On the afternoon of January 15, at the Provincial Convention Center, the 17th Provincial People's Council, term 2021 - 2026, held a meeting to resolve urgent matters. Attending the meeting were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council, People's Committee, National Assembly Delegation; delegates of the Provincial People's Council; leaders of a number of departments, branches, sectors, organizations and districts and cities.

At the meeting, leaders of the Department of Labor, War Invalids and Social Affairs reported on the implementation of a number of tasks on social security work during the Lunar New Year 2025 and the results of eliminating temporary and dilapidated houses in the province.
Accordingly, it is expected that on the occasion of the Lunar New Year 2025, the whole province will have more than 76,900 people and families with revolutionary contributions receive gifts from the President, more than 83,300 people and families with revolutionary contributions receive gifts from the province; nearly 10,400 poor households, more than 10,900 near-poor households, nearly 5,900 households in especially difficult circumstances, more than 790 beneficiaries at public social protection facilities and 1,860 children in especially difficult circumstances receive gifts. To date, entrepreneurs and enterprises have registered to support nearly 35,000 Tet gifts with a total value of nearly 17 billion VND.
Regarding the results of the implementation of the project to eliminate temporary and dilapidated houses for poor and near-poor households in the province, in the period of 2024 - 2025, the whole province has 2,106 poor and near-poor households that are eligible and in need of eliminating temporary and dilapidated houses, of which in the first phase, the whole province had 738 poor and near-poor households requesting to build new houses and repair them; to date, 267 houses have been completed.

The leaders of the Department of Transport reported on the approval of the investment policy for the project to build a road from Thai Binh city to Hung Ha district connecting with Hung Yen province.
The leaders of the Department of Finance reported on the proposal to amend and supplement a number of contents in the regulations on principles, criteria and norms for allocating regular state budget expenditure estimates for 2022 at all budget levels of local authorities issued together with Resolution No. 28/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council; proposal on amending and supplementing a number of contents in the regulations on decentralization of revenue sources, expenditure tasks and percentage of revenue sharing between local budget levels for the period 2022 - 2025 issued together with Resolution No. 27/2021/NQ-HDND dated December 10, 2021 and Resolution No. 13/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council; Report on approving the tasks and budget estimates for purchasing cars for the general work of the Provincial Party Committee Office; report on the plan to use increased revenue and save provincial budget expenditures in 2024.
The leaders of the Department of Agriculture and Rural Development reported on the proposal to approve the investment policy for the dredging and embankment project on both sides of Thong Nhat Canal from Nguyen Xa culvert to Au K35, Dong Hung district; the proposal to propose a decision on the policy to change the purpose of forest use to another purpose to implement the investment project to build the Ba Lat liquid cargo port area; the proposal to propose a decision on the policy to change the purpose of forest use to another purpose to implement the Thai Binh LNG thermal power plant project.
The leaders of the Department of Construction reported on the approval of the additional list of land plots for bidding for investment projects using land in Thai Binh province.
Also at the meeting, representatives of the Economic - Budget Committee, Provincial People's Council presented a report on the results of examining the documents submitted at the meeting.

Based on the submissions and appraisal reports of the provincial People's Council committees, the provincial People's Council delegates and delegates attending the session focused on discussing and objectively and comprehensively assessing the necessity as well as the bases and provisions of current laws of the submissions, ensuring that the resolutions issued are suitable to reality and highly feasible.
At the meeting, the provincial People's Council delegates voted to pass 11 resolutions, including 3 resolutions on personnel work and 8 resolutions on socio-economic development.
Speaking at the closing session, comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: This is an important session to promptly consider and decide on suddenly arising issues, creating favorable conditions for the direction and management of socio-economic development of the Provincial People's Committee as well as promptly resolving urgent local issues under its authority.
In order to effectively implement the resolutions passed by the Provincial People's Council, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors, localities and units to organize propaganda and fully disseminate the viewpoints and contents of the resolutions in order to create unity in awareness and high consensus in the implementation; the Provincial People's Committee urgently directed departments, sectors and localities to develop programs and plans to effectively implement the resolutions, ensuring timeliness, publicity, transparency and compliance with the provisions of law; all levels, sectors, the Fatherland Front, member organizations, delegations and delegates of the Provincial People's Council continue to perform their roles and responsibilities in supervising, monitoring and urging the implementation of the resolutions to ensure effectiveness, on that basis promptly reflecting the thoughts, feelings and legitimate aspirations of the people, units and enterprises for consideration and resolution.
