The Prime Minister requested to focus on resolving recommendations from localities, ministries and branches.

Prime Minister Pham Minh Chinh signed Document No. 513/TTg-TH on focusing on immediately resolving recommendations and proposals from localities, ministries and branches.

The document stated that the Prime Minister issued Official Dispatches No. 365/CD-TTg dated May 4, 2023 and No. 436/CD-TTg dated May 18, 2023 requesting Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to urgently review and promptly handle recommendations and proposals of localities, ministries and branches; report to the Prime Minister recommendations and proposals that have not been resolved by relevant ministries and agencies.

As of June 2, 2023, 59 localities and 18 ministries, ministerial-level agencies, and government agencies reported and reflected that many recommendations and proposals from localities, ministries, and branches sent to relevant ministries and agencies have not been resolved, responded to, or guided in a timely manner. In some cases, there have been delays and prolonged backlogs; mainly focusing on a number of ministries and agencies such as: (1) Finance, Planning and Investment, Natural Resources and Environment, Agriculture and Rural Development: 630/1,152 recommendations (54.7%); (2) Construction, Industry and Trade, Transport: 197/1,152 recommendations (17.1%); (3) Health, Labor - Invalids and Social Affairs, Home Affairs, Education and Training, Justice, Information and Communications, Culture, Sports and Tourism, Ethnic Committee: 231/1,152 recommendations (20%); (4) remaining ministries and agencies: 94/1,152 recommendations (8.2%) affecting the implementation of socio-economic development tasks of localities, ministries, branches and the whole country as well as the effectiveness and efficiency of the direction and administration of the Government and the Prime Minister.

In order for recommendations and proposals from localities, ministries and branches to be resolved promptly, in accordance with legal regulations, meeting the requirements of practical direction and administration; the Prime Minister requests Ministers, Heads of ministerial-level agencies, Heads of Government agencies to urgently review recommendations and proposals from localities, ministries and branches that have been sent to their ministries and agencies but have not been resolved, responded to, or guided; clarify the causes and personal responsibilities for the delays and promptly take corrective and remedial measures.

Absolutely do not avoid or shirk responsibility.

The Prime Minister requests that Ministers, Heads of ministerial-level agencies, Heads of Government agencies assign specific tasks to Leaders of ministries, agencies, Departments, units and relevant officials and civil servants to handle each petition and proposal of localities, ministries and branches; based on the authority of ministries, agencies and legal provisions, they are responsible for immediately issuing documents to resolve or respond, provide specific, definitive, clear and complete instructions before June 15, 2023, absolutely not avoiding or shirking responsibility, especially for outstanding and overdue issues that have not been handled, not allowing further delays, prolongation, causing frustration at all levels.

In case the issue is not within the authority of the ministry or agency, it must be returned in writing immediately or transferred to a competent authority for resolution; in case it exceeds the authority, it must be promptly reported and proposed to the Government, Prime Minister, and Deputy Prime Minister for consideration and handling in accordance with the provisions of law and the Government's working regulations.

Regularly monitor and urge the settlement of recommendations and proposals from localities, ministries and branches, ensuring no omissions or delays in handling work, and no work congestion at ministries and agencies.

Actively coordinate, discuss and resolve work

The Prime Minister requested that localities, ministries and branches that have recommendations and proposals must proactively coordinate and discuss with ministries and competent agencies to resolve them. If necessary, they should work with the Minister and Head of relevant agencies to promptly resolve them before June 15, 2023.

Ministries and agencies review and report the results of handling (number of recommendations and proposals: processed, not processed), clearly stating the number, date of documents processed or progress, reasons for not processing; tasks and solutions for the coming time, commit to a specific implementation roadmap to thoroughly overcome this situation; report to the Prime Minister, Deputy Prime Minister in charge of the ministry or agency before June 15, 2023.

Deputy Prime Ministers, as assigned, are responsible for promptly directing and urging ministries and agencies to promptly handle tasks and work within their authority, contributing to improving the effectiveness and efficiency of the direction and administration of the Government and the Prime Minister.

The Government Office monitors, urges, and synthesizes reports to the Prime Minister before June 20, 2023.
