The telegram stated that at around 5:40 p.m. on October 26, 2023, a fire broke out at a house in Tu Hiep Commune, Thanh Tri District, Hanoi City, causing particularly serious consequences, killing 3 people and injuring 1 person. On behalf of the Government, Prime Minister Pham Minh Chinh sent his condolences to the relatives and families of the victims.
Prime Minister Pham Minh Chinh directed the Hanoi People's Committee to visit, encourage, and provide material and spiritual support to the victims' families; closely coordinate with the Ministry of Public Security to direct functional forces to promptly overcome the consequences and investigate, determine the cause of the fire, and strictly handle violations (if any) according to the provisions of law.
The Ministries of Public Security, Construction and People's Committees of provinces and centrally-run cities continue to enhance their responsibilities, resolutely, substantially and effectively implement the directions of the Secretariat, the National Assembly, the Government and the Prime Minister on fire prevention, fighting and rescue, focusing on Directive No. 47-CT/TW dated June 25, 2015 and Conclusion No. 02-KL/TW dated May 18, 2021 of the Secretariat, Resolution No. 99/2019/QH14 dated November 27, 2019 of the National Assembly, Directive No. 01/CT-TTg dated January 3, 2023, Official Dispatches No. 796/CD-TTg dated September 13, 2023, No. 825/CD-TTg dated September 15, 2023 and No. 991/CD-TTg dated October 22, 2023. of the Prime Minister.

Previously, at around 5:40 p.m. on October 26, Call Center 114 - Hanoi Police Command Information Center received a report from the public about a fire in a level 4 house in the new Hong Ha road area, near Hong Ha apartment building, Tu Hiep commune, Thanh Tri district.
The Hanoi Police Command Information Center mobilized the Fire Police of the City Police and Thanh Tri District Police to the scene to organize fire fighting and rescue. By 6:09 p.m. the same day, the fire was extinguished.
The fire injured one person and took him to the emergency room, and found three dead; property damage is being counted and clarified. According to the information provided by the injured person, at the time of the fire, the family was using a specialized scrap press and pressed a hairspray can, causing it to explode and catch fire.
The identities of the deceased victims include: Ms. NTT (born in 1992); MTĐ. (born in 2012) and MBA (born in 2018), the children of Ms. T. The injured victim is Mr. MVY (born in 1988, from Xuan Truong district, Nam Dinh province).
