The Law on Military Service (NVQS) 2015 stipulates that citizens have the duty to perform military service, performing military service is the responsibility of every citizen towards the Fatherland, regardless of ethnicity, social class, belief, religion, cultural level, occupation... Citizens who are of military service age need to fulfill their sense of responsibility and duty towards the Fatherland. The law stipulates this, but during military recruitment, there are still cases of evasion of military service, leading to many cases of administrative sanctions for not complying with the call to join the army.

For example, in the 2023 military service, the Thieu Hoa District Military Service Council organized a military service ceremony for citizens who passed the military service exam in the district. However, citizen TQP (born in 2004) in Thieu Van commune and citizen NAĐ. (born in 2004) in Thieu Hoa town were not present to join the army according to the Call for Citizens to Join the Army No. 03/LNN, dated January 6, 2023 of the Commander of the District Military Command.
Therefore, Thieu Hoa District Police coordinated with the Military Service Health Examination Council and the District Military Command to draw up administrative violation records for the above two cases. On March 1, 2023, the Chairman of the Provincial People's Committee issued a decision to administratively sanction the above two citizens for the act of "Not being present at the correct time or place of gathering stated in the military service call-up order without a valid reason" as prescribed in Clause 1, Article 7 of Decree No. 120/2013/ND-CP dated October 9, 2013 of the Government regulating administrative sanctions in the field of national defense and cryptography, amended and supplemented in Clause 9, Article 1 of Decree No. 37/2022/ND-CP dated June 6, 2022 of the Government.
Talking to us, Senior Lieutenant Colonel Ngo Van Co, Head of the Military Department, General Staff Department, Thanh Hoa Provincial Military Command, said: Thanh Hoa is a province with a large area, a large population, and a large number of citizens of military age (about 2.14% of the province's total population). On average, each year, the Government, the Ministry of National Defense, and the Ministry of Public Security assign Thanh Hoa province a military recruitment target of about 4,000 young people; Thanh Hoa province has always fulfilled 100% of the military recruitment target, and the quality of citizens joining the army is increasingly high.
However, in the process of selecting and calling citizens to join the army, there are still limitations and difficulties, such as: the awareness and responsibility of a part of cadres, party members and people are not really adequate; the management of citizens of military age in some establishments is not strict and synchronous; the implementation of the military recruitment process has steps and stages, and some localities have not carried out the process effectively; the number of citizens of military age ready to join the army is high but the number of health check-ups is limited.
The reason is that most citizens of military service age continue to study at universities and colleges after graduating from high school; some families with preferential policies are subject to temporary deferment of military service according to Article 41 of the 2015 Law on Military Service; a number of young people continue to study at secondary schools, learn vocational skills, export labor, and work to develop the family economy, are not subject to temporary deferment but also cause difficulties in the selection and call-up process. The health quality of citizens of military service age is increasingly low, such as: the rate of refractive eye defects, the number of young people with high blood pressure and heart and vascular diseases is increasing; the number of young people with tattoos and offensive words on their bodies is increasing, finding ways to cheat and falsify health examination results to avoid performing military service, which has directly affected the annual military recruitment work...
Due to the above reasons, the number of citizens avoiding military service has shown signs of increasing, especially in recent years. In 2022 and 2023 alone, Thanh Hoa province has issued decisions to sanction administrative violations in the field of national defense and cryptography for 48 cases, with a total fine of 627,500,000 VND (of which Thieu Hoa district has 47 cases, Cam Thuy district has 1 case).
Lieutenant Colonel Ngo Van Co added that, as the standing agency of the Provincial Military Service Council, in the coming time, the Provincial Military Command will continue to proactively coordinate closely with relevant departments, branches and sectors, advise the Provincial Party Committee to issue resolutions to lead the work of selecting and calling citizens to join the army; advise the People's Committee to issue directives and military recruitment plans that are close to the actual situation; assign specific tasks to each member to monitor, direct, inspect and assist localities throughout the military recruitment process and be responsible for the quality of military recruitment according to the assigned area; regularly improve the Military Service Councils at all levels to have sufficient quantity and correct composition according to regulations.
Continue to seriously and effectively implement Resolution No. 45-NQ/DU, dated October 7, 2020 of the Thanh Hoa Provincial Military Party Committee on improving the quality of recruitment and conscription of citizens for the period 2021-2025 and the following years. At the same time, carry out propaganda work well on mass media and social networking sites; advise the Provincial People's Committee to assign recruitment targets close to the capabilities and specific situations of each locality; link recruitment targets with mobilization areas. Direct localities to conduct strict recruitment examinations to ensure democracy, publicity, fairness and compliance with the law; at the same time, establish inspection and supervision teams in the preliminary selection and recruitment examination work of each locality.
Implement well the military rear policy, in which coordinate with departments, branches, organizations, and businesses in the area to organize visits, give gifts, and give savings books; cultural and artistic exchange activities to encourage citizens to join the army. For soldiers who have completed their military service, the locality organizes a thoughtful reception, provides vocational counseling, and creates conditions for them to have jobs and stabilize their lives. Organize a summary of experiences, promptly commend and reward collectives and individuals with achievements in performing military recruitment tasks; at the same time, strictly handle violations of the Law on Military Service.
