Following the success of the annual High-level Forum and International Exhibition on Industry 4.0, based on the 2023 work program, the Central Economic Committee organizes the 2023 Annual High-level Forum with the aim of implementing Resolution No. 29-NQ/TW, dated November 17, 2022 at the 6th Central Conference, 13th tenure on "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045".

The forum, with the theme "Promoting rapid digital transformation and green transformation to create breakthroughs to shorten the country's industrialization and modernization process by 2030, with a vision to 2045", is a place for central and local ministries, branches and sectors to report, exchange, discuss, propose and recommend mechanisms and policies so that the implementation of the Resolutions is truly effective and comes to life; creating a connection channel between the Party's strategic advisory agencies on socio-economics with state management agencies, localities, the business community and domestic and international experts in implementing the Party and State's guidelines and policies.
The Forum includes 1 plenary session co-chaired by the Prime Minister, Head of the Central Economic Commission, Deputy Prime Minister and representatives of the National Assembly on the afternoon of June 14, 2023; a series of 4 thematic seminars co-chaired by leaders of central departments, ministries and branches on the morning of June 14, 2023.
The high-level plenary session of the Forum was honored to be attended by Comrade Pham Minh Chinh, Politburo member and Prime Minister, who co-chaired and delivered an important keynote speech.
The plenary session focused on four main reports, including: Draft main contents of the Government's Action Program to implement Resolution 29-NQ/TW dated November 17, 2022 on "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045"; Promoting digital transformation to become a new breakthrough method to shorten the industrialization and modernization process in Vietnam; Green transformation and digital twins in Europe and Vietnam: policy implications for Vietnam's industrialization and modernization process; Green growth and innovation: Key challenges and solutions.
Within the framework of the high-level plenary session, a High-level Dialogue took place with the participation of leaders of central and local ministries, branches, businesses and domestic and international experts focusing on major groups of content such as: Removing barriers and obstacles to accelerate the process of digital transformation, green transformation and labor transformation in Vietnam; international participation in the process of digital transformation, green transformation and labor transformation in Vietnam; perfecting mechanisms and policies to specify policies and guidelines on industrialization and modernization, on proactively participating in the fourth industrial revolution such as the specialized legal system on science and technology development, innovation, national industry and specific industrial fields; national strategies, programs, and related projects on industrialization and modernization...; exchange and discuss key contents to build and implement the National Program on enhancing independence, autonomy and self-reliance capacity associated with the process of industrialization and modernization of the country.
Along with that, a series of 4 thematic seminars focused on topics revolving around the main theme of the Forum such as: "Improving smart manufacturing capacity and developing the digital technology industry towards make in Vietnam"; "Promoting the application and development of artificial intelligence technology in the industrialization and modernization process"; "Technology trends and solutions for developing Vietnam's energy industry in the industrialization and modernization strategy to 2030, vision 2045"; "Digital transformation and green transformation of the service industry in the industrialization and modernization process to 2030, vision 2045" were also held.
At the Forum on June 14, the opening ceremony of the international exhibition on industry 4.0 also took place and the launch of a series of activities to implement Resolution 29-NQ/TW dated November 17, 2022 of the 13th Central Committee.
In addition, within the framework of the Forum, there are 2 more seminars and sideline conferences related to the finance - banking sector, including: Seminar "Innovation and improvement of risk management quality in accordance with international principles and standards" on May 16, 2021; Summit "Financial services and cloud computing".
