Building a strong and comprehensive Vietnam Trade Union, a reliable support for workers, a solid political and social foundation of our Party and State. This is one of the important goals identified in the 13th Congress of Vietnam Trade Union, term 2023 - 2028.
Continue to innovate strongly and go into depth
The 13th Congress of the Vietnam General Confederation of Labor, taking place from December 1-3, 2023 at the National Convention Center (Hanoi). Through 10 thematic forums and 10 discussion centers at the congress, delegates discussed enthusiastically and responsibly the results of trade union activities for the 2018-2023 term; determined the general goals of the workers, civil servants, and laborers (CNVCLĐ) movement and trade union activities for the 2023-2028 term.
By constantly innovating the content and methods of operation, trade unions at all levels continue to affirm their role and solid position in the hearts of union members and workers, especially at a time when workers nationwide are struggling with the Covid-19 pandemic. The organizational model of the trade union is increasingly being improved; the quality of the trade union staff is gradually being improved. In all fields, many typical examples of advanced workers have emerged, leading and successful in labor, production, business, etc.
Looking forward, in the context of trade unions facing many difficulties and workers also facing many challenges in terms of employment, income and life. The 13th Congress of the Vietnam Trade Union has set the goal of innovating the organization and operation of trade unions, building a strong and comprehensive Vietnam Trade Union, focusing on performing well its functions and tasks, meeting the requirements of the new situation, focusing on representing, caring for and protecting the legitimate and legal rights and interests of union members and workers; actively and proactively participating in state management and socio-economic management. Perfecting the organizational model, attracting and gathering a large number of workers to join the trade union; building a team of union officials with intelligence, courage, enthusiasm, responsibility, prestige and good working methods. Innovating and strengthening propaganda and mobilization work, improving the political capacity, educational level, professional skills, industrial style, labor discipline, and legal awareness of union members and workers; Building a modern, strong working class, contributing to realizing the aspiration to develop a prosperous and happy country.
By the end of the term, towards the 100th anniversary of its founding, the Vietnam Trade Union will be strong in all aspects, a reliable support for workers, and a solid political and social foundation of our Party and State.
At the same time, the congress identified 10 groups of targets to strive for, including 7 annual targets and 3 term targets.
Ensure the highest benefits for employees
With the motto "Innovation - Democracy - Solidarity - Development", the congress identified 3 breakthroughs in the term, which are to promote dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene. Focus on developing union members and establishing grassroots unions in non-state enterprises. Build a team of grassroots union chairmen to meet the requirements of the task, especially union chairmen in non-state enterprises.
To realize the goals, the congress proposed 8 groups of tasks and solutions, focusing on better performing the tasks of representing, caring for, and protecting the legitimate and legal rights and interests, contributing to improving the material and spiritual life of union members and workers. Improving the effectiveness of propaganda and mobilization work; innovating the organization of patriotic emulation movements. Building a strong trade union organization; attracting and gathering a large number of workers to join the Vietnam Trade Union. Participating in building a modern and strong working class, building a clean and strong Party, State, and political system. Along with that, focusing on establishing the Women's Union of the Trade Union, especially the Women's Union of the mass sector in non-state enterprises. Promoting foreign affairs, expanding international cooperation. Building a strong enough financial resource to perform well the tasks of the trade union organization. Innovate the method of trade union activities in a scientific direction, close to the grassroots, strongly apply information technology, the upper-level trade union serves the lower-level trade union.
Deeply aware of the mission and heavy responsibility assigned by the Party and union members, workers and employees nationwide, the congress affirmed the determination of all levels of trade unions and all union officials to strive to train, take advantage of opportunities, overcome all difficulties and challenges, and proactively innovate organization and activities.
At the same time, the congress called on trade union officials, union members and workers nationwide to unite, uphold the spirit of responsibility, innovate and create, promote the will of self-reliance, determination to overcome all difficulties and challenges, organize and successfully implement the Resolution of the 13th Congress of the Vietnam Trade Union, contributing to realizing the goal of building a prosperous and happy country, striving to make our country a developed country with a socialist orientation by the middle of the 21st century.
The congress agreed on the number of members of the Executive Committee of the Vietnam General Confederation of Labor, term XIII, 2023 - 2028, at 177 comrades, elected at the congress 168 comrades. Comrade Nguyen Dinh Khang, member of the Party Central Committee, Secretary of the Party Delegation of the Vietnam General Confederation of Labor, term XII, was elected to hold the position of President of the Vietnam General Confederation of Labor, term XIII, and 5 comrades as Vice Presidents of the General Confederation, term XIII.
