At the reception, Prime Minister Pham Minh Chinh welcomed the visit of Prime Minister Boris Rhein to Vietnam at a time when the Vietnam-Germany Strategic Partnership in general and the Vietnam-Hessen relationship in particular are developing well in all areas, believing that the visit will create new momentum for the Vietnam-Hessen relationship.
Prime Minister Boris Rhein expressed his pleasure at having the opportunity to visit Vietnam again in his new position, recalling the good feelings between the two countries that were formed in history and continue to be maintained until now, congratulating the socio-economic development achievements that Vietnam has achieved in recent times, affirming that Hessen always attaches importance to strengthening relations with Vietnam and that his visit this time aims to further promote cooperation between Hessen and Vietnam in the fields of economy, education-training and labor.
Discussing the situation of each side, Prime Minister Pham Minh Chinh emphasized that Vietnam is implementing three strategic breakthroughs in institutional improvement, human resource development and infrastructure construction, focusing on sustainable development, digital transformation and green transformation. In that context, Vietnam attaches importance to developing the Strategic Partnership with Germany in general, and prioritizing cooperation with the state of Hessen in particular, a German locality with many strengths in economics-finance, science-technology, industry, etc.
The two sides expressed their delight at the positive and effective development of the Vietnam-Hessen relationship in the overall good cooperation between the two countries. In particular, in the economic field, the trade turnover between Vietnam and the state of Hessen in recent years has reached about 1 billion euros, equivalent to 1/10 of the total trade turnover between Vietnam and Germany. Many Hessen enterprises are investing effectively in Vietnam, such as Bilfinger & Berger, Messer, Sanofi-Aventis, Fresenius, Commerzbank, etc.
In order to promote multifaceted cooperation between the two countries, Prime Minister Pham Minh Chinh proposed to Prime Minister Boris Rhein 6 contents to promote in the coming time, including: (i) requesting the state of Hessen to have a voice in lobbying the German Parliament to soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA) and continue to support and encourage state enterprises to invest and do business in Vietnam; (ii) continue to support the development and expansion of the Vietnam-Germany University, especially in fields such as high technology, finance-banking, semiconductor industry, AI, etc.; (iii) share experiences in implementing projects on sustainable development, climate change response, clean energy, renewable energy to achieve the goal of reducing carbon emissions; support Vietnam in accessing capital sources, management experience and human resource training to implement the framework of the Just Energy Transition Partnership (JETP); (iv) receive Vietnamese workers, especially skilled workers; (v) continue to create favorable conditions for the Vietnamese community in the state to live, work and integrate into the local community; (vi) coordinate with Vietnam to organize activities to celebrate the 50th anniversary of the establishment of diplomatic relations between the two countries.
The two sides agreed to evaluate the Vietnam-Germany University, a lighthouse project between Vietnam and Germany in the field of education and training, established at the initiative of the state of Hessen, which is operating effectively, contributing to training high-quality human resources for Vietnam. Prime Minister Boris Rhein affirmed that the state of Hessen will continue to support the development and expansion of the Vietnam-Germany University, encourage increased links between training and research institutions of the two sides in the fields of high technology, finance-banking, semiconductor industry, artificial intelligence, etc., and maintain the granting of scholarships to Vietnamese students and postgraduates.
Emphasizing that Hessen is in need of receiving skilled workers from Vietnam, Prime Minister Boris Rhein suggested that both sides take advantage of favorable conditions from Germany's recent passage of the Labor Migration Law to expand the supply of human resources from Vietnam to Hessen, creating conditions for Vietnamese workers to work in Germany and supplement the state's shortage of human resources.
Prime Minister Pham Minh Chinh highly appreciated the personal feelings of the Prime Minister for Vietnam and sincerely thanked the Hessen state government for providing Vietnam with valuable support in difficult times, such as the COVID-19 pandemic, or natural disasters and floods, typically the recent super typhoon Yagi.
The Prime Minister proposed that the Hessen State Government share experience and support Vietnam in implementing projects on climate change response, sustainable development, renewable energy, and support Vietnam in accessing capital sources, management experience, and human resource training to implement the JETP framework between Vietnam and the G7 Group and international partners.
Towards the 50th anniversary of the establishment of Vietnam-Germany diplomatic relations in 2025, the two sides agreed to coordinate in organizing cultural and sports exchange activities to practically celebrate this event and promote mutual understanding between the people of Vietnam and Hessen.
Prime Minister Boris Rhein highly appreciated the positive contributions of the Vietnamese community in the country to the prosperity and cultural diversity of Hessen, affirming that the State Government will continue to create favorable conditions for the Vietnamese community to live and work, preserve the national cultural identity and promote the role of a bridge of friendship between Vietnam and Hessen.
