Prime Minister chairs monthly meeting of 5 key projects in Ho Chi Minh City

TPO - The Director of the Ho Chi Minh City Department of Transport informed that there are currently 5 national key projects in the area that are chaired by the Prime Minister for monthly meetings. With the Ring Road 3 project, if Ho Chi Minh City does not focus and speed up, it will be slower than the provinces and risk affecting the overall progress.

Status of key projects

On the afternoon of July 1, at the regular socio-economic meeting of Ho Chi Minh City in June, Mr. Tran Quang Lam - Director of the Department of Transport - mentioned the public investment disbursement data and said it was very worrying that it had only reached nearly 14% so far.

According to Mr. Lam, projects that are preparing for investment and have been implemented are facing many difficulties and need to be resolved regarding planning adjustments as well as compensation and site clearance. Solving these problems will help to greatly reduce disbursement and speed up project progress.

The Director of the HCMC Department of Transport informed that there are currently 5 national key projects in the area that are chaired by the Prime Minister for monthly meetings. With the Ring Road 3 project, the bidding packages in other provinces such as Binh Duong, Dong Nai, etc. have progressed faster than HCMC. Therefore, if HCMC does not focus and speed up, it will be slower than the provinces and risk affecting the overall progress.

Regarding the conditions for putting metro line 1 (Ben Thanh - Suoi Tien) into operation, the Ho Chi Minh City Urban Railway Management Board is currently focusing on speeding up the completion of operations and ensuring safety conditions. On the other hand, the Department of Transport and other units are developing legal regulations during the operation, paying special attention to multi-modal transport infrastructure (such as buses, bicycles) as well as other multi-modal infrastructure... to be ready to put metro line 1 into use by the end of the year.

Regarding the conditions for putting metro line 1 (Ben Thanh - Suoi Tien) into operation, the Director of the City Department of Transport said that the Ho Chi Minh City Urban Railway Management Board is currently focusing on speeding up the completion of operations and ensuring safety conditions.

On the other hand, the Department of Transport and other units are developing legal regulations during the operation, paying special attention to multi-modal transport infrastructure (such as buses, bicycles) as well as other multi-modal infrastructure... to be ready to put metro line 1 into use by the end of 2024.

Boost growth in the last 6 months of the year

Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai acknowledged that two issues have emerged and have a dialectical relationship with each other: capital absorption capacity and the effectiveness of administrative reform. Specifically, the capital absorption capacity is not high and the effectiveness of administrative procedure reform is not much, so it is necessary to focus on the third and fourth quarters.

The head of the city government requested that in the last 6 months of the year, all efforts must be focused and all solutions must be found to promote growth. "Growth in the third quarter must reach 7% or more, try to reach 8% in the fourth quarter," Mr. Mai emphasized and requested that units focus on solutions to promote investment, first of all public investment.

Also with the goal of promoting growth, Mr. Phan Van Mai said that any projects that the city's management boards and investors see can be transferred to the district management boards for implementation or that the district itself sees can be taken over and implemented faster and better, should be boldly discussed.

"It is recommended that the transfer procedures be carried out as concisely as possible and the transfer be carried out in the middle of the year," the Chairman of the Ho Chi Minh City People's Committee noted.

According to the report, the growth rate of gross regional domestic product (GRDP) in the first 6 months of the year is estimated to increase by 6.46%, 2.91 percentage points higher than the same period in 2023 (increased by 3.55% in the first 6 months of 2023). Of which, the agriculture, forestry and fishery sector increased by 0.18% over the same period; the industry and construction sector increased by 5.55%; the service sector contributed the most to the GRDP growth when it increased by 7.26% over the same period; product taxes minus product subsidies increased by 4.39%. The estimated total social investment capital in the first 6 months of the year reached 18.2% compared to GRDP.

Worry about lack of inspection center

The Director of the Ho Chi Minh City Department of Transport said that when the big case of vehicle inspection is brought to trial, many vehicle inspection centers will not be qualified to operate.

"Currently, the department is proactively reporting to the Ministry of Transport and the Department of Registration to prepare coordination plans as well as loosen some conditions for registration centers to continue operating in the near future," Mr. Lam informed.

According to Mr. Lam, the National Assembly recently issued the Law on Traffic Safety and Order and the Road Law, and there are currently many changes. Therefore, the functions and tasks between the transport sector and the police, between the traffic inspection force and the traffic police... are also being reviewed, prepared and have some adjustments and regulations for coordination in the coming time.
