Prime Minister Pham Minh Chinh: Petrovietnam accelerates, breaks through to become a national Industry - Energy Group

On December 1, Prime Minister Pham Minh Chinh attended a series of events on Oil and Gas and Offshore Wind Power organized by the Vietnam Oil and Gas Group (Petrovietnam) and the Vietnam Petroleum Technical Services Corporation (PTSC) at the PTSC Energy Industry and Technical Logistics Center (Vung Tau City, Ba Ria - Vung Tau).

This series of important events marks new steps forward for Petrovietnam in general and PTSC in particular in both traditional and renewable energy sectors. The series of events includes: Launching ceremony and handover of the CHW2204 project's DGNK jacket; Contract signing ceremony for manufacturing and supplying DGNK jacket; Groundbreaking ceremony for transformer stations - Baltica 02 project. In addition, there are events in the traditional oil and gas sector, such as: Groundbreaking ceremony for CPP platform - the heart of the Block B project chain and the FSO Lac Da Vang contract signing ceremony.

The Block B - O Mon gas - power project chain is one of the national key projects, contributing to meeting the energy demand of the Southern region, especially the Southwest region. In addition to ensuring energy security, the project also demonstrates the Vietnamese Government's commitment at COP26 to reduce carbon emissions, towards a "greener, cleaner" energy system. PTSC has been awarded the contract for all general contracting packages for the upstream and midstream (pipeline) development of the project. In particular, the project's central process platform (CPP) is the largest ever designed, procured, constructed, transported, installed, connected, and tested in Vietnam.

The FSO contract awarding ceremony of the Golden Camel Project took place in the presence of Prime Minister Pham Minh Chinh.

At the Lac Da Vang Mine Project located in Block 15-1/05, PTSC was also trusted by the Investor MCB to award the FSO Supply Contract for the Lac Da Vang Project, with a design capacity of 500,000 barrels of crude oil, expected to be put into operation in the second half of 2026. This is the next success of PTSC, after signing the EPCIC general contract for the LDV-A central processing platform for this project in June 2024.

Continuing Petrovietnam's efforts in developing the renewable energy sector in parallel with traditional oil and gas exploitation, PTSC has proactively participated in providing wind power and offshore wind turbine services to many domestic and foreign contractors and has achieved tangible successes. The most typical example is the international bidding, winning the contract to manufacture and supply 33 offshore wind power bases, CHW2204 project for customer Orsted (Denmark).

To date, the project has experienced more than 9 million safety hours, demonstrating PTSC's capacity and experience in ensuring the highest safety standards in the offshore drilling industry. The launching and handover of the first batch of 4 jacks to customers is also vivid evidence of Vietnamese enterprises' ability to master the offshore drilling supply chain in the future.

Following the success of the CHW2204 DGNK project, PTSC continued to bid and won the bid to supply wind power tower foundations for the DGNK project (larger in scale than the CHW2204 project) of an international customer in the Asia-Pacific market. In addition, PTSC also began the construction phase of 4 offshore transformer stations (OSS) for the Baltica DGNK project in the Baltic Sea - one of the largest wind power projects in the world.

Speaking at the event, Mr. Le Manh Cuong - Deputy General Director of Petrovietnam emphasized the importance of the event in Petrovietnam's sustainable development journey; at the same time, he affirmed that this is a memorable milestone, demonstrating the Group's determination to innovate and create in developing the traditional energy sector and expanding into the renewable energy sector. The event not only demonstrates Petrovietnam's pioneering spirit in energy transition but also reflects the determination to realize the goal of net zero emissions by 2050 as committed at COP26, in line with the Power Plan VIII and the policies of the Party and Government.

From the perspective of Petrovietnam's strategic orientation in developing new services, in addition to promoting core traditional services, PTSC not only maximizes the advantages of scale and multi-service ecosystem but also proactively adapts to the global energy transition trend. By investing in renewable energy, new energy and high value-added products and services, PTSC has gradually created its own mark, affirming its position as an internationally-recognized enterprise, contributing to bringing the Vietnamese brand further on the global energy map.

Accordingly, the Deputy General Director of Petrovietnam proposed to Prime Minister Pham Minh Chinh and the Government to consider creating the most favorable conditions for the development and export of GHGs, initially creating favorable conditions for PTSC to develop the GHG export project to Singapore, considering this as a pilot project, making the project the focus of economic cooperation between the two governments and the two countries. Mr. Le Manh Cuong also expressed his hope that the Government would create favorable conditions for Petrovietnam to implement the GHG pilot project to serve the domestic market; the State would create favorable mechanisms for Ba Ria - Vung Tau to become the center of Vietnam's renewable energy industry, and Ba Ria - Vung Tau would create favorable conditions for investors and enterprises in the GHG supply chain to invest and develop business in the area.

At the ceremony, the representative of Orsted Group assessed PTSC as a reliable partner, providing the safest and highest quality bases, following strict standards of quality, health and environment, aiming to become a world-class supplier. This also shows the vision and efforts of the Government, affirming the capacity of the Vietnamese supply chain in the field of GGNNK.

Speaking at the event, Prime Minister Pham Minh Chinh reviewed important projects that Petrovietnam has recently made efforts to implement, determined to overcome difficulties, speed up progress and successfully complete the projects, such as the Thai Binh 2 Thermal Power Plant project, Lot B Gas - Power Project, renewable energy projects, etc.

On behalf of the Government, Prime Minister Pham Minh Chinh warmly commended the achievements that Petrovietnam has achieved in recent years, especially in 2024, lighting up the belief and aspiration of workers in the Oil and Gas industry to overcome difficult times.

Regarding the tasks in the coming time, Prime Minister Pham Minh Chinh directed and assigned Petrovietnam to build a national Industry - Energy Group, together with the whole country to accelerate, make breakthroughs, and contribute to the implementation of the country's development goals by 2030 and 2045. The Prime Minister requested Petrovietnam to transfer and master all renewable energy technology as soon as possible, including the production of turbines, wind blades, bases, etc., while training human resources, improving management capacity, developing infrastructure, and proposing policies to develop the renewable energy industry in the spirit of open policies, smooth infrastructure, and smart management.

At the same time, the Prime Minister also emphasized that Petrovietnam relies on its existing potential and strengths to proactively implement digital transformation, green transformation, and circular economy; continue to promote the tradition and spirit of "resources originating from thinking and vision, motivation originating from innovation and creativity", "turning nothing into something, turning difficult into easy, turning impossible into possible"...

The Prime Minister said the Government will continue to promote its role as a facilitator; ministries and sectors together with Petrovietnam will propose to build and perfect institutions, mechanisms and policies, including amending the law on management, investment and business of state capital in enterprises, and related decrees in the spirit of untying enterprises.

The Prime Minister emphasized the orientation to turn Ba Ria-Vung Tau into one of the energy centers, the GHG emission reduction center not only of the country but also of the world, promoting the proactive spirit of the locality, along with the support and companionship of the Government, ministries, branches and creating opportunities for businesses to develop, including Petrovietnam.

Petrovietnam Chairman of the Board of Directors Le Manh Hung spoke in response to and received the Prime Minister's instructions.

In his response speech, accepting the Prime Minister's direction, Mr. Le Manh Hung, Chairman of the Board of Directors of Petrovietnam, on behalf of the collective leadership and oil and gas workers, respectfully thanked the Government, the Prime Minister, the Central Party Committee, central ministries, branches, and localities for attending the series of Oil and Gas events and the GMS; especially the Prime Minister's instructions and encouragement have added motivation for the Board of Directors and employees of Petrovietnam/PTSC to be more determined to fulfill their assigned tasks, contributing to the "transformation - growth" of the country.

Mr. Le Manh Hung shared that this is a very important event, marking a "transition" of the Vietnam Oil and Gas industry, in line with the trend of energy transition, thereby developing the guiding views of the Party/State Leaders, especially the Government and the Prime Minister in self-reliance in energy and the energy industry according to the goal concluded in Conclusion 76 "Building and developing the Vietnam National Oil and Gas Group" to become "Vietnam National Industry - Energy Group".

In the context of the world facing many challenges in energy and environment, Petrovietnam and its member units actively participating in renewable energy projects not only contribute to the implementation of the renewable energy development strategy but also enhance Vietnam's position in the international arena. Petrovietnam leaders affirmed that the Group will focus its resources, intelligence and the highest determination to successfully implement key projects, in which PTSC is assigned to play a pivotal role in developing renewable energy, in order to affirm Petrovietnam's position and contribute to the goal of industrialization and modernization of the country.

On behalf of Petrovietnam's leadership, the Chairman of the Board of Directors of the Group fully accepted the Prime Minister's comments and instructions on developing plans and implementing specific plans in the process of implementing the strategy to develop Petrovietnam into a national Industry - Energy Group by 2030 with a vision to 2050.

Before that, the Prime Minister and delegates visited the PTSC Energy Industry and Technical Logistics Center, with products of base and DGNK transformer station manufactured by PTSC. At the same time, they visited the work and life, encouraged and gave gifts to workers working at the PTSC construction site.

Winning bids and implementing a series of large contracts in the field of offshore renewable energy (RE) in the recent past have become solid initial steps, helping Petrovietnam - PTSC contribute to realizing the National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan 8); gradually forming a RE Industrial Center in Ba Ria - Vung Tau and the Southeast region, creating a complete RE industrial ecosystem with many domestic enterprises participating in the supply chain, improving design and manufacturing capacity, increasing the localization rate, and being proactive in implementing RE projects in Vietnam in the future.
