On July 24, under the chairmanship of Prime Minister Pham Minh Chinh, the Government held a thematic session on law-making in July 2024 to discuss and give opinions on the draft Law on Electricity (amended); the draft Law on Employment; the proposal to develop the Law on State of Emergency; the proposal to develop the Law on Science and Technology (amended) and the Project on investment policy for the high-speed railway on the North-South axis.

Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Tran Luu Quang, Le Thanh Long; ministers, heads of ministerial-level agencies, government agencies; leaders of ministries, branches and central agencies.

Opening the session, on the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), Prime Minister Pham Minh Chinh and delegates respectfully observed a minute of silence to commemorate the great President Ho Chi Minh, heroes and martyrs who sacrificed for the Fatherland; General Secretary Nguyen Phu Trong.

Opening the meeting, Prime Minister Pham Minh Chinh said that institutional building and improvement is one of the three strategic breakthroughs and major policies of the Party and State; identified by the Government as a key task, led and directed, implemented resolutely and synchronously, achieving many outstanding results.

Since the beginning of the term, the Government has organized 27 thematic meetings on law-making; commented on, reviewed and approved more than 100 proposals for law-making, draft laws submitted to the National Assembly for consideration and approval of more than 60 laws and resolutions; issued more than 380 decrees; the Prime Minister issued nearly 90 normative decisions.

In 2024 alone, the Government held 5 thematic meetings on law-making, giving opinions and approving 26 proposals for law-making, resolutions and draft laws. In particular, the Government established a steering committee to review and handle problems in the system of legal documents, headed by the Prime Minister.

The goal is to develop and submit to the National Assembly at the 8th Session for consideration and approval of a law amending laws to immediately handle inadequacies and legal problems arising in practice, hindering development, thereby unlocking resources and promoting growth.

Thoroughly grasping the principle of law-making to ensure progress and quality, the Prime Minister noted that the content of legal regulations must promote decentralization and delegation of power, along with resource allocation, design of monitoring, inspection tools and prevention of corruption and negativity in law-making.

The Prime Minister noted that the content of legal regulations must reduce administrative procedures, end the request-grant mechanism, reduce hassles, reduce compliance costs for people and businesses, and at the same time remove difficulties and obstacles arising in practice; mobilize all resources in society for national development, striving for Vietnam to be a developing country with modern industry and high average income by 2030 and become a developed country with high income by 2045.

Reiterating the requirement that ministers, heads of ministerial-level agencies and government agencies be directly responsible for leading and directing the work of building and perfecting institutions, contributing to building a socialist rule-of-law state of the people, by the people and for the people, the Prime Minister requested ministries and branches to invest resources and conditions to ensure the work of building institutions; select cadres with high responsibility, passion, emotion, innovation and creativity; and have policies for cadres participating in law-making...

Relevant parties review and give special rewards to groups and individuals with outstanding achievements in law-making work, and at the same time remind, criticize, and even handle groups and individuals who are weak or have made mistakes in law-making work.

At the July legislative session, the Government reviewed, commented on, and approved five important issues, including two proposals for the development of laws on: State of Emergency, Science and Technology (amended); two draft laws on: Electricity (amended); and Employment (amended). These are all difficult and important issues that need to be focused on.

In particular, the Government reviewed and gave opinions on the Project on investment policy for high-speed railway on the North-South axis, a major project that was mentioned many years ago, and the Politburo concluded that it needs to be concretized soon.

Therefore, the Prime Minister requested that Government members focus their intelligence, continue the spirit of innovation; present reports and opinions concisely, clearly, and directly to the point; focus on discussing important issues, with different opinions that need to be discussed and consulted with the Government; ensure the progress and quality of the meeting.

In particular, the Prime Minister noted that the assignment of work must be "clear in terms of people, work, responsibilities, progress, and efficiency" to facilitate inspection, supervision, urging, emulation, and rewards...
