In the process of recovering misappropriated and lost assets in criminal cases of corruption and economic crimes, enforcement agencies have completed 9,211 cases, equivalent to more than 22,177 billion VND.
On December 2, the General Department of Civil Judgment Enforcement (GDEC) of the Ministry of Justice held a conference to deploy the implementation of targets and tasks of civil judgment enforcement and administrative judgment enforcement (ADJ) in 2025.
At the conference, Minister of Justice Nguyen Hai Ninh affirmed that through the summary report and discussion, it can be seen that in 2024, the entire THADS system has completed the targets and tasks assigned by the National Assembly, the Government and the Party Committee of the Ministry of Justice.

The results of THADS and asset recovery in corruption, economic, credit and banking cases in 2024 reached the highest ever.
Specifically, some of the main results of the THADS and THAHC work in 2024 show that the total number of cases to be enforced is more than 1 million. Of which, there are conditions for enforcement of 739,974 cases, of which 620,657 cases have been completed (reaching a rate of 83.88%), an increase of 0.62% compared to 2023.
Regarding money, the total amount to be executed is nearly 495,000 billion VND, of which more than 116,531 billion VND has been executed (reaching a rate of 51.84%), an increase of 5.06% compared to 2023. As a result of debt recovery for credit institutions, 6,252 cases have been executed (equivalent to more than 30,544 billion VND).
Regarding the recovery of assets appropriated or lost in criminal cases of corruption and economic crimes, enforcement agencies have completed 9,211 cases, equivalent to more than VND 22,177 billion.
Minister Nguyen Hai Ninh emphasized that, in addition to the achieved results, the work of THADS still has shortcomings and limitations that need to be overcome, such as: The rate of completion of credit judgments in the banking sector has not been achieved, violations and mistakes still occur; the results of administrative judgment enforcement are still low, the number of outstanding administrative judgments transferred to the next period is increasing.
In addition, the heads of some local THADS agencies and many units under the General Department have not fully promoted their exemplary leadership responsibilities and have not been proactive and creative in performing assigned tasks. The application of information technology and digital transformation have not yet met requirements.
To effectively carry out the work of THADS and THAHC in 2025, the Minister of Justice requested THADS agencies to urgently summarize the implementation of Resolution No. 18 of the Central Executive Committee and propose to implement the policy of streamlining the apparatus, organizing effective and efficient operations, associated with streamlining the payroll, improving the quality of cadres, civil servants and employees.
This is a difficult and complicated task, requiring solidarity, unity, courage, and sacrifice of each cadre and party member, along with the high determination of the entire Party and the entire political system, first of all the leaders, to ensure that the political system operates continuously, without interruption, without leaving any time, location, or field vacant during the reorganization process.
In addition, it is necessary to strengthen the enforcement of economic judgments on corruption and banking credit, paying special attention to cases monitored and directed by the Central Steering Committee on Anti-Corruption, Waste and Negativity, high-value cases that affect many parties, are of public interest, and cases with foreign elements.
