Prime Minister Pham Minh Chinh inspects Can Tho-Ca Mau expressway

On the afternoon of April 20, during his working program in some provinces of the Mekong Delta, Prime Minister Pham Minh Chinh inspected and examined construction sites. Can Tho - Ca Mau Expressway project in Ca Mau province.

The Can Tho-Ca Mau Expressway Project has a main route length of 110.85 km (through Can Tho city 0.6 km, Hau Giang province 63.65 km, Bac Lieu province 7.7 km, Kien Giang province 17 km, Ca Mau province 21.9 km) and a connecting route of 25.85 km; divided into 2 component projects (DATP) including the Can Tho-Hau Giang section and the Hau Giang-Ca Mau section invested by My Thuan Project Management Board. The project has a scale of 4 lanes, a total investment of 27,523 billion VND, including 4 construction packages (Can Tho-Hau Giang section has 1 package, Hau Giang-Ca Mau section has 3 packages), started on January 1, 2023, and is scheduled to be completed by the end of 2025.

Project implementation status, work Site clearance: Localities have handed over 110/110km of the main route, but there is still a problem with the site of a rest stop in Kien Giang province.

Construction status: The Ministry of Construction has directed the investor to develop a detailed plan and resolutely directed the contractors to organize the implementation of the construction. Up to now, the contractors have mobilized 183 construction teams, 971 machines and equipment, 3,000 workers, organized overtime, the construction output reached 66%/70% of the plan, 4% behind schedule, the implementation status of some main items:

Route section: 74.9/83.37km (89.84%) has been filled to the loading elevation, about 250,000m3 is still lacking, expected to complete the loading elevation in April 2025.

Bridge section: 95/95 bridges on the main route have been deployed, 66/95 bridges have completed the bridge deck; 11 large bridges (no temporary bridges) have been technically opened to traffic; meeting the schedule.

Regarding the material supply situation: accordingly, regarding roadbed sand, which has been licensed and qualified to exploit 25.7 million m3 / demand 18.5 million m3 , localities have completed the licensing procedures for mining materials to supply the project according to assigned targets.

Regarding materials: total demand for stone materials is about 2.2 million m3 . Localities have identified sources of 5.29 million m3. (Binh Duong 0.8 million m3, Dong Nai 0.89 million m3 , Kien Giang 2.6 million m3 , An Giang 1 million m3 ) to supply the project; Antraco mine has resumed exploitation and prioritized 1 million m3 for the project. 1.1/2.2 million m3 has been mobilized for the project.

Disbursement: cumulative disbursement to date has reached 15,778/22,210 billion VND of allocated capital (71%); in 2025, disbursement will reach 882.23/6,936 billion VND (12.7%).

Results of implementing the Prime Minister's instructions from the previous inspection (December 15, 2024): from December 15, 2024 (after the Prime Minister's meeting with ministries, branches and localities to remove difficulties and obstacles in the project implementation process), the Prime Minister's instructions have been implemented by ministries, branches and localities with great efforts and basically completed the tasks assigned by the Prime Minister, specifically as follows:

The difficulties in licensing procedures for mining materials have been resolved by localities, specifically: Allowing the resumption of sand mines that had been suspended due to a number of reasons such as landslides, exhausted reserves, and over-depth mining in An Giang province, increasing reserves of sand mines in Dong Thap province, and adjusting the Confirmation to supplement and adjust mining equipment in mines in Ben Tre province.

Inspecting the construction site of some sections of the Can Tho-Ca Mau Expressway project, Prime Minister Pham Minh Chinh welcomed and praised Ca Mau province, the investor of the Project Management Board, and the units implementing the project; requested the immediate implementation of key projects; and the most direct route for the Can Tho-Ca Mau Expressway. The Prime Minister noted that if Ca Mau wants to develop, it must expand Ca Mau airport, Hon Khoai port, and the Ca Mau-Dat Mui Expressway. The Prime Minister also requested efforts to start construction of Rach Mieu 2 Bridge this July. Regarding difficulties in roadbed loading, the Prime Minister requested that all high-tech solutions be found to overcome difficulties and speed up construction progress.

The Prime Minister especially emphasized that for the Ca Mau-Dat Mui section, efforts must be made to quickly deploy; speed up the progress of the Ca Mau airport expansion and upgrade project. The Ministry of Construction must apply urgent procedures to deploy this expressway section. The Prime Minister requested that whatever the Military Region 9 force can do, the My Thuan Project Management Board must be assigned to do. The Prime Minister requested to "overcome the sun, overcome the rain, not lose to storms", "eat quickly, sleep urgently", work during holidays, focus on "3 shifts, 4 shifts". Strive to have an expressway connecting Cao Bang to Ca Mau by the end of this year. The Can Tho-Ca Mau expressway project, especially the Ca Mau-Dat Mui section, has weak ground, so it must be studied, if there are weak places, it must be studied to build overpasses; the Dat Mui intersection must have beautiful architecture and landscape. The Prime Minister also requested to separate the site clearance part from the main project and the Government will support the province with 1,000 billion VND to carry out site clearance.

After inspecting the construction site, Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches and Ca Mau province on the implementation of the Can Tho-Ca Mau expressway project and a number of key transport projects in Ca Mau province.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the units must promote the spirit of celebrating the 50th anniversary of the Liberation of the South and National Reunification Day on April 30, must be faster, more rapid, bolder, more daring, and apply flexibly to solve the infrastructure problem for the Mekong Delta, and soon complete this expressway project ahead of schedule. The Prime Minister emphasized that we are in "4 special" situations: special atmosphere, special time, special results, special efforts.

The Prime Minister stated that the Party and State are very concerned about regional development. The Mekong Delta, in particular, has much untapped potential. Every time the Prime Minister visited the region, he made an effort to organize meetings and discuss with ministries, branches, and localities to remove difficulties for key projects. He pointed out that this project is more than 110km long and must be completed this year. The Prime Minister expressed his joy at the progress of the project: the bridges on the route have been basically completed; construction materials are basically sufficient. Since the Prime Minister's inspection at the end of 2024, localities in the Mekong Delta have solved many tasks. The provinces have directly provided materials to contractors.

The Prime Minister welcomed and commended the provinces of Hau Giang, Bac Lieu, Soc Trang, and Kien Giang for their active participation in site clearance; welcomed the My Thuan Project Management Board for actively implementing the project; and requested the Ministry of Construction to coordinate with the Ministry of Finance to complete the work of rewarding units that have successfully implemented this project by April 30, 2025.

According to the Prime Minister, the current difficulty is the need to concentrate on stone materials for grading. Therefore, the provinces have been assigned the task of providing enough and timely; regarding the loading work, many flexible measures must be taken. These are the two most difficult tasks at this time; along with that is restoring the project. The Ministry of Construction and the Ministry of Science and Technology are looking for scientific and technological solutions to speed up the progress. The Prime Minister requested that this project must be inaugurated no later than December 19, 2025. Regarding the rest stop on this highway, the Prime Minister requested that it is necessary to invest in construction synchronously with the route; it is necessary to reward contractors who do well not only with material and spiritual rewards but also to research and assign them to do other projects. The Prime Minister requested to implement the "3 yeses": There are benefits for the State, benefits for businesses, benefits for the people, ensuring harmony. The "2 noes" are No personal motives, No negativity, corruption, group interests.

In the coming time, the Prime Minister requested to prepare for the immediate implementation of phase 2 of the Project, to prepare the project immediately to take advantage of human resources, machinery and equipment available at the construction site. For the Ca Mau-Dat Mui section, the Ministry of National Defense urgently established a project close to reality to create a new look. Ca Mau province must carry out site clearance work; assign the Ministry of Construction to design the Ho Chi Minh City-Can Tho high-speed railway project; plan inland waterway ports to create a very convenient transportation and logistics system for the Mekong Delta, thereby increasing the added value of goods, helping the region to develop strongly.
