Building a strong and comprehensive Vietnam Trade Union, a reliable support for workers, and a solid political and social foundation for the Party and State, is one of the important goals set forth in the 13th Congress of the Vietnam Trade Union, for the term 2023-2028.
Continue to innovate vigorously and in depth.
The 13th Congress of the Vietnam Trade Union took place from December 1-3, 2023 at the National Convention Center ( Hanoi ). Through 10 thematic forums and 10 discussion centers, delegates engaged in lively and responsible discussions on the results of trade union activities during the 2018-2023 term; and determined the overall goals of the workers' movement and trade union activities for the 2023-2028 term.
With continuous innovation in content and methods of operation, trade unions at all levels continue to affirm their solid role and position in the hearts of union members and workers, especially during the time when workers nationwide are battling the Covid-19 pandemic. The organizational structure of trade unions is increasingly perfected; the quality of trade union officials is gradually improved. Across all fields, many exemplary advanced individuals and workers have emerged, leading the way and achieving success in labor, production, and business...
Looking ahead, in the context of trade unions facing many difficulties and workers also encountering many challenges regarding employment, income, and living conditions, the 13th Congress of the Vietnam Trade Union has set the goal of reforming the organization and activities of trade unions, building a strong and comprehensive Vietnam Trade Union, focusing on effectively performing its functions and tasks, meeting the requirements of the new situation, with the focus on representing, caring for, and protecting the legitimate rights and interests of union members and workers; actively and proactively participating in state management and socio-economic management. Improving the organizational model, attracting and gathering a large number of workers to join the trade union; building a team of trade union officials with intelligence, courage, dedication, responsibility, prestige, and good working methods. Innovating and strengthening propaganda and mobilization work, enhancing the political acumen, educational level, professional skills, industrial work style, labor discipline, and legal awareness of union members and workers; To build a modern, strong working class that contributes to realizing the aspiration for a prosperous and happy nation.
By the end of the term, leading up to the 100th anniversary of its founding, the Vietnam Trade Union will be comprehensively strong, a reliable support for workers, and a solid political and social foundation for our Party and State.
At the same time, the congress identified 10 groups of targets to strive for, including 7 annual targets and 3 targets for the term.
Ensuring the best interests of workers.
With the motto "Innovation - Democracy - Unity - Development," the congress identified three breakthroughs for the term: strengthening dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest periods, and occupational safety and health; concentrating on developing union membership and establishing grassroots trade unions in non-state-owned enterprises; and building a team of grassroots trade union chairpersons capable of meeting the requirements of the task, especially chairpersons of trade unions in non-state-owned enterprises.
To realize these goals, the congress outlined eight groups of tasks and solutions: focusing on better fulfilling the role of representing, caring for, and protecting the legitimate rights and interests of union members and workers, contributing to improving their material and spiritual lives; enhancing the effectiveness of propaganda and mobilization; innovating the organization of patriotic emulation movements; building a strong trade union organization; attracting and gathering a large number of workers to join the Vietnam Trade Union; participating in building a modern and strong working class, and building a clean and strong Party, State, and political system; focusing on establishing women's committees at the grassroots level, especially mass women's committees in non-state-owned enterprises; strengthening foreign relations and expanding international cooperation; and building a sufficiently strong financial source to effectively carry out the tasks of the trade union organization. Innovate trade union working methods towards a scientific approach, closer to the grassroots, strongly applying information technology, with higher-level trade unions serving lower-level trade unions.
Deeply aware of the mission and heavy responsibilities entrusted by the Party and union members and workers nationwide, the congress affirmed the determination of all levels of trade unions and all trade union officials to strive for self-improvement, seize opportunities, overcome all difficulties and challenges, and proactively innovate in organization and activities.
At the same time, the congress called on trade union officials, members, and workers nationwide to unite, uphold a sense of responsibility, innovate, promote self-reliance and self-improvement, and resolutely overcome all difficulties and challenges to successfully implement the Resolution of the 13th National Congress of the Vietnam Trade Union, contributing to the realization of the goal of building a prosperous and happy country, striving to become a developed country with a socialist orientation by the middle of the 21st century.
The Congress unanimously agreed that the number of members of the Executive Committee of the Vietnam General Confederation of Labor for the 13th term, 2023-2028, would be 177, with 168 elected at the Congress. Comrade Nguyen Dinh Khang, Member of the Central Executive Committee of the Party, Secretary of the Party Committee of the Vietnam General Confederation of Labor for the 12th term, was elected Chairman of the Vietnam General Confederation of Labor for the 13th term, along with 5 Vice-Chairmen of the General Confederation for the 13th term.
