The conference was held in person and online at the Government headquarters with Vietnamese representative agencies abroad and People's Committees of provinces and centrally run cities.
Attending the conference were Deputy Prime Minister Tran Luu Quang; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries, branches, central agencies; Chairmen of People's Committees, leaders of provinces and centrally-run cities; leaders of business associations, industries and leaders of 94 representative agencies.
Attending the conference at Lao Cai bridge were comrades: Trinh Xuan Truong, Chairman of the Provincial People's Committee; Hoang Quoc Khanh, Permanent Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments and branches; leaders of districts, towns and cities.
Economic diplomacy goes into depth and substance
According to the report of the Ministry of Foreign Affairs, Resolution No. 21/NQ-CP dated February 20, 2023 of the Government promulgating the Government's Action Program for the period 2022 - 2026 to implement Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat on economic diplomacy to serve national development to 2030. Implementing this content, economic diplomacy has been comprehensively implemented by ministries, branches and localities, going into depth and substance, opening up new directions, being breakthroughs, making practical contributions to the socio-economic development of the country.
In nearly 60 high-level foreign affairs activities from the beginning of 2023 until now of our Party and State leaders, economic content has become the focus, bringing specific and substantive results and many commitments and economic cooperation agreements with partners have been established.
Ministries, sectors, localities, and Vietnamese representative agencies abroad have stepped up promotion, advertising, accompanying, supporting, removing difficulties, and boosting investment and trade cooperation. Government leaders and ministries and sectors have actively met with foreign corporations to mobilize high-quality investment, develop a green economy, and promote the resolution of obstacles to ensure a favorable business environment.
Ministries, branches and representative agencies increase support for localities and enterprises to participate in foreign affairs activities, organize promotional activities at home and abroad, connect with international partners, thereby expanding the market, mobilizing high-quality FDI investment, and attracting new generation ODA.
Economic diplomacy activities have contributed to bringing our country's total import-export turnover in 2023 to 683 billion USD, of which the trade surplus was about 28 billion USD, the highest ever; FDI attraction reached nearly 36.6 billion USD, an increase of 32.1% in the context of global trade and investment shrinking; realized FDI capital reached nearly 23.2 billion USD, the highest ever...
Harmonious combination of internal and external forces
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that investment, export and consumption are the three traditional growth drivers that need to be renewed, along with new drivers that need to be promoted: green economy, digital economy, circular economy, sharing economy, and knowledge economy.
According to the Prime Minister, it is necessary to continue to harmoniously and effectively combine national strength and the strength of the times, between internal and external strength, and maximize the country's potential for development.
The Prime Minister emphasized the spirit of "3 together": Listening and understanding together; sharing vision for action; working together, enjoying together, winning together and developing together. At the same time, we must maintain our mettle, calmness, perseverance, not being too intoxicated with victory and when things are going well; not being confused or wavering when facing difficulties and challenges; complying with and creatively applying the Party and State's guidelines, policies and laws in accordance with the situation.
Regarding the tasks in the coming time, the Prime Minister suggested continuing to review and grasp the world and regional situation, implementing solutions to consolidate existing markets, expand new markets; overcome disruptions in the global supply chain and production chain, build and develop brands, improve product quality, promote green transformation, digital transformation; coordinate domestically and internationally, between ministries and sectors, between enterprises - the State - people; enterprises need to be proactive, creative, and proactive in adapting to the situation.
The Prime Minister requested ministries and local sectors to promote "3 developments" in economic diplomacy: Promoting the country's position and strength to boost exports and attract foreign investment; promoting the strength of the nation and the strength of the times to promote economic diplomacy and cultural diplomacy; promoting the dynamism, creativity, flexibility and intelligence of Vietnamese people to diversify markets.
The Prime Minister emphasized that economic diplomacy must be imbued with the spirit of innovation in thinking, creativity in strategy, and unity in perception and action. It is necessary to identify the focus and key points in economic diplomacy activities. "Opportunities must be seized, obstacles must be resolved, solutions must be breakthroughs, and implementation must be drastic and effective."
For Lao Cai province, foreign affairs activities, including economic diplomacy activities, have always been of interest. The province always focuses on consolidating and deepening the established relations between Lao Cai province and foreign localities. In 2023 and early 2024, Lao Cai province organized many delegations led by the Provincial Party Secretary to visit and work in many countries, thereby connecting with foreign localities, businesses, agencies and organizations to promote cooperative relations, especially economic cooperation.
Lao Cai province also increases investment attraction and external resources to serve local socio-economic development, especially attracting and promoting investment in the province's strengths.
Strengthen and effectively implement import and export activities through Lao Cai province's border gates. In 2023, the total value of import and export, and trading of goods through border gates will reach more than 2.1 billion USD.
