not very effective.

Leading and directing the removal of difficulties and obstacles to effectively mobilize and use all resources for economic development; organizing the implementation of some policies to restore and develop the socio-economy, which are sometimes and in some places slow. Leading and directing the work of administrative reform, management, and use of payrolls are still limited and ineffective; the work of building and perfecting laws and policies has not met requirements. The degradation of political ideology, ethics, lifestyle, shirking, avoiding responsibility, and even fear of responsibility of a large number of cadres and party members is still a very worrying issue, with complicated developments, and cannot be subjective or negligent. Some senior leaders, leaders, and managers at all levels accept political responsibility, and if there are violations, they must be handled according to Party regulations and State laws.

From the leadership and direction in the first half of the XIII term, we can draw some lessons on innovation in leadership methods, working styles and manners as follows:

Firstly , we must always grasp and strictly comply with the Party Platform, Party Statutes, Working Regulations and the Party's guidelines and policies; the laws and policies of the State. We must strictly implement the Party's organizational and operational principles, especially the principles of democratic centralism; solidarity and unity; be steadfast, consistent, and uphold principles in the face of new difficulties and challenges. For major, difficult, complicated, important, urgent, sensitive, unprecedented issues with many different opinions, we must bring them to meetings and discuss them democratically and frankly; consider them carefully and thoroughly to make timely, correct, accurate, and appropriate decisions in accordance with the situation.

Second , we must closely follow the entire working program of the Central Executive Committee, the Politburo, and the Secretariat to develop and implement the annual, quarterly, monthly, and weekly working programs according to plan; at the same time, we must be sensitive, flexible, and promptly adjust and supplement the working program with important, complex, and newly arising tasks in various fields to promptly and effectively lead and direct all activities in social life.

It is necessary to continue promoting the new points in the 13th term, that is: The Politburo and the Secretariat have directed the organization of many national cadre conferences (in person, online) to deploy, quickly and synchronously grasp the Resolution of the 13th National Party Congress, the resolutions of the Central Committee and the Politburo comprehensively in all sectors, fields, and localities, both vertically and horizontally; unifying from the Central to the local level and between localities in regions and areas.

Monthly, or when necessary, key leaders meet to grasp the comprehensive, specific, and substantive situation; exchange, discuss, and unify viewpoints, policies, and directions on major, important, and urgent issues of the Party and the Country; urge and promptly resolve difficulties and obstacles, in order to accelerate the progress and effectiveness of the proposed work.

After each meeting, conclusions were issued, clearly assigning responsibilities for implementation on each issue; contributing significantly to consistent, unified, timely, tight, synchronous, and smooth leadership, direction, and administration, especially in the context of having to prevent and fight the Covid-19 pandemic and handle recent complicated situations; overcoming overlaps and duplications in leadership, direction, and administration; creating solidarity, unity of will and action among key leaders; creating a spread to the Politburo, the Secretariat, the Central Executive Committee, and the entire political system.

Third , focus on prioritizing the synchronous and higher-quality promulgation of the legal system, regulations, statutes, and working procedures to seriously and consistently implement them throughout the Party and the entire political system; innovate and improve the quality of the implementation of the Resolution of the 13th National Party Congress; have close and smooth coordination, high determination, great efforts of the entire political system, and the solidarity of the entire Party, people, and army in accordance with the spirit of "Proactively supporting and supporting", "One call, all respond", "Unanimity from top to bottom", "Consistency across the board".

Fourth , the Politburo, the Secretariat and each member of the Politburo and the Secretariat must set an example in more strictly implementing the regulations and working regimes; operate on the basis of the Working Regulations, the Work Program for the entire term and annually. Carefully prepare the content and agenda of meetings; arrange the content scientifically and methodically; the time is relatively reasonable; each meeting session solves many problems; promotes collective intelligence, enhances individual responsibility, discusses democratically, carefully and thoroughly; quickly and promptly documents the conclusions of the meeting.

The division of work and decentralization in handling work between the Politburo and the Secretariat, between the Politburo and the Secretariat and individual Politburo and Secretariat members in charge of each field, and the leadership relationship between the Politburo and the Secretariat and the Party delegations, Party executive committees, and Party committees directly under the Central Committee must also be clear and specific. The Politburo and the Secretariat handle work within their authority; promptly and fully report to the Party Central Committee on important issues before making decisions and on work the Politburo has handled between two Central Committee conferences.

Fifth , each member of the Politburo and the Secretariat needs to promote the spirit of setting an example, regularly cultivate, train, and improve revolutionary ethics; seriously self-examine, self-correct, self-criticize, and criticize; maintain discipline, order, and voluntarily assume political responsibility in the areas under his/her charge; resolutely fight against individualism and other negative manifestations; maintain internal solidarity; be steadfast in ideology and politics, and have correct viewpoints; be exemplary in ethics and lifestyle in work, in the lives of oneself, one's family, and relatives. Do your best to avoid the situation of "Your own feet are still covered in dirt; yet you hold a torch to rub other people's feet!"

II- ON ORIENTATIONS AND KEY TASKS FROM NOW UNTIL THE END OF THE TERM OF THE XIII CONGRESS

Forecasting the world and domestic situation from now until the end of the term, in addition to opportunities and advantages, there will also be many difficulties and major challenges. In the world, strategic competition, economic competition, trade war continue to be fierce; disputes over sovereignty of seas and islands are complicated; the military conflict between Russia and Ukraine and the sanctions of the US and the West against Russia may continue, affecting geopolitics, geo-economics, energy security and global supply chains; science - technology and the Fourth Industrial Revolution are developing strongly, creating both new opportunities and challenges for all countries and peoples; climate change, natural disasters, epidemics and traditional and non-traditional security issues are increasingly having strong and multi-faceted impacts, which can seriously threaten the stability and sustainability of the world, the region and our country...

Domestically, we are still facing many difficulties and major challenges: To achieve the GDP growth target of 6.5% in the 5-year period of 2021-2025 as set out at the beginning of the term, the average growth rate for the 3 years of 2023-2025 must reach about 7.3%; this is a very high level, requiring us to have great determination and great efforts to achieve. The financial and monetary markets, especially the real estate market, the stock market, and corporate bonds, will develop very complicatedly, with many potential risks. The liquidity of some commercial banks is weak and large enterprises and projects will face many difficulties.

Bank interest rates remain high, inflationary pressure remains high. Production and business activities in some industries and sectors tend to decline; the number of enterprises withdrawing from the market is increasing; many enterprises have to reduce staff, reduce working hours, and lay off workers; workers' lives face many difficulties. Disbursement of public investment capital has not met requirements. Newly registered foreign investment capital, additional registration or capital contribution, and share purchase have decreased. The growth rate of state budget revenue has shown signs of decline; bad debts in banks and state tax debts tend to increase; ensuring economic security, network security, social order and safety, caring for and protecting people's health, etc. are still major problems with many difficulties and challenges that need to be overcome.

The organization of law and policy implementation and public service execution is still a weak link; discipline and order in many places are not strict, there is even a phenomenon of avoiding and shirking responsibility; whatever is beneficial is brought back to the agency, unit and individual; whatever is difficult is pushed out to society, to other agencies, other people...

The above situation requires us to absolutely not be subjective, complacent, too enamored with the results and achievements that have been achieved, nor too pessimistic, wavering in the face of difficulties and challenges; on the contrary, we need to be extremely calm, clear-headed, make good use of the results and lessons learned, overcome the limitations and weaknesses that still exist, especially from the beginning of the 13th term until now, to continue to promote innovation, strive, seize every opportunity and advantage; overcome all difficulties and challenges, to successfully implement the programs, plans, goals and tasks set for the second half of the 13th term. Focus on prioritizing the implementation of the following key tasks:

“ First , on economic development: It is necessary to continue to thoroughly grasp and strictly and well implement the Party's guidelines and policies and the State's laws and policies on rapid and sustainable development. Focus on consolidating and strengthening the macroeconomic foundation, controlling inflation, improving the internal capacity and autonomy of the economy on the basis of sanitizing and maintaining the stable and safe development of the system of credit institutions, the monetary market, the real estate market, the stock market, and corporate bonds.

Focus on prioritizing the improvement of the investment and business environment; effectively resolve the difficulties, limitations, and weaknesses, both short-term and long-term, of the economy to maintain the momentum of recovery, rapid and sustainable growth, and more substantial; create stronger changes in implementing strategic breakthroughs, restructuring the economy associated with growth model innovation; improve productivity, quality, efficiency, and competitiveness of the economy. Promote national digital transformation, develop digital economy, digital society, green economy, circular economy, etc. associated with strengthening resource management and environmental protection.

Second , on cultural and social development: We need to pay more attention to the task of cultural and social development, in harmony and on par with economic development; ensure social security and welfare; constantly improve the material and spiritual life of the people. Effectively implement policies to support people, unemployed workers and businesses facing difficulties.

Caring for the lives of people with revolutionary contributions and people in difficult circumstances; building new rural areas and civilized urban areas, associated with preserving and promoting rural and urban cultural values and identities, creating jobs and sustainable poverty reduction; prioritizing the allocation of resources to implement programs, projects and policies for ethnic minorities and mountainous, remote, border and island areas. Continuing to do better in disease prevention and control; improving the quality of medical examination and treatment, health care and protection for people; ensuring food hygiene and safety. Improving the effectiveness of cultural institutions, especially in industrial parks and new urban areas; preserving and promoting good heritage and cultural values. Building a healthy cultural lifestyle; preventing moral and lifestyle degradation and paying more attention to preventing and combating domestic violence, child abuse and social evils.

Third , on national defense, security and foreign affairs: It is necessary to continue to consolidate and strengthen national defense and security potential; maintain political stability, social order and safety; improve the effectiveness of foreign affairs and international integration. Proactively prevent and resolutely fight to defeat all sabotage plots of hostile and reactionary forces; absolutely do not be passive or surprised in any situation. Synchronously implement solutions to ensure political security, social order and safety; actively fight against all types of crimes and social evils; implement solutions to ensure network security, traffic safety, fire and explosion prevention and control.

Organize foreign affairs activities well, especially high-level foreign affairs; proactively, actively, deepen and make more substantial relations with partners; promote multilateral foreign affairs; maintain a foreign policy of independence, self-reliance, peace, cooperation and development; multilateralize and diversify international relations; proactively and actively integrate deeply into the world, taking national and ethnic interests as the top priority. Effectively implement signed trade agreements, making the most of the benefits that these agreements can bring.

Fourth , on Party and political system building: It is necessary to continue to promote and improve the work of building and rectifying the Party and the political system to be truly clean and strong, especially the system of legislative, executive and judicial agencies from the central to local levels. Building a truly clean, honest, strong Government and local authorities that operate effectively and efficiently.

Specifically, there must be a program and plan to seriously, vigorously and effectively implement the Resolutions and Conclusions of the Central Committee on this issue, especially the Resolution of the 12th Central Committee, Session 4 and the Conclusion of the 13th Central Committee, Session 4 on promoting Party building and rectification and the political system; resolutely prevent, repel and strictly handle cadres and Party members who have degraded in political ideology, ethics and lifestyle, showing signs of "self-evolution" and "self-transformation", associated with studying and following Ho Chi Minh's ideology, ethics and lifestyle.

Do better in personnel work to select and arrange the right people who are truly virtuous, talented, honest, and dedicated; who truly serve the country and the people into leadership positions of the state apparatus. Resolutely fight to eliminate from the ranks those who fall into corruption and depravity; oppose all manifestations of seeking positions, power, localism, preferential recruitment of unqualified relatives and family members. Promote democracy, raise the sense of responsibility, set an example; the spirit of serving the people of cadres, civil servants, and public employees. Have mechanisms and policies to encourage and protect those who are dynamic, creative, dare to think, dare to do, and dare to take responsibility. Tighten discipline and order; regularly inspect and urge, create strong changes in the performance of public duties; improve the ethics, culture, and professionalism of cadres, civil servants, and public employees. Persistently and resolutely fight against corruption and negativity, associated with promoting the building and improvement of laws, mechanisms and policies so that "corruption cannot, does not dare, does not want".

At the same time, we need to rectify and fight against the idea of retreating, and the fear that if we fight against corruption and negativity too strongly, it will hinder development, discourage us, cause us to "hold back", "defend", "cover up", keep "safe", avoid and shirk responsibility in a certain group of cadres and civil servants, especially leaders and managers at all levels.

Oh, I have said it many times; now I will repeat: Those who have that mindset, please stand aside and let others do it! All of us, especially those who directly do organizational and personnel work, must have strong will and determination, a pure heart, and a discerning eye. Don't "see a chicken as a country"!; "don't see red and think it's ripe"!

Fifth , regarding preparations for party congresses at all levels, towards the 14th National Congress of the Party: From the results and experience of organizing the vote of confidence of the Central Executive Committee for the members of the Politburo and Secretariat at this mid-term Central Conference, we need to focus on leading and directing the organization to effectively implement the vote of confidence for leadership and management positions in the political system; develop a plan for leaders at all levels, especially the plan for the 14th Central Executive Committee, Politburo, and Secretariat for the 2026-2031 term; prepare for party congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party.

At the same time, urgently and seriously summarize theoretical and practical issues over 40 years of renovation, focusing on the last 10 years; establish sub-committees to prepare for the 14th National Party Congress so that these sub-committees, especially the Documents Sub-committee and the Personnel Sub-committee, can soon come into operation, meeting the set goals and requirements.

With the results, achievements and experiences accumulated and drawn from the beginning of the term until now, I believe and sincerely hope that, after this Conference, with new confidence, new spirit, new motivation, our entire Party, people and army will continue to unite, strive with greater determination and effort; be more proactive and creative to wisely grasp all opportunities and advantages; firmly overcome all difficulties and challenges; successfully complete the goals and tasks set for the entire 13th term, contributing to building our beloved Country to become increasingly developed and prosperous; more and more dignified and beautiful, as beloved Uncle Ho always expected.
