According to the forecast of the National Center for Hydro-Meteorological Forecasting, the tropical depression is likely to strengthen into a storm on the night of September 18, causing strong winds and large waves along the coast and inland from Ha Tinh to Quang Nam. To proactively respond, Prime Minister Pham Minh Chinh signed Official Dispatch No. 98/CD-TTg dated September 18, 2024 directing the focus on responding to the tropical depression that is likely to strengthen into a storm and floods.

Telegrams sent to Secretaries and Chairmen of People's Committees of provinces and centrally run cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh; Ministers of the Ministries of National Defense, Public Security, Agriculture and Rural Development, Natural Resources and Environment, Transport, Labor - Invalids and Social Affairs, Industry and Trade, Education and Training, and Health.
The telegram stated: The tropical depression in the East Sea is still moving rapidly towards the sea and mainland of the Central provinces of our country. At 10:00 p.m. tonight (September 18, 2024), the center of the tropical depression was at about 17.0 degrees North latitude, 111.1 degrees East longitude, about 320km east of the coast of Da Nang, the strongest wind near the center of the tropical depression was level 7, gusting to level 9. Due to the influence of the tropical depression, from 0:00 to 18:00 on September 18, the provinces in the Central Central region had heavy to very heavy rain, with rainfall ranging from 70-250mm, in some places over 250mm.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, the tropical depression is likely to strengthen into a storm on the night of September 18. From early tomorrow morning (September 19, 2024), the storm may cause strong winds and large waves along the coast and inland from Ha Tinh to Quang Nam with winds gradually increasing to level 6-7, near the center of the storm level 8, gusting to level 10 (89-102 km/h); causing heavy rain in the area from Thanh Hoa to Binh Dinh before, during and after the storm. The development of the tropical depression, storm, and flood is still very complicated (it is forecasted that wind level, speed, direction, area of influence and rainfall may change).
Following the telegram No. 97/CD-TTg dated September 17, 2024, to proactively respond to tropical depressions that are likely to strengthen into storms, especially the risk of heavy rain, flooding in urban areas and low-lying areas, landslides, flash floods in mountainous areas and steep slopes to ensure safety of people's lives and limit damage to property, the Prime Minister requests:
1. The Chairmen of the People's Committees of the above-mentioned provinces and cities shall closely monitor the situation, continuously update information on developments of tropical depressions, storms and floods; direct timely, drastic and effective implementation of response work in accordance with actual developments in the area, thoroughly implement the "four on-site" motto, proactively handle the worst possible situations, focusing on implementing the following key tasks:
a) Review, guide and call on ships not to enter or exit dangerous areas or return to safe shelters; immediately deploy measures to ensure safety for ships and vehicles at anchorages and shelters and production activities at sea and coastal areas, especially on rafts, aquaculture watchtowers, coastal tourist and service areas.
b) Implement response plans to tropical depressions, storms, floods, landslides, flash floods, ensuring safety of life and minimizing damage to people's property.
c) Implement measures to limit damage to houses, warehouses, headquarters, schools, medical facilities, production and business facilities, dykes, dams, construction works, especially traffic works and dykes under construction; promptly complete the trimming and bracing of urban trees, houses, headquarters, dredging and clearing sewers and drainage systems.
d) Operate and regulate hydroelectric and irrigation dams in the area scientifically, in accordance with practical situations, ensuring absolute safety of works, contributing to reducing floods downstream, and preventing overlapping floods.
d) Proactively arrange forces, materials, and means, especially in areas expected to be directly affected by storms, floods, and key areas to be ready to respond to tropical depressions, storms, floods, and rescue when required.
e) Proactively implement measures to overcome the consequences of natural disasters to quickly stabilize people's lives, urgently restore production and business; promptly provide food, drinking water, and necessities to households affected by natural disasters, especially households in isolated areas; absolutely do not let anyone go hungry, cold, homeless, or lack drinking water.
2. The Minister of Natural Resources and Environment directs the hydrometeorological forecasting agency to closely monitor the situation, forecast, and provide complete and timely information on the developments of tropical depressions and storms to competent authorities and the people so that they can proactively and effectively deploy response work according to regulations.
3. The Minister of Agriculture and Rural Development shall organize a 24/7 duty, closely monitor the situation, proactively direct and urge localities to deploy response work in accordance with actual natural disaster developments, promptly report and propose to the Prime Minister and Deputy Prime Minister to direct issues beyond their authority.
4. The Minister of Transport directs the implementation of measures to ensure safety for ships operating at sea and on rivers; ensure safety of road, rail and air traffic; implement measures to prevent and combat storms and floods to ensure safety for people, vehicles and important national projects and key transport infrastructure works under construction in the area.
5. The Ministers of Industry and Trade, Agriculture and Rural Development, according to their assigned functions and tasks, shall closely coordinate with the above localities to direct relevant agencies and units to deploy measures to ensure safety and operate hydroelectric and irrigation dams reasonably and scientifically to ensure the safety of the works, contributing to flood reduction downstream.
6. The Ministers of the Ministries of National Defense and Public Security direct rescue forces to be on duty regularly, ready to rescue people, property and other urgent requests.
7. Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media agencies increase broadcasting time and reporting so that people can fully and accurately grasp information about the developments of tropical depressions, storms, floods and instructions from competent authorities, thereby promptly deploying appropriate response activities to minimize damage to life and property.
8. Assign Deputy Prime Minister Tran Hong Ha to directly direct relevant ministries, branches and localities to seriously implement this dispatch.
9. The Government Office, according to its assigned functions and tasks, shall monitor and urge ministries and localities to seriously implement this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
