In recent years, forest management and protection, forest fire prevention and fighting have been identified as key tasks and have received regular attention from the central to local levels. Awareness of the role of forests in social life and responsibility in forest management and protection has been raised.
In 2023, there were 310 incidents nationwide, affecting nearly 700 hectares of forest. In the first 4 months of 2024, there were 89 forest fires nationwide, affecting nearly 500 hectares of forest.
The main cause is the influence of the El Nino phenomenon, the temperature and number of hot days are higher than the average of many years, along with the carelessness of people in slash-and-burn farming, using fire in the forest, near the forest has led to many forest fires.
In Tuyen Quang province, forest management, protection and forest fire prevention and fighting have always received great attention. The system of legal documents, mechanisms and policies on forest management and protection and forest fire prevention and fighting has been completed, creating a legal corridor for investment and mobilizing social resources for forest management and protection and forest fire prevention and fighting.
Awareness, responsibility and effectiveness of forest management, protection and development have been raised. Forest management and protection, especially natural forests, have been strictly implemented in accordance with regulations. The province's forest coverage rate has been maintained at over 65%.
Discussing at the conference, delegates focused on difficulties and obstacles in forest management, protection, and forest fire prevention such as: forest fire warning equipment, budget capital, people's awareness, management measures... to find solutions to improve forest protection work.
Speaking at the conclusion of the conference, Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to determine that forest management and protection and forest fire prevention are the responsibility of the entire political system and society.
In particular, forest owners must be responsible for managing and protecting the assigned and leased forest areas; forest rangers are the core force in advising on the implementation of forest management, protection and fire prevention.
He requested that people absolutely not be subjective, negligent, or lose vigilance, especially during the peak of hot weather. Localities should strengthen the inspection and supervision of forest fire prevention early, from afar, right from the grassroots level, considering this a key and continuous task; do well the 4 on-site work in forest fire prevention, in which prevention is the main focus; regularly inspect and closely monitor forest owners according to the approved forest fire prevention plan; promote the role and responsibility of forest owners, especially proactively patrolling and checking forests, detecting, preventing, handling, and promptly reporting risks and violations; inspect and repair forest fire prevention and fighting works, promptly supplement and purchase new means, equipment, and tools to serve this work.
At the same time, apply digital transformation to build an automatic forest fire monitoring and early detection system; apply remote sensing technology, GIS, modern technology in determining deforestation, forest degradation, changes in forests and forestry land, and forest fluctuations.
In addition, localities should step up propaganda and dissemination of laws on forest fire prevention and fighting to raise awareness among agencies, units, people, and forest owners; strengthen inspection and control of slash-and-burn activities to ensure safety, and not allow slash-and-burn on dry, windy days. Along with that, it is necessary to carry out training and capacity building for forest rangers and forest protection forces at all levels, forest owners, etc.
