The majority of delegates agreed with the content of the Provincial People's Committee's submission to the Provincial People's Council to issue a Resolution approving the adjustment of the Medium-term Public Investment Plan and the Public Investment Capital Plan for 2024. Regarding this content, Chairman of the Provincial People's Committee Le Thanh Do requested the Department of Planning and Investment to coordinate with the Department of Finance and the Department of Natural Resources and Environment to re-evaluate land revenue, consider how many projects have been implemented from now until the end of 2025, and how much land revenue. The source will be reduced but the expected list of projects will remain the same; in addition, the Lottery capital allocated for projects in 2025 is proposed to supplement the list for projects in the fields of education, science and technology and the new rural program.
According to the report on the implementation of local budget revenue and expenditure tasks in the first 6 months of the year, the main tasks and solutions for managing the local budget estimate for the last 6 months of 2024: The 2024 estimate assigned by the Provincial People's Council is 1,909 billion 600 million VND, estimated to be implemented by June 30 is 562 billion 200 million VND, reaching 36.45% of the central budget estimate, reaching 29.44% of the provincial People's Council estimate. In particular, there are some low revenue items such as: Land use fee collection is 42.1 billion VND, reaching 5.01% of the provincial People's Council estimate.
Delegates focused on clarifying one of the reasons for low local budget revenue due to low revenue from central enterprises, hydropower plants and land use revenue in the area. Concluding this content, Chairman of the Provincial People's Committee Le Thanh Do requested the People's Committees of districts and cities to quickly carry out site clearance work to conduct land auctions; especially key projects and urban areas in Dien Bien Phu city. It is necessary to clearly identify projects and urban areas that need to be auctioned in the last 6 months of the year.
The meeting reviewed and directly discussed the following contents: Draft Resolution of the Provincial People's Council on Regulations for awarding the Medal "For the cause of construction and development of Dien Bien province"; Submission of the Provincial People's Committee to the Provincial People's Council to issue a Resolution approving the List of additional projects requiring land recovery and projects using rice-growing land and protective forest land for other purposes in 2024 in the province; Submission of the Provincial People's Committee to the Provincial People's Council to issue a Resolution to abolish the Resolutions (16 Resolutions) of the Provincial People's Council; Submission of the Provincial People's Committee to the Provincial People's Council to issue a Resolution on selecting district levels to pilot the decentralization mechanism in management and implementation of national target programs for the period 2024 - 2025.
At this meeting, the Provincial People's Committee sent a ballot to ask for opinions from members of the Provincial People's Committee on 6 contents: Report on the results of practicing thrift and combating waste in the first 6 months of 2024, directions, tasks and solutions for the last 6 months of 2024; Report on citizen reception, handling complaints and denunciations in the first 6 months of 2024, key tasks for the last 6 months of 2024; Report on corruption prevention and control in the first 6 months of 2024, tasks and solutions for the last 6 months of 2024; Report on the results of crime prevention and control and law violations in the first 6 months of the year, tasks and solutions for the last 6 months of 2024; Report on reviewing the direction and administration in the first 6 months of the year, key tasks for the direction and administration in the last 6 months of 2024; Report on the results of civil judgment enforcement work in the first 6 months of the year and directions and tasks for the last 6 months of 2024.
