The Prime Minister approved the investment policy for the Quang Nam Integrated Adaptive Development Project in Decision No. 396 dated March 29, 2022. The Quang Nam Provincial People's Committee approved the project's Feasibility Study Report in Decision No. 574 dated March 14, 2024. The project's environmental impact assessment report was approved by the Ministry of Natural Resources and Environment in Decision No. 3306 dated November 10, 2023.
This is a Group A project, approved from 2022 - 2027. The project will be implemented in Duy Xuyen, Thang Binh, Nui Thanh districts and Tam Ky city with a total implementation capital of 118.7 million USD (equivalent to 2,748.6 billion VND); of which the World Bank loan is 79.12 million USD; counterpart capital is 39.58 million USD.
The project aims to increase access to adaptive infrastructure services and enhance capacity for disaster risk-resilient development planning and management in project areas.
Recently, Chairman of Quang Nam Provincial People's Committee Le Van Dung has submitted a proposal to adjust the project implementation period from 2022 - 2027 according to Decision 396 of the Prime Minister, to 2022 - 2030. The reason for the adjustment according to the Provincial People's Committee is because up to now, the project has not signed an Agreement with the sponsor, the World Bank (WB).
According to the submission of Quang Nam province, the Ministry of Finance and the World Bank are currently carrying out procedures to propose negotiating the Project Agreement. In order to have enough time to complete the project, based on the opinions of the WB, the People's Committee of Quang Nam province submitted to the Ministry of Planning and Investment and the Ministry of Finance for consideration and reporting to the Prime Minister to adjust the project implementation time to ensure implementation in accordance with regulations.
Also related to the re-borrowing appraisal dossier, Deputy Prime Minister Tran Luu Quang agreed in Official Dispatch No. 5296/VPCP-QHQT dated July 25, 2024 of the Government Office; The Ministry of Finance sent an official letter dated August 16, 2024 to the WB regarding the proposal to negotiate for the project at the request of the People's Committee of Quang Nam province in Official Dispatch No. 5956/UBND-KTTH dated August 9, 2024.
From August 19-21, the World Bank delegation had a working session with the leaders of the Provincial People's Committee to agree on the next steps and specific timeline to prepare for project negotiations and increase project efficiency.
The Quang Nam Province Adaptive Integrated Development Project will dredge the Truong Giang River with a total length of about 60km from An Lac junction (Cua Dai) to Cua Lo (An Hoa Bay), with a width of 30m and a depth of 2.3m. Along with that, building protective embankments at vulnerable points where erosion often occurs such as curved river sections, or weak geological areas, narrow river sections next to densely populated areas that need to be protected from landslides during the rainy and flood season, ensuring safety; building a complex of canals, sluices, and dams to support flood drainage in the Tam Ky area.
At the same time, the project will build 6 new bridges over the Truong Giang River, including Binh Duong, Hung My, Binh Nam, Tinh Thuy, Tam Thanh bridges (National Highway 40B) and Tam Tien bridge (on route N5). The bridges meet the level IV river clearance (30x6m). Roads will be built at both ends of the bridge to connect to the main roads at both ends of the bridge.
