Join hands to build new rural areas
Quang Lam is a difficult commune of Bao Lam district with terrain mainly high hills and steep slopes, so agricultural land is very limited. The whole commune has 1,175 households, including 6 ethnic groups: Kinh, Tay, Nung, Dao, Mong, San Chi living together. Due to uneven educational level, slow economic development, scattered population, high poverty rate, the process of building new rural areas in Quang Lam is extremely difficult.
Pursuant to Decision No. 1177/QD-UBND dated September 12, 2022 of the Provincial People's Committee on assigning agencies and units in charge of helping communes strive to achieve NTM, advanced NTM, and new-style NTM standards in the period of 2021 - 2025, the Cao Bang Provincial Statistics Office accepted to "sponsor" Quang Lam commune in building NTM.
On May 14, 2024, representatives of the Provincial Statistics Office went to Na Don hamlet to hand over the road and the yard of the Cultural House to the people in the hamlet; at the same time, they presented 20 million VND to support the fund for building new rural areas in Quang Lam commune. Although the amount of support is not large, it shows the spirit of solidarity and joining hands to help Quang Lam commune on the journey to implement the criteria for building new rural areas in the period of 2021 - 2025.
Like the General Statistics Office, the Departments, branches, units, People's Committees of districts, cities and socio-political organizations in Cao Bang province have been "supporting" the difficult areas of the province to build new rural areas. According to Report No. 1494/BC-SNN dated June 14, 2024 of the Department of Agriculture and Rural Development (DARD), in the first 6 months of 2024, the Farmers' Associations at all levels of Cao Bang province mobilized nearly 118 billion VND to buy materials for rural concrete roads.
Previously, in the period 2010 - 2019, according to Report No. 4217/BC-BCĐ dated November 29, 2019 of the Steering Committee for National Target Programs (MTQG) of Cao Bang province, the business community contributed 116.6 billion VND to build the new rural area in the province; the residential community contributed 256.5 billion VND. From 2015 - 2018, the Provincial Fatherland Front Committee launched a fund to build the new rural area, raising more than 27.1 billion VND...
According to the Director of the Department of Agriculture and Rural Development of Cao Bang province - Mr. Nguyen Thai Ha, in recent years, the emulation movement to join hands to build new rural areas in the province has been concretized and widely deployed. The direction and implementation of the movement has been carried out promptly and regularly with many measures and contents suitable to the characteristics of each locality. The movement has entered people's lives, received response from all levels and sectors and enthusiastic participation from the people, creating support from the whole society in focusing on mobilizing resources to build new rural areas.
“However, the mobilization of resources from the people is still limited, especially in remote areas and ethnic minority areas. The results of implementing the criteria for building new rural areas are not high, thus affecting the quality and effectiveness of the emulation movement,” Mr. Ha shared.
Effective resource integration
The sharing of the Director of the Department of Agriculture and Rural Development of Cao Bang province clearly shows the difficulties of the province in implementing the National Target Program on New Rural Development. By the end of 2023, the whole province still had about 32,000 poor households, accounting for 24.71% of the total number of households. Although the number of poor households decreased compared to 2022 (down 4.23%), by the end of 2023, the number of near-poor households in the province increased by 0.46% compared to 2022.
This reality shows that the construction of new rural areas in Cao Bang province mainly relies on the state budget. From programs and projects, Cao Bang province has integrated resources to invest and support localities in implementing the criteria for building new rural areas.
In Report No. 4217/BC-BCĐ dated November 29, 2019 of the Steering Committee for National Target Programs of Cao Bang province, it is clearly shown that: In the period 2010 - 2015, the total mobilized capital to implement the Program was 7,295.2 billion VND, of which the state budget accounted for 98.33%. Of which, the direct capital of the National Target Program for New Rural Construction in this period was only 396.8 billion VND; the combined capital from Program 135, Program 30a and other programs and projects was 7,76.5 billion VND.
In the 2016-2020 period, the total mobilized capital to implement the Program is 7,755 billion VND, of which the state budget accounts for 96.71%. Of which, the direct capital of the National Target Program on New Rural Construction is 1,908.2 billion VND; the combined capital from Program 135, Program 30a and other programs and projects is 5,592.2 billion VND.
From 2021 to present, Cao Bang province has simultaneously implemented 03 National Target Programs, of which the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period according to Decision No. 1719/QD-TTg (National Target Program 1719) has the largest implementation capital. This is an important resource for localities in the "core poor" areas of the province to quickly reduce poverty, promoting the progress of building new rural areas.
In Report No. 842/BC-BDT dated June 14, 2024, the Cao Bang Provincial Ethnic Minorities Committee said that the whole province has disbursed public investment capital (including capital sources in 2022, 2023 extended to 2024) under the National Target Program 1719 at VND 288.15 billion/VND 877.155 billion, reaching 33% of the capital plan. From this resource, many infrastructure projects have been invested in extremely difficult areas of the province, poor ethnic minority households have been supported to develop production, create livelihoods;... thereby contributing significantly to localities completing the NTM criteria in the period of 2021 - 2025.
According to the Director of the Department of Agriculture and Rural Development of Cao Bang province - Mr. Nguyen Thai Ha, in the coming time, the province will continue to strengthen the leadership and direction of the Party Committee and the government in organizing the emulation movement to join hands in building the new rural areas with many positive methods, suitable to the situation and conditions of the unit and locality. In particular, the province will maximize the mobilization of resources to build the new rural areas, especially integrating resources of the National Target Programs to build rural economic and social infrastructure associated with protecting the ecological environment, developing the economy associated with preserving and promoting the values of national cultural identity, ensuring national defense and security, constantly improving the material and spiritual life of the people, promoting the role of the Fatherland Front and socio-political organizations in building the new rural areas...
