According to this Resolution, the scope of application of the Urban Architecture Management Regulations of Sa Pa town is the center of Sa Pa National Tourist Area, with an area of 6,090 hectares; including the core area of Sa Pa urban tourism (area of 5,525 hectares belonging to Cau May, O Quy Ho, Ham Rong, Phan Si Pang, Sa Pa, Sa Pa wards) and the area for research on space expansion (area of about 565 hectares, belonging to part of Trung Chai commune).

The urban architecture management regulations of Sa Pa town are established according to 5 development control zones identified in the Master Plan for the construction of Sa Pa National Tourist Area - Sa Pa town to 2040, based on: traffic framework; landscape terrain; main functional characteristics... ensuring unity, mutual support in terms of space and socio-economic development.

The Regulations have very clear and strict regulations on the architecture of urban technical infrastructure works. That is, infrastructure works (roads, cable cars, drainage, public lighting, water supply, electricity supply, telecommunications, trees, waste management systems, environmental sanitation, etc.) must be designed and constructed synchronously, in accordance with relevant planning, regulations, and construction standards.
Arrange technical infrastructure facilities in suitable locations, limit height within the technically permitted range, encourage undergrounding, ensure large setbacks from the road boundary (or red line for urban roads) to organize landscape trees and trees isolated from other functional areas of the city.
