Absolutely ban alcohol concentration to reduce accidents
At the press conference, Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, introduced the Law on Road Traffic Order and Safety. Notably, it continues to inherit the prohibited acts from the 2008 Road Traffic Law, which stipulates the prohibition of driving a vehicle on the road with alcohol in the blood or breath. Minus all points will have to study and test knowledge again
Regarding the regulation on deducting points from driving licenses, Lieutenant General Hung said that the law has clear regulations. To prepare for the implementation of this regulation, the Ministry of Public Security has been advising the Government to develop a decree regulating administrative sanctions in the field of road traffic. This includes specific regulations on administrative violations that result in deduction of driving license points. It is expected that for acts that have had points deducted, there will be no regulation on revoking driving licenses. After the Government's decree is issued, the Ministry of Public Security is preparing and will issue a circular with specific regulations on re-examining knowledge of road traffic safety laws in cases where all points have been deducted. "When all points have been deducted, there will be regulations requiring the violator to study and re-test his/her knowledge of road traffic safety laws. Only when the conditions are met will points be re-issued in the driving license," Lieutenant General Hung said. Mr. Hung informed that to facilitate the deduction of points, reform administrative procedures, and avoid confusion and inconvenience in the deduction of points for violators, the Ministry of Public Security will build a database on violations and handling of traffic safety violations. "Currently, 85% of decisions on handling administrative violations are under the authority of the Ministry of Public Security, so the database has been fully integrated from before, so it can be connected, shared, and determined for specific violations by people at each time. At the same time, it is very easy to retrieve and impose subsequent penalties," Mr. Hung added. Mr. Hung further informed that from January 1, 2025, when the law, decree, and circular come into effect, the deduction of points will be completely automatic and connected to VNeID and the National Public Service Portal to notify the person whose points are deducted of how many points are deducted for each violation and how many points are left. "This will be very convenient and the monitoring and management of point deductions will be done on the basis of administrative violations of traffic order. Everything is connected, automatic, without illegal human intervention," he said.
